Hello,
I'm writing to offer cautious support for item 7.b as it relates to energy efficiency renovations. Obviously the City and
staff are doing their best to work to achieve their goal of carbon neutrality. A lot of work by a lot of groups has been put
into this ordinance to address reducing carbon from the existing building stock, a very tough nut to crack. However, as
SLO continues to be in a housing affordability crisis, I think the council needs to evaluate whether the juice is worth the
squeeze in this case. All of this work and the new regulatory compliance regiment will only impact 5-10 projects/ year
according to staff. Council must juggle many demands, competing goals and interest groups but must also consider the
cumulative impact of all regulations it passes and try to make this a somewhat more affordable community. I trust that
the Council thinks this is the best option it has in front of them. If this ordinance passes, I hope that it can be built upon
to have a greater impact to make the regulatory and cost burden worth the effort.
