Erpressing the City's appreciation and gratitude to Peg Pinard
for her service and dedication to the City and its citizens
WHEREAS, Peg Pinard has served for rive years as a City Council Member,
then served two years as Mayor of San Luis Obispo;
WHEREAS, Mayor Pinard is appreciated for her manner of conducting meetings and always treating
others with respect; and
WHEREAS, Peg Pinard has been called the "Mayor -in- Tennis- Shoes' for her busy schedule, involvement
in community events and back -to -back appointments; and
WHEREAS, her involvement in youth led her to visit nearly every school in our City to teach
"personalized" Government and to attend nearly every DA.R.E. graduation; and
WHEREAS, Peg Pinard established the "Mayors Task Force for a Safer Community' whereby many
organizations worked together to address the needs of children in our community; and
WHEREAS, Peg advocated incorporating safcty designs in our Citys parks; and
WHEREAS, Mayor Pinard held a series of "Business Roundtables" to identify ways the City could be
of assistance to local business, removing bottlenecks in the permit process; and
WHEREAS, Pegs concern for accountability led to the creation of a standardized water reporting system
and the implementation of a Drought Management Program; and
WHEREAS, her strong support of neighborhoods, their safety and livability led to the introduction of
a Neighborhood Wellness concept for San Luis Obispo; and
WHEREAS, Peg's ability and skill to look at things in new ways has led to many improvements,
including:
♦Early community and advisory body input into the budget process
*The downtown trolley
*The Santa Rosa Skateboard and Roller Hockey Park
♦ Children's play centers
0Solutions for leakage in City sewer systems. (I & 1)
•Youth programs funded by federal grants (S.TA.R.)
#Introduction of the "Rails with Trails" program to San Luis Obipso;
NOW,. THEREFORE BE IT RESOLVED that this City Council wishes to express its gratitude and
appreciation to Peg Pinard for her deep and abiding commitment to the citizens of San Luis Obispo.

Expressing the City's appreciation and gratitude to Penny Rappa
for her service and dedication to the City and its citizens
WHEREAS, Penny Rappa has served for nine years as a City Council Member; and
WHEREAS, Penny Rappa's consistent preparation, impeccable memory, and attention to detail has kept
staff on its toes during all of those nine years; and
WHEREAS, Penny Rappa's straightforward .analysis of issues, and insistence. on careful policy
development and adherence, added perspective and steadiness to the decision - making process, even under the
most pressured circumstances;
WHEREAS, Penny Rappa's leadership and knowledge of complex state and regional issues provided a
deeper context for City decision- making;
WHEREAS, although Penny Rappa brought substantial technical knowledge to City issues, she retained
a strong enthusiasm for advocating people- oriented programs, such as: historic preservation; improved sensitivity
to downtown businesses in completing capital projects; establishing an Art in Public Places Program; setting high
standards for community aesthetics and architectural quality; and funding for arts and cultural groups, including
the Children's Museum; and
WHEREAS, Penny Rappa could always be counted on to participate in not only the formal "public"
duties of a Council Member, but the internal activities which are vital to the smooth running of City organization
(e.g. National Management Association, departmental budget briefings, SWAT Day, and employee recognition
ceremonies); and
WHEREAS, Penny Rappa took on many difficult issues with courage, including budget reductions,
revenue raising, and land use and water issues.
WHEREAS, Penny Rappa's leadership contributed to many improvements, including:
• Enhanced transportation and transit services
• Recycling and Solid. Waste Management
• New parking structures
• Downtown Physical Concept Plan
• Bicycle Plan
• City /County Library
• Water conservation and development
• Hillside and stream protection
NOW, THEREFORE, BE IT RESOLVED that this City Council wishes to express its gratitude and
appreciation to Penny Rappa for the dedicated service she has performed for the City of San Luis Obispo and
its citizens.
On motion of Vice Mayor Allen Settle, seconded by Council Member Dave Romero and on the
following roll call vote:
AM: Vice Mayor Settle, Council Members Romero and Roalman, and Mayor Pinard
