Discussion The committee chairperson and vice-chairperson play an important role in committee meetings. The chairperson’s main role is to provide the advisory body with group direction and to set the tone for meetings. The Chair also balances making sure all committee points of view have been heard on an agenda topic yet also assertive enough to move the meeting along to reach decision within the time allotted. The vice-chair presides over meetings when the chair is unable to. Article 3 of the Active Transportation Committee Bylaws states: “The officers will consist of a Chairperson and Vice-Chairperson who will be elected annually at a regular Committee meeting in each calendar year. The Chairperson will preside over all meetings of the Committee and perform such duties as directed by the Committee. The Vice-Chairperson will serve in the absence or incapacity of the Chairperson.” The Advisory Body Handbook provides additional information about the role and responsibilities of the chair and vice chair. See Attachment 1 from the Handbook for an excerpt of the traits of an effective chairperson. Additional officer duties include writing quarterly progress reports, representing the ATC at the Mayor’s quarterly luncheon, and representing the Committee at relevant Advisory Body and City Council meetings. The term of office is for one year. No person shall serve in the office of chairperson or vice chairperson for more than two consecutive terms. Russell Mills has served two consecutive years as chair and therefore is ineligible to serve in that role for the next year. Likewise, Lea Brooks has served two consecutive years as vice-chair and therefore is ineligible to serve in that role for the next year as well. All committee members should consider serving as an officer at some point in their term as each individual brings their own experiences and points of view to the roles. You provide a channel for citizen expression. Not only is it important for you to listen carefully to others, but you also need to be able to communicate effectively what you are hearing and thinking. 1.Take notes to remind yourself of questions you want to ask or important comments you wish to make. 2.Be direct, open, and forthright. 3.Provide rationale for opinions or recommendations. 4.Stay on topic. 5.Take your charge seriously but maintain composure and keep your sense of humor. 6.When speaking to the public and/or press, be sure you are representing the majority views of your individual advisory body. Personal opinions should be clearly identified as such. 7.Speak clearly and be sure people can hear you. 8.If you wish to communicate using electronic mail (email), use the tool wisely. It is easy to unintentionally violate the Brown Act, so certain caution must be exercised when using email. (See Section 4 C, Common Questions about the Brown Act.) G.Special Tips for the Chairperson The chairperson’s main role is to provide the advisory body with grou p direction and to set the tone for meetings. The Chair must balance being strong enough to move the meeting along and democratic enough to involve all members in the meeting. The effective chairperson: Remembers to explain the public participation process to the audience. (For example: “The commission will hear first from staff who will present the staff report. Commission questions to staff will follow and then the floor will be open to the public, who may comment on the matter. Following public comment, the matter will come back to the commission for our deliberation and action.”) 1.Announces each item before discussion begins. 2.Is even-handed and fair to all participants. 3.Observes specified time limits. 4.Protects commissioners and staff from verbal attacks. 5.Solicits opinions, feelings, and positions from all members. 6.Encourages the generation of alternative solutions. H.Managing Difficult Meetings Here are some additional tips for managing any meeting, but particularly the difficult ones: 1.Encourage the designation of a spokesperson for any groups. 2.Ask staff to make sure there are plenty of extra agendas and staff reports. 3.Establish and announce rules before the meeting begins. 4.Introduce each item and possible actions. 5.Try not to waste time on routine items. 6.Encourage speakers to address the advisory body and not the audience. 7.Discourage clapping and shouting. 8.Use recesses to help diffuse hostility. 9.Adhere to speaker time limits. 10.If you don’t already, use speaker slips/cards. 11.Make sure that all advisory body members are addressing each other, through you, and not the audience. 12.Consider continuing an item for further discussion if it appears consensus may not be reached. Background The last time the ATC provided a comprehensive review on the Higuera Complete Street project was on February 16, 2022, when preliminary concept designs were shared by staff prior to pursuing outside grant funding. Since then, staff has made significant progress with this project, including: • Securing more than $8.5 million in outside grant funding ($6.9 million from Caltrans and $1.6 million from SLOCOG), and more than $1 million in local funding. • Preparation of 50%-level design drawings and required environmental studies. • Conducting public outreach on preliminary project designs, including in-person public input opportunities via public workshops, neighborhood pop-ups, and collecting public comments via emails and phone calls to staff. (See Attachment A for a summary of public outreach and input to date) • Continued coordination with Caltrans on possible opportunities to provide protected bikeways along the Madonna Road overpass of US 101. Additional background information on the Higuera Complete Streets project is also available on the project website for reference. Active Transportation Committee Agenda Item 5, May 16, 2024 Page 2 The purpose of this item is to provide an update on project status to the ATC and other community members and solicit feedback from the committee to guide final design direction on a few areas of the project where multiple design options have been considered. Discussion Following input from the ATC, public, and continued coordination with Caltrans on possible design options for Madonna Road throughout 2022 and 2023, staff has continued with refinement of the concept plans, including development of several new design alternatives at select locations and additional traffic operations analysis to guide review of these alternative designs. Attachment B includes the latest concept designs for the full project, while additional attachments referenced below highlight specific focus areas for further discussion. Additional discussion on key project updates and focus areas for ATC input are provided below. ➢ Meadow Park Neighborhood Greenway Initial design concepts presented for the neighborhood greenway segments near the Meadow Park neighborhood included significant traffic calming and intersection modifications, including numerous speed humps and neighborhood traffic circles. During community outreach, including a neighborhood pop-up at Meadow Park, many residents provided feedback opposing traffic circles and speeds humps, with a general sentiment that most of these streets already had low traffic speeds/volumes and were comfortable routes for walking and bicycling without a need for major intervention. Essentially, a “gentle touch” was desired for this neighborhood, with a preference to use limited project funds/resources where they are most needed—along higher-traffic arterials streets, such as Higuera Street and Madonna Road. Based on this input, staff collected additional traffic data, and reviewed collision history along the neighborhood greenway segments. Based on this analysis and public input, the project designs were revised as follows: • Speed humps were eliminated on streets where existing traffic speeds were low (25 mph or less), but retained on streets where speeds exceed 25 mph. • Neighborhood traffic circles were removed from the project designs. • Additional daylighting is proposed to improve visibility at intersections along the greenway route (parking restrictions at intersections, striped bulbouts with vertical hardening, mostly flex posts, at key intersection conflict areas). • An all-way stop with high-visibility crosswalks is proposed at the Woodbridge/Meadow intersection to improve crossing safety and comfort for people walking and bicycling along the route and to/from Meadow Park. • Path lighting was added along the short shared-use path connecting Exposition Drive to the Bridge Street cul-de-sac. • A bike ramp was added on Woodbridge just west of Meadow Street to provide access to/from the Meadow Park shared-use path. Attachment C includes the updated concept plans for the neighborhood greenway segments near Meadow Park. ➢ South / King Street Intersection Active Transportation Committee Agenda Item 5, May 16, 2024 Page 3 Last year, a Rectangular Rapid Flashing Beacon (RRFB) was installed at this intersection as an interim strategy to improve bicycle and pedestrian crossings, with future plans to upgrade to a Pedestrian Hybrid Beacon (PHB) via grant funding provided by SLOCOG. After installation of the RRFB, staff conducted additional data collection and confirmed that based on additional crossing activity and current traffic volumes, a full traffic signal can now be warranted based on state/federal standards. The traffic signal will be installed as a separate capital project ahead of the Higuera Complete Streets construction, but the ATC should be aware of this change in scope. Staff is currently finalizing designs and coordinating with PG&E on electrical service and SLOCOG on the grant funding agreement. At this point, staff anticipates the project will be ready to advertise this fall, with construction to occur in 2025. ➢ Higuera / Elks Lane Intersection Previous plans included installation of a PHB as the permanent crossing treatment at this intersection, as a traffic signal was not warranted as a permanent installation per previous traffic studies. However, a temporary traffic signal would be needed for a 2-year period during construction of the Prado Road Creek Bridge Replacement, which will close Prado Road and divert traffic to/from Elks Lane. Staff had some concerns about potential user confusion with operating this intersection as a PHB, then temporary traffic signal, then transitioning back to a PHB after completion of the bridge reconstruction. Following collection of updated traffic count data and analysis, staff concluded that warrants can now be satisfied to support installation of a full traffic signal, even beyond the temporary bridge construction. Thus, the updated project plans will include installation of a standard traffic signal at Higuera/Elks, which staff believes will improve safety and provide a more intuitive experience for all road users. Higuera / Walker Street Closure Consistent with the Mid-Higuera Area Enhancement Plan, and as identified in the preliminary project concept plans, staff has explored the possibility of closing Walker Street at Higuera to reduce intersection conflicts and enhance safety. Various design concepts for achieving this closure have been explored, including more substantive reconstruction of this intersection to raise the end of Walker Street up to sidewalk level as a more permanent pedestrian plaza. However, following further review with SLO Fire and analysis of floodplain impacts, it was confirmed that a more permanent reconstruction is not feasible at this time due to significant concerns with emergency access and potential to exacerbate flooding. Thus, the final design approach will include less extensive sidewalk reconstruction and grade changes, primarily utilizing quick-build materials (decorative street markings, flex posts, planter boxes) to enforce the street closure and achieve intended safety benefits without impacting emergency access or flooding concerns. The current concepts for this location shown in Attachment B are generally representative of this approach but will be refined in the next design submittal. Active Transportation Committee Agenda Item 5, May 16, 2024 Page 4 Example Quick-Build Materials for Walker St. Closure ➢ Higuera / Chumash Village Driveway Over the last year, staff has received numerous comments from Chumash Village residents about the possible impact of adding protected bike lanes and a proposed road diet (reduction in vehicle lanes) along Higuera near the Chumash Village driveway, located just north of Margarita Street. Residents also inquired about the feasibility of adding a traffic signal at this location to make it easier to enter and exit this driveway. Staff directed the project’s independent traffic engineering consultant, Central Coast Transportation Consultants (CCTC), to collect traffic data at this driveway and perform a focused analysis to identify any potential impacts to driveway ingress or egress with the project. The analysis, which will be included in an amended project traffic study report and updated on the project website, concluded that the driveway would operate acceptably within the City’s adopted thresholds for vehicle delay/congestion at level of service (LOS) C or better during peak hour periods. The project would increase the average delay by 3-5 seconds per vehicle for drivers exiting this driveway during peak commute hours, and a traffic signal is not warranted with or without the project. For this reason, staff does not recommend adjusting the limits of the proposed road diet or installing a traffic signal at this location. Based on national data and local experience with previous projects, the proposed road diet is anticipated to reduce illegal speeding on Higuera Street, which can have a positive benefit for drivers attempting to judge gaps in traffic when exiting driveways, such as Chumash. In addition, the proposed project will increase the width of the center two-way left-turn lane at this location, improving use of this lane for two-stage left turns. With all this said, staff is still exploring other possible enhancements during final design to improve the experience for drivers at this location, such as additional warning signage, striping refinements and other speed reduction measures. ➢ Higuera / Los Osos Valley Road Intersection At the meeting on February 16, 2022, the ATC provided comment on two preliminary design alternatives for the Higuera Street/Los Osos Valley Road intersection. The ATC expressed support for the design option that generally maintains the current bike lane configuration on the southbound approach (Option 1 below). Staff is supportive of the ATC’s previous recommendation but wanted to share additional traffic analysis results and review of City Active Transportation Plan (ATP) design guidance before providing the ATC one final opportunity to review and affirm their recommendation for this intersection. The two design Active Transportation Committee Agenda Item 5, May 16, 2024 Page 5 alternatives considered for this intersection are described further below and shown in Attachment B. Option 1 (Retain Southbound Bike Lane Channelization) This option is generally consistent with what exists today at this intersection for the southbound bike approach, but with some additional minor striping refinements and green pavement markings. This option would have no measurable impacts on traffic operations. Currently, southbound cyclists continuing straight on Higuera need to depart the bike lane and weave across the outside traffic lane to enter a channelized bike lane between the thru and right-turn lanes. Cyclists turning right onto Los Osos Valley Road are required to share the right-turn lane with vehicle traffic for approximately 200 feet. There are currently >600 vehicles per hour in this outside traffic lane during peak times and vehicle speeds can exceed 40 mph, creating an uncomfortable experience for most cyclists. Previously, the ATC expressed a preference for this option due to potential concerns with poor right-turn on red compliance by drivers and poor compliance from cyclists in obeying a potential bike signal phase, as proposed in Option 2 (see below). This is perhaps a pragmatic stance and would provide the additional benefit of creating no measurable impact on traffic operations. However, it should be acknowledged that this would conflict with the City’s ATP Design Guidelines1 and other industry best practices, which recommend addition of bicycle signals or setback/protected intersection crossings at locations that conflict with heavy right- turning movements. Higuera/Los Osos Valley Road Intersection Option 1 Option 2: (Bike Signal and Curbside Protected Bike Lane) This concept was identified as an option to provide a lower-stress route for southbound cyclists consistent with the City’s ATP design guidance. This would include retaining the southbound protected bike lane at the curbside, then separating the southbound bicycle 1 2021 City of San Luis Obispo Active Transportation Plan, Appendix C (Design Guidelines): Policy 4.12 - On streets with speeds of 30 mph or greater with striped bike lanes, or where protected bicycle lanes are provided, bike channelization should generally be avoided at right-turn lanes. Instead, alternative treatments such as protected intersections (setback crossings) or dedicated bike signal phases should be implemented to facilitate more comfortable intersection crossings for riders of all ages and ability levels. The City shall encourage Caltrans and the County to apply a similar strategy for intersection improvements proposed within the vicinity of the City, but not under City jurisdiction. Active Transportation Committee Agenda Item 5, May 16, 2024 Page 6 movement with a dedicated bike signal phase. Right turns on red are already prohibited at this approach and would remain prohibited during the bike signal phase. However, as noted above, this solution relies on signal compliance from drivers and cyclists to effectively separate conflicts. Analysis of traffic operations under this alternative shows that adding a dedicated bicycle phase would create a significant traffic impact, causing operations to deteriorate below the City’s adopted level of service (LOS) and queuing thresholds, which would require the City Council to formally accept this policy deficiency. Higuera/Los Osos Valley Road Intersection Option 2 Signal Phasing ➢ Madonna Road Bikeways Early in project development, staff explored opportunities to extend protected bike lanes on Madonna Road along the US 101 overcrossing, which would provide a continuous protected bikeway between Higuera Street and the terminus of the existing Madonna Road shared-use path at the US 101 SB Ramps/Madonna Inn intersection. This is a primary cross-town route for commuters, recreational cyclists, and Laguna Middle School students. The overpass of US 101 is under the jurisdiction of Caltrans and any proposed changes would require their design approval. Initial discussions with Caltrans in 2022 indicated that protected bike lanes could not be supported, as this would require narrower auto lanes and clear shoulder widths than allowed per Caltrans design standards. During public outreach throughout 2023, a frequent request was for staff to revisit discussions with Caltrans to continue to pursue protected bikeways on Madonna Road. Thus, staff continued coordination with Caltrans, collected additional traffic volume and vehicle classification data requested by Caltrans, developed additional design concept alternatives, prepared additional traffic operations studies, and closely tracked progress on pending Active Transportation Committee Agenda Item 5, May 16, 2024 Page 7 amendments to Caltrans design standards. Caltrans Design Information Bulletin (DIB) 94 – Complete Streets: Contextual Design Guidance, which was in development through 2022 and 2023, could have provided a potential path forward by permitting more flexible lane widths in urban street environments to accommodate complete street elements. While the final approved edition of DIB 94, adopted in January 2024, has many promising elements, unfortunately, the final version exempted use of these flexible design standards for intersections of local roadways with state highway interchange ramps, which would disqualify the Madonna Road/US 101 overcrossing and ramp intersections from this new design flexibility. Currently, staff believes that the only potential path forward to advance protected bikeways on Madonna Road is for the City to prepare and submit a formal design exception request package for Caltrans consideration, which requires detailed documentation and justification for approval of non-standard design elements, and ultimately requires approval from Caltrans at the Headquarters level. This review process can often take significant time, and there is no guarantee of approval or timely processing. For this reason, staff anticipates the need to advance plans for Madonna Road without protected bikeways as part of this Higuera Complete Street project, including only minor bikeway striping enhancements that can be approved within the Caltrans right-of-way (see Attachment B). This approach would minimize the risk of the City having to forfeit millions in grant funding due to schedule delays, while allowing staff to continue to work in parallel through the Caltrans design exception review process, with hopes to advance protected bike lanes on Madonna Road in the near future as a stand-alone project. Although protected bikeways likely cannot be advanced on Madonna Road with this current project, staff will continue coordination with Caltrans on this request as a parallel path and is requesting input from the ATC and community to identify a preferred protected bikeway design option to advance for further development. Two protected bikeway design options have been prepared for Madonna Road thus far, which are described in further detail below and illustrated in Attachment D. Option 1 (Directional Protected Bike Lanes on Both Sides of Madonna Road) This option would feature directional (one-way) protected bike lanes on each side of Madonna Road between the US 101 SB Ramps/Madonna Inn intersection and Higuera Street. The primary advantages are: • This configuration provides continuous protected bike lanes on each side of Madonna Road. • This design is consistent with City’s ATP design policies2 • This design has less potential for significant impacts to traffic operations compared to the two-way bikeway option. 2 2021 City of San Luis Obispo Active Transportation Plan, Appendix C (Design Guidelines): Policy 6.8 - Directional bikeways (i.e. one-way facility on each side of the street) are the preferred configuration for new bike lane and protected bike lane installations. Two-way bicycle facilities may be considered in constrained locations but should generally be avoided along streets with high vehicle speeds, frequent intersections and high traffic volume driveways. Where proposed, two-way bicycle facility intersections should be controlled by dedicated bicycle signal phases. Active Transportation Committee Agenda Item 5, May 16, 2024 Page 8 The primary disadvantage is this option is: • This design would require cyclists traveling eastbound from the existing Madonna Road two-way shared-use path to cross to the south side of the street to continue eastbound towards Higuera Street. The need for this inconvenient crossing exists currently and would continue to remain with this option. • This option requires cyclists to cross both US 101 NB and SB Ramp intersections, increasing exposure to vehicle right-turns across the bikeway. At the meeting on February 16, 2022, the ATC provided their stated preference for this option when discussing preliminary options for protected bikeways on Madonna Road. Option 2 (Two-Way Protected Bikeway on North Side of Madonna Road) This option would continue the two-way bikeway on the north side of Madonna from the US 101 SB Ramps/Madonna Inn intersection east to Higuera Street. The primary advantages of this option are: • This design would create a mile-long continuous two-way bikeway along Madonna between Oceanaire Drive and Higuera Street, eliminating the need to cross Madonna Road between these end points. • The two-way bikeway on the north side of the street would avoid crossing the US 101 SB Ramps, reducing conflicts with right-turning vehicles entering the on- ramps. • The scope of this design concept could potentially be expanded to explore a sidewalk-level two-way shared-use pedestrian/bicycle path on the north side of the street, which would also benefit pedestrian circulation. Note that would introduce additional design complexity and costs compared to a bicycle-only facility. The key disadvantages of this option are: • Width constraints preclude adding the two-way bikeway on the north side and retaining a continuous eastbound bike lane on the south side of Madonna Road to Higuera Street—the existing eastbound bike lane would need to terminate about 300’ west of the Higuera intersection, forcing some cyclists to share the auto lane with heavy vehicle traffic (or cross to north side, then back to south side again). To try and retain the eastbound bike lane on the south side, additional road widening and potential right-of-way acquisition would likely be needed. • Design is generally inconsistent with City ATP Design Policies, which prioritize directional bikeways on high-traffic arterial streets. • Design requires two-way bikeway crossing at Caltrans maintenance yard driveway on north side, introducing additional conflicts with heavy vehicle traffic. • Design cannot accommodate EB pedestrian travel transitioning from existing shared use path on Madonna Road to the north side of the overpass, which may be confusing to pedestrians. To accommodate pedestrian travel, there would be significant costs and design challenges in upgrading to a shared use path including ADA, raising the path to a sidewalk level, installing pedestrian signals at the NB freeway ramps, and meeting drainage requirements. All of these design elements would require Caltrans approval. • This option generates more significant impacts to traffic operations within City and Caltrans jurisdictions. Table 1 below provides a detailed comparison of each option. Active Transportation Committee Agenda Item 2, May 16, 2024 Page 12 Topic Option 1 (Directional Bike Lanes on each side of Madonna Rd) Option 2 (Two-way Bikeway on the north side of Madonna Rd) Pedestrian Connectivity • No notable change to pedestrian access or circulation. • No notable change to pedestrian access or circulation as currently envisioned as two-way bikeway • Concept could be expanded from two-way on-street bikeway to two-way sidewalk-level shared-use path on north side of street to close sidewalk gap and improve access for bikes and pedestrians o Raised pedestrian/bicycle path would create additional design complexities and cost increases (changes to drainage, ADA compliance, added weight on bridges, new pedestrian signals at NB ramps, etc.) While staff acknowledges that impacts to motor vehicle congestion are not the only consideration when guiding safety and mobility improvements, the following key traffic analysis findings are worth highlighting: • Any significant traffic impacts created by the project will need to be formally accepted by the City Council and Caltrans. While certain levels of driver inconvenience/delay may be acceptable to these officials, impacts that could result in safety concerns, such as queues spilling back onto US 101 ramps, may not be palatable. • Option 1 could be advanced without triggering any traffic impacts, but only if no dedicated bicycle signal phases are introduced. • Option 2 likely cannot be advanced without triggering traffic impacts to City and Caltrans intersections, unless no bike signals are used. However, without bike signals, two-way crossings are more challenging and there would be no reasonable options for eastbound bike crossings at the Madonna/Higuera intersection. Active Transportation Committee Agenda Item 2, May 16, 2024 Page 13 ➢ Madonna / Higuera Intersection Two new concept alternatives have been developed for the Madonna/Higuera intersection that differ from the initial concepts presented previously (and illustrated in Attachment B). Both new alternatives address comments received by some community members advocating for a more low-stress option for eastbound cyclists, as well as for the purpose of integrating with the one-way and two-way protected bikeway options discussed above for Madonna Road. These new intersection alternatives are shown in Attachment D and discussed further as follows: Higuera/Madonna Intersection Option 1 Higuera/Madonna Intersection Option 2 Active Transportation Committee Agenda Item 2, May 16, 2024 Page 14 • Option 1 retains directional bike lanes on both sides of Madonna Rd. • Option 2 provides a two-way bikeway on the north side of the street, but requires eliminating the current eastbound bike lane on the south side of Madonna 300’ west of Higuera Street (as discussed above) • Both options provide a lower-stress connection for southbound cyclists, eliminating the need to merge across several lanes of traffic to continue southbound on Higuera Street. • As mentioned above, Option 1 could be advanced without significant traffic impacts, but only if no dedicated bike signal phases are added crossing Higuera St. o Eastbound cyclists traveling to northbound Higuera would need to make left turns in two phases, first crossing the south leg with the ped signal, then continuing northbound with the northbound vehicle signal. This movement would be less efficient than using existing eastbound bike box. o Eastbound cyclists would avoid the current weave area with right-turning traffic approaching the intersection but would still conflict with right-turning traffic when crossing the intersection with the pedestrian signal, which does not fully accomplish the objective of improving comfort/safety for eastbound cyclists. • As mentioned above, Option 2 could be advanced without significant traffic impacts, but only if no bicycle signal phases are added. o Without bicycle signals, cyclists would need to use existing pedestrian signals to cross. Option 2 appears less viable/desirable under this context, as the path for eastbound cyclists heading to northbound Higuera would require crossing multiple legs of the intersection, which is not very efficient. Currently, most eastbound cyclists turn left to northbound Higuera at this intersection; thus, this design option may lead to poor compliance and unsafe maneuvers by cyclists. It should be noted that both alternatives require major reconstruction of the northwest and southwest corners of the intersection, requiring removal of the existing channelizing islands (including the tree and monument sign at the southeast corner island) and significant traffic signal modifications. This adds significant cost and design complexity to the project compared to the previous design (see Attachment B), which may risk the ability to deliver the Higuera Complete Street project on schedule and without risking existing grant funding. Lastly, staff also studied the possibility of a protected bike lane on the NB approach of Higuera to the South Street intersection. The traffic analysis has confirmed that reducing to one SB lane to provide width for the protected bike lane between Madonna and South Streets would trigger significant traffic impacts, with SB queues spilling far beyond South Street. For that reason, staff is not recommending a protected bike lane on the NB approach to the intersection at this time. Staff Recommendations and Focus Areas for ATC Review & Input Higuera Street/Los Osos Valley Road Intersection Ultimately, staff understands there are advantages and disadvantages with either design alternative for this intersection and supports the committee’s previous support for Option 1 if that remains their preference. The General Plan Circulation Elements recommends additional capacity improvements at this intersection to accommodate future growth—if a larger intersection Active Transportation Committee Agenda Item 2, May 16, 2024 Page 15 reconstruction project is planned in the future at this location, staff recommends exploring opportunities for further bicycle and pedestrian safety enhancements at that time. If the committee revises their recommendation to support Option 2, note that this will require Council approval and will increase traffic congestion and queueing at this intersection beyond the City’s adopted thresholds. Madonna Road Protected Bikeways While staff recognizes the benefits of the two-way bikeway (or shared-use path variant) contemplated in Option 2, based on the above information, particularly potential elimination of the eastbound bike lane on the south side of Madonna, potential traffic impacts, and likelihood of gaining Caltrans approval, staff’s current recommendation would be to advance Option 1 (directional bike lanes on each side of Madonna) for further development. However, as noted above, staff recommends advancing design work for any protected bike lane variants on Madonna in parallel with the Higuera Complete Street project, but to be constructed as a future, stand-alone project. Madonna Road/Higuera Street Intersection While acknowledging the benefits that the new alternatives shown in Attachment D provide in various ways, due to concerns with traffic impacts and challenging bicycle crossings associated with Option 2, as well as cost/schedule concerns related to both design options, staff’s current recommendation is to: • Advance the design concepts shown in Option 1 as part of the Higuera Complete Street project, but only for the northwest corner of the intersection. • Continue to evaluate design concepts for the southwest intersection corner, as shown in Option 1, but to be implemented as a future stand-alone project, perhaps concurrent with future protected bike lanes on Madonna Road. This approach would provide a higher-quality design for the northwest corner than previously proposed for pedestrians and cyclists and avoid significant increases to project costs. However, this would generally retain the existing configuration for eastbound cyclists, who would continue through the existing right-turn weave area and use the existing bike box for thru and left-turn maneuvers. Staff welcomes additional input from the ATC and community on these options. Focus Areas for ATC Input The following suggested questions are highlighted to help guide the committee’s review and discussion. 1. Does the committee want to affirm their preference for Option 1 at the Higuera/Los Osos Valley Road intersection, which generally retains the southbound bike lane as exists currently? 2. Does the committee recommend a preferred protected bike lane design alternative for Madonna Road to advance for further development: Option 1 (Directional Bike Lanes on Both Sides of Madonna) or Option 2 (Two-Way Protected Bikeway on North Side of Madonna)? Does the committee have any comments/recommendations on the various design alternatives for the Higuera/Madonna Road intersection? 4. Does the committee have any comments/recommendations on other proposed changes or elements of the Higuera Complete Street project designs? Funding When the project was originally presented to the ATC in 2022, the estimated construction cost was approximately $8.8 million and only a small amount of funding had been secured for preliminary planning efforts. Since then, the City secured approximately $8.5 million in outside grant funding and approximately $1 million on local funds to advance environmental review, final design, and construction. In total, approximately $9.3 million in funding remains available for construction. In early 2024, cost estimates were updated to account for general escalation and to reflect costs added by potentially adding (a) protected bike lanes on Madonna Road and (b) the more substantial intersection improvements contemplated for the Higuera/Madonna intersection as shown in Attachment D, which were not reflected in previous cost estimates or included in current grant funding. The updated project construction cost estimate is $10.4 million, which does not include required soft costs, such as construction management, materials testing, and public communications support, which could easily increase the total construction cost to $11 million. This figure exceeds available funding by nearly $2 million. Due to these considerations, it is likely that some project features will need to be scaled down, pulled from the project completely, or advertised for construction as “bid additives”, which would allow the flexibility to bid the project and advance only the essential components for construction if bids exceed available funding. As noted above, to ensure there are adequate funding resources to construct the primary project components, staff recommends pulling the Madonna Road protected bike lanes out of the current construction plans and advancing only a portion of the Madonna/Higuera intersection reconstruction as part of this project. Staff also plans to pull several of the 70+ ADA curb ramps out of the base project bid into an optional “bid additive”, which would retain locations with significant accessibility deficiencies (i.e. no existing curb cuts) within the base project, while shifting other locations with fewer deficiencies (i.e. where curb cuts exist but don’t meet latest ADA standards) as added optional components. Staff will also continue to seek additional local and grant funding opportunities, as available, but cannot guarantee that additional funds will be secured. Next Steps Following review and input from the ATC, staff will continue work to finalize the design plans. In addition, staff plans to hold one last public workshop opportunity in the fall of this year before taking final plans to Council for approval in 2025. If the ATC recommends any design options that would generate General Plan policy impacts, such as deficient traffic operations, staff would need to also present these policy conflicts to the City Council for formal approval before finalizing project plans. While the timeline for construction is highly dependent on coordination with Active Transportation Committee Agenda Item 2, May 16, 2024 Page 17 Caltrans on the encroachment permit for the Madonna overpass portion of the project, and completion of a separate roadway widening project planned on Higuera between Bridge and Elks, staff’s current goal is to finalize plans by early 2025 and advertise for construction by mid-2025. Staff has already requested an extension on the Caltrans ATP grant funding for this project but does not expect to receive approval to extend this funding beyond early 2026. The purpose of the outreach was to gain community input on (a) barriers to walking and bicycling along the Higuera corridor and its connection to other parts of the city, and (b) the types of improvements that are desired by the community. Participants provided recommendations on topics such as the types of walking and bicycling improvements they would like to see more, desired locations for pedestrian crossing improvements and curb ramps, as well as measures to calm traffic in the Meadow Park neighborhood. While some community members are frequent attendees at formal weeknight public meetings and events, many residents are often unable to attend these activities due to work or family commitments or do not feel comfortable participating in standard “town hall style” meeting formats. The public engagement strategy for the project consisted of a combination of both formal, and less-formal outreach activities (from weekend afternoons to week nights) to maximize opportunities for feedback and to ensure that input reflects the diverse voices of the full San Luis Obispo community. For those who were not able or willing to attend in-person events, staff also collected input via email and phone. Activities included boards to provide input through post-it ideas or dots and a kids coloring book station. The workshop was well attended with approximately 100 persons in attendance 3.Meadow Park Pop-up Workshop: An additional workshop was held during a weeknight to invite input from residents of the Meadow Park neighborhood on the improvements proposed for the Meadow Park neighborhood as well as the larger project overall. The workshop was well attended with over 50 persons in attendance. Community Input The following is a summary of major points expressed through community input and the response from staff: Attachment A (Page 2 of 6) Higuera Complete Streets Community Outreach Summary 3 •Automobile Traffic, Speeding, and Distracted Driving: Among a number of barriers expressed, top concerns among respondents related to interaction with automobile traffic or concerns about motorist speeding or distracted driving. o Response: Several elements to reduce illegal speeding are incorporated into the design including a road diet on Higuera Street between Margarita and Bridge Streets, reducing lane widths where possible, and adding hi-vis cross walks and other striping elements. •Gaps or stress Points in the Network: Other significant barriers included gaps or stress points in the bicycle and pedestrian network especially around the intersection of Higuera/Madonna/South streets, South / King streets, and the lower Higuera area between Tank Farm Rd and Los Osos Valley Road • o Response: Elements to reduce stress points in the bicycle and pedestrian network including hi-vis crosswalks, protected bike lanes, and intersection improvements including new signals. •Improved Connections to Other Parts of the City: Several comments mentioned the need for improved connections to Higuera Street from the Broad Street area to the western part of the City via Madonna Road especially the route to Laguna Middle School as well as to the east and Hawthorne Elementary School. o Response: New connections have been added to the study area including Madonna Road from Higuera to the Madonna Inn and a crossing of South and King Streets •Upgrading Pedestrian Infrastructure: Many comments expressed the need to upgrade curb ramps, complete a sidewalk gap on Higuera near Chumash Village as well as add more cross walks along Higuera. o Response: Over 70 curb ramp upgrades have been added. A project to complete a sidewalk gap on Higuera near Chumash Village is also envisioned as part of the project. •Preference “Gentle Touch” with traffic calming Along Neighborhood Greenway: Many residents of the Meadow Park neighborhood displayed a preference for a minimal approach to traffic calming along the neighborhood greenway segment. o Response: All traffic circles as well as speed humps where speeds are lower than 25 mph have been removed from plans but included where they exceed 25 mph. Attachment A (Page 3 of 6) Higuera Complete Streets Community Outreach Summary 4 •Desire for Stop Sign at Woodbridge/Meadow Streets: A number of residents also expressed a desire for a stop sign at Woodbridge/Meadow along the Neighborhood Greenway to help improve crossing comfort and promote safety in the neighborhood. o Response: An all-way stop with high-visibility crosswalks has been added to the plans at Woodbridge/Meadow •Crosswalk Connecting Meadow Park to Bridge Street Shared Use Path: Given the connectivity between the path and Meadow Park, many residents requested a cross walk at this location across Exposition Rd. o Response: Crosswalk is in proposed plans •Protected Bike Lanes on Higuera with Gaps: Input from a dot exercise showed a preference by many attendees for protected bike lanes on Higuera Street as the preferred style of bikeway. Many residents also expressed a need to have sufficient gaps in the bikeway to facilitate left turns to destinations and cross streets. Many expressed a desire to improve the transition points where cars must make right turns into driveways and streets. o Response: Protected bike lanes with gaps at select locations where left turns are anticipated are included in the plans. •Upgrade to the Higuera / Madonna and Higuera / South Intersections: A significant number of comments expressed the challenge of riding a bike through these two intersections especially the eastbound Madonna approach to Higuera and the southbound Higuera approach to the Madonna intersection and desired for bikeway separation as much as possible. Attachment A (Page 4 of 6) Higuera Complete Streets Community Outreach Summary 5 o Response: New design concepts are proposed for the Higuera / Madonna intersection that improves bicycle access to the intersection. Staff is continuing to study the Higuera / South intersection for opportunities to improve bicycle access along the NB Higuera approach. • Ingress/Egress at Chumash Village: Many residents expressed concern for turning into and out of the driveway at Chumash Village with the proposed addition of a road diet. o Response: The traffic analysis concluded that the driveway would operate within the city’s adopted thresholds for vehicle delay with addition of the road diet. Based on national data and local experience with previous projects, the proposed road diet is anticipated to reduce illegal speeding on Higuera Street, which can have a positive benefit for drivers attempting to judge gaps in traffic when exiting driveways, such as Chumash. In addition, the proposed project will increase the width of the center two-way left-turn lane at this location, improving use of this lane for two-stage left turns. With all this said, staff is still exploring other possible enhancements during final design to improve the experience for drivers at this location, such as additional warning signage, striping refinements and other speed reduction measures. Attachment A (Page 5 of 6) Higuera Complete Streets Community Outreach Summary 6 • Access across Higuera at Las Praderas: Residents of the Las Praderas neighborhood expressed difficulty in crossing Higuera to access the Trader Joe’s / Food4Less shopping center. o Response: Staff studied the possibility of adding a signal at the location but it did not meet required signal warrants.
