I am wri?ng to commend the City’s progress on ini?a?ves to curb emissions responsible for the climate crisis and to
express my support for your latest ini?a?ve to amend the Building and Fire Preven?on Code to require the inclusion of
energy efficient renova?ons as part of major residen?al addi?ons and altera?ons (Agenda Item 7.b). Residen?al and
commercial buildings are responsible for roughly 25% of California's current greenhouse gas (GHG) emissions. It is
essen?al to retrofit much of our older housing stock in order to achieve necessary emission reduc?on targets. It is also
an important adapta?on for a changing climate that will serve to keep people safer and more comfortable during
an?cipated increases in the frequency of extreme heat, while decreasing demand on the grid.
Ironically, we had planned to do a major renova?on on an older home in San Luis Obispo including conver?ng to all-
electric and substan?al energy efficiency upgrades. However, there were so many hurdles associated with bringing a
1920’s home into compliance with city regula?ons (primarily setbacks) that we decided it would be less expensive to
bulldoze it and rebuild. We would have been perfectly happy to comply with this new regula?on had we been able to
proceed with the major remodel route.
