Thursday, November 16, 2023
Regular Meeting of the Active Transportation Committee
CALL TO ORDER
A Regular Meeting of the San Luis Obispo Active Transportation Committee was called to order
on Thursday, November 16, 2023 at 6:00 p.m. in the Council Hearing Room located at 990 Palm
Street, San Luis Obispo, California, by Chair Mills.
ROLL CALL
Present: Committee Members Lea Brooks (vice chair), Jill Caggiano, Francine Levin,
Russell Mills (chair), Garrett Otto and Jonathan Roberts
Absent: Kimmie Nguyen
Staff: Ryan Caldera, Lareina Gamboa, Adam Fukushima, Nathan Garcia Nava, and Luke
Schwartz

APPROVAL OF MINUTES
1. Review Minutes of the Active Transportation Committee Meeting of September 21, 2023:
ACTION: UPON MOTION BY COMMITTEE MEMBER BROOKS, SECONDED BY
COMMITTEE MEMBER ROBERTS, CARRIED 6-0, to approve the Minutes of the Active
Transportation Committee Meeting of September 21, 2023, as presented.

2. 2024 Arterial Streets Paving Plan
Staff provided a presentation and responded to Committee inquiries.

ACTION: UPON MOTION BY COMMITTEE MEMBER OTTO, SECONDED BY
COMMITTEE MEMBER BROOKS, CARRIED 6-0, to recommend staff take committee
comments into consideration in regards to Grand Avenue.
(Committee Members Levin and Roberts recused themselves - 7:30 p.m.)
ACTION: UPON MOTION BY COMMITTEE MEMBER OTTO, SECONDED BY
COMMITTEE MEMBER BROOKS, CARRIED 4-0, to recommend staff take committee
comments into consideration in regards to Johnson Avenue.
(Committee Members Levin and Roberts return - 7:40 p.m.)
ACTION: UPON MOTION BY COMMITTEE MEMBER BROOKS, SECONDED BY
COMMITTEE MEMBER OTTO, CARRIED 6-0, to recommend staff take committee
comments into consideration in regards to Pavement Area 1 (East City neighborhoods - North).
(Committee Member Brooks recused herself - 7:48 p.m.)
ACTION: UPON MOTION BY COMMITTEE MEMBER OTTO, SECONDED BY
COMMITTEE MEMBER LEVIN, CARRIED 5-0, to recommend staff take committee
comments into consideration in regards to Pavement Area 1 (East City Neighborhoods - South)
(Committee Member Brooks returned - 7:50 p.m.)
(Staff Member Fukushima recused himself - 7:50 p.m.)
ACTION: UPON MOTION BY COMMITTEE MEMBER BROOKS, SECONDED BY
COMMITTEE MEMBER LEVIN, CARRIED 6-0, to recommend staff take committee
comments into consideration in regards to Area 8 (University Neighborhoods).
(Staff Fukushima returned - 8:01 p.m.)
(Committee Members Caggiano and Otto recused themselves - 8:01 p.m.)
ACTION: UPON MOTION BY COMMITTEE MEMBER BROOKS, SECONDED BY
COMMITTEE MEMBER LEVIN, CARRIED 4-0, to recommend staff take committee
comments into consideration in regards to Pavement Area 7.
(Committee Members Caggiano and Otto return - 8:03 p.m.)
Using the rule of necessity, the recording secretary randomly drew names out of a bowl to
determine who among those needing to recuse themselves may participate in the action in order
to ensure a quorum. Committee members Caggiano, Roberts, and Otto were selected.

(Committee Member Brooks and Roberts, and Staff Fukushima member recused themselves -
8:09 p.m.)
ACTION: UPON MOTION BY COMMITTEE MEMBER OTTO, SECONDED BY
COMMITTEE MEMBER LEVIN, CARRIED 4-0, to forward support of staff’s recommended
prioritized project list (1. Johnson Avenue, 2. Grand Avenue, 3. Highland Drive, 4. Chorro
Street, 5. Toro Street, 6. Mill Street, 7. Pepper Street).
(Committee Members Brooks and Roberts, and Staff Fukushima return - 8:27 p.m.)

Active Transportation Manager Fukushima provided an agenda forecast.

ADJOURNMENT
The meeting was adjourned at 8:53 p.m. The next Regular Active Transportation Committee
meeting is scheduled for Thursday, January 18, 2023 at 6:00 p.m. in the City Council Hearing
Room, 990 Palm Street, San Luis Obispo, California.
