Sincerely, Garret McElveny 1 Dear Active Transportation Committee: I'm writing to you to express my opinion and requests/recommendations on the Higuera Complete Streets Project the City of San Luis Obispo is developing with this committee’s guidance. Specifically, I would like to comment on the Madonna Rd overcrossing, the S. Higuera/Madonna intersection, and the Meadow Park neighborhood greenway and intersection enhancement proposed designs. As someone that uses or lives within these corridors with children that do, or will need these routes for school; my family and neighbors all have the desire for cyclist and pedestrian improvements and safety with the following preferences: 1) We feel a better alternative at the entrance to Madonna Inn/SB Hwy ramp would be to continue the raised multiuse path from its current termination at this intersection through the S. Higuera/Madonna Rd. a) We believe this would provide better continuity and safety for children and others to connect the two areas and utilize the developed path in both directions without adding an additional crossing(s) at a busy intersection(s). b) This would also seem to simplify traffic operations, signaling, and eliminate unnecessary confusing transition and conflict points. 2) We would like to reiterate the “Preference to ‘Gentle Touch’ with [regards to] traffic calming along the Meadow Park neighborhood greenway noted on page 3 of Attachment A of the Agenda Packet found on the committee website. a) Specifically, the neighborhood would like to see the removal of traffic circles at three-way intersections as they do not seem to provide the deflection needed to reduce speeds in a meaningful way. b) We do like the addition of the floating curb extensions at the trail crossing from bridge street. A possible addition/alternative to this could be creating floating curb extensions at the existing curb ramp that exists in the park. Pedestrians and cyclists will likely still utilize this exit ramp in future iterations. The City of San Luis Obispo is making great strides in creating safer bicycle and pedestrian paths throughout the city limit. We appreciate all the work being done to improve safety and access within our city. Thank you for considering this request, Garret McElveny
