Beyond the routine business items ofthe Board ofDirectors, four issues generated
some discussion for which our Council should be aware:
1. Dornmtown nerilspaper racks continue to be of considerable concerr. They are
popping up everywhere and crowding sidewalks. Theyhave been placed by
the newspapers, primarily the T-T, without permit or oversight by city officials.
Apparently, there was some sort of 'gentlemen's agreement' regarding location
which has been violated. fnffi hkely to be seeking City intervention in
an effort to bring some order to what appears to be indiscriminate placement and
cluttering ofthe sidewalks. The issue may be touchy because of some 1$ amendment
overtones.
2. Certified Farners Market Legislation. A82340 (Cannella) was approved in 1996
to allow direct marketing from farmer to customer. The primary issue here is that
the farmer does not have to insure that hislher product is uniform as does the farmer
selling through the normal market. AB 234A contains a December 3L, L999 sunset
clause. Obviously, the SLO County Farmers' Market organization wants this
legislation extended and is seeking support fromthe DA and SLO. So date no
legislator has volunteered to sponsor their bill. I suggested that given Assemblynan
Maldonado's talk at the LCC meeting last Friday, that he might be a good one
to contact. I think we should help.
3. Mike Spangler, DA Parking Committee Chair reported his committee's continuing
concern regarding the expenditure of Parking Funds for puqposes outside ofthe
downtoum parking district. He was referencing the Counoil's approval at our last
meeting ofthe Monterey Heights parking disrict expansion and the use ofparking
firnd moneys for the start up costs ofthat work.
4. The Beautification Committee is working on a project (not totally clear to me) which
through signs or banners will define old Chinatown. I have bee,n collecting some
photos ofhow other cities with historical Chinatoums have given recognition to those
boundariesvia street signs and shared a couple ofphotos with a member ofthat
committee. (Alice Loh our new planning commissioner also has an interest in this.)
