HomeMy WebLinkAbout5/21/2024 Item 6e, Hermann - Staff Agenda CorrespondenceCity of San Luis Obispo, Council Memorandum City of San Luis Obispo Council Agenda Correspondence DATE: May 20, 2024 TO: Mayor and Council FROM: Greg Hermann, Deputy City Manager VIA: Whitney McDonald, Interim City Manager SUBJECT: ITEM 6e - CONSIDERATION OF THE 2024-25 HUMAN SERVICES GRANT FUNDING RECOMMENDATIONS Staff received the following questions, regarding the funding decisions for the 2024-25 Human Services Grant Funding Recommendation. The questions are below with staff’s response shown in italics: 1) I am concerned that the HRC is recommending that CAPSLO receive no funding. “Homeless Prevention/Stable Housing Services” and “Families in Transition” seem to fit “Council’s primary funding priority “Homelessness prevention, including affordable and alternate housing, support services and transitional housing.” Why were CAPSLO’s requests denied? The Human Relations Commission engaged in critical analysis and careful deliberations to make the funding recommendations for the 2024-25 Human Services Grant program. The two applications received from CAPSLO fall within the main funding priority established by City Council. CAPSLO’s Homeless Prevention and Stable Housing Services application was originally allocated funding from the HRC Review Subcommittee. Upon completion of the public hearing and deliberation among all Commissioners, HRC decided to move the funding allocated to CAPSLO to other projects that based on their scope would have a greater impact considering the dollar amount, the number of individuals receiving services in the community, and the most efficient use of funds through an array of available services. HRC reviewed all applications considering the limited funding, the potential for highest impact in the community, and applied a comprehensive lens to ensure various services are available to individuals experiencing homelessness. 2) A link to the applications for review. Yes, an additional alternative action may include: The Council may return this item to the HRC with direction to provide funding to specific applications and to modify the remaining recommended funding allocations so as to not exceed the total budgeted amount of $150,000. This alternative could include direction regarding specific funding amounts for certain grant applications, as deemed appropriate by Council, and/or direction regarding priorities for allocation of the remaining funds. Following consideration by HRC, this item would return to Council for final award on a future agenda. 5) How much funding does the City currently provide to CAPSLO? For Fiscal Year 2024-25, it is anticipated that the City will provide CAPSLO a total of $317,046, as follows: • 40 Prado Operational Support: $123,000 • 40 Prado Overnight Capacity Expansion: $63,826 • 40 Prado Hotel Voucher Program: $45,000 • 40 Prado Safe Parking Program: $17,000 • Warming Center: $10,000 • CDBG funding: $58,220
