Option B, which seems to be a crowd favorite, actually increases the amount to park in a structure for the time that the majority of parkers use the facility. Your report states that 71%o (amfiority) of off-street parking stays are for less than two hours. But then you label option B fiable 3 below) as "prioritizes lower prices" which is quite misleading. Below is how I see the math: Structure Prices I 2-hour analysis (uses current price as basis). Current Pricinq (analysis basis) = $3/hr with first hour free. Two hours = $3 (or $1.50/h4. Personally I think that this is a great deal and don't see that it needs to change.. Option A (Structure priority) = $2.50/hr with first hour free. Two hours = $2.50 (or $1 .25/hr). . Option B (Street priority)= $2.00/hr no free hour. TWo hours = $4.@ or a 33%o increase in rate (a penalty), while offering those jockeying on the sfreef a 31o/o decrease (core pricing). . Option C = $2.00/hr no free hour. Two hours = 9q,OO or a 33%o increase in rate, while still offering those jockeying on the streef a substantial 25o/o decrease. Table 3: Financial Model Package Options Summary in bold and underlined indicate a rate reduction from rates Permit Rates: The 1Ohr. meter rate of $60/month seems like a pretty good deal. lf you consider a 5 day work week, 4 week month, you have 20 days of parking. That's $3/day. Best deal in town for sure! Staff has recommended dropping that further according to note 11. lf your goal is to get more people longterm parking in structures, simply match the structure monthly rate to that of the monthly 10 hr. meter rate. You have some tough decisions to make. I would like to see you consider keeping some form of free time in the structure as an incentive to use them and not penalize them as I note above. Without a real incentive to use structures, Option B, you may find more 2-hour (or less) parkers cruising for those sweet street spots. Thanks for your consideration! cc.
