1. CLOSED SESSION (4:00 - 5:00 PM)
1.a CALL TO ORDER
Mayor Erica A. Stewart called the Closed Session Meeting of the San Luis
Obispo City Council to order at 4:00 p.m. in the Council Hearing Room at
City Hall, 990 Palm Street, San Luis Obispo with all members present.

1.c PUBLIC EMPLOYEE PERFORMANCE EVALUATION - INTERIM GOALS
Action: City Attorney Christine Dietrick indicated the Council met in
Closed Session regarding Interim Goals for Interim City Manager Whitney
McDonald and there was no reportable action taken.
1.d ADJOURNMENT
The Closed Session adjourned at 5:00 p.m. The City Council will hold a
Regular Meeting on May 7, 2024 at 5:30 p.m. in the Council Chambers at
City Hall, 990 Palm Street, San Luis Obispo.
2. LAGUNA MIDDLE SCHOOL COMMUNITY SERVICE AWARDS
PRESENTATION (5:00 - 5:30 PM)
The City Council recognized Laguna Middle School students who completed 30
hours or more of community service.

3. REGULAR MEETING CALL TO ORDER (5:30 PM)
A Regular Meeting of the San Luis Obispo City Council was called to order on
May 7, 2024 at 5:30 p.m. in the Council Chambers, 990 Palm Street, San Luis
Obispo, by Mayor Stewart, with all members present.
4. PLEDGE OF ALLEGIANCE
Council Member Marx led the Council in the Pledge of Allegiance.
5. PRESENTATIONS
5.a WATER SAFETY AND DROWNING PREVENTION MONTH
PROCLAMATION
Mayor Stewart presented a proclamation declaring the month of May as
"Water Safety and Drowning Prevention Month" to Parks & Recreation
Director Greg Avakian, Parks and Recreation Manager Devin Hyfield and
Aquatics Coordinator Shawn Tucker on behalf of the City's Parks &
Recreation Department.
5.b NATIONAL FOSTER CARE MONTH PROCLAMATION
Mayor Stewart presented a proclamation declaring the month of May as
"National Foster Care Month" to Aubree Kinkade and Amanda Briley, on
behalf of the SLO County Department of Social Services and Child
Welfare.
5.c CITY MANAGER REPORT
Interim City Manager Whitney McDonald provided a report on upcoming
projects.

7. CONSENT AGENDA
Council Member Shoresman requested that Item 7d be pulled from the consent
agenda.

To approve Consent Calendar Items 7a to 7e, 7f and 7g.

7.a WAIVE READING IN FULL OF ALL RESOLUTIONS AND ORDINANCES
Waive reading of all resolutions and ordinances as appropriate.
7.b MINUTES REVIEW - APRIL 9, 2024, APRIL 16, 2024, AND APRIL 23,
2024 COUNCIL MINUTES
Approve the following minutes of the City Council:
• April 9, 2024 - Special Closed Session Meeting
• April 16, 2024 - Regular Meeting
• April 23, 2024 - Special Closed Session Meeting
7.c SECOND READING OF ORDINANCE NO. 1734 (2024 SERIES)
AMENDING TITLE 8 (SOLID WASTE), TITLE 12 (STORMWATER), TITLE
13 (WATER AND SEWER), AND TITLE 15 (PLUMBING CODE) OF THE
MUNICIPAL CODE
Adopt Ordinance No. 1734 (2024 Series) entitled, “An Ordinance of the
City Council of San Luis Obispo, California, amending Title 8 (Solid
Waste), Title 12 (Stormwater), Title 13 (Water and Sewer), and Title 15
(Plumbing Code) of the City of San Luis Obispo Municipal Code”.
7.e AUTHORIZATION TO PURCHASE AND SELL PERSONAL PROPERTY
FOR THE MID-HIGUERA BYPASS PROJECT
1. Authorize the Mayor to sign an agreement purchasing personal
property associated with the business relocation of CoastRiders
Powersports for the Mid-Higuera Bypass Project, as required by the
California Government Code, and the re-sale of that personal
property back to CoastRiders Powersports at liquidation value for a
total payment price to CoastRiders Powersports of $50,717; and

2. Approve the designation of the remaining personal property valued
greater than $1,000 as surplus personal property in accordance
with Section 480-A of the Financial Management Manual.
7.f ANNUAL CANNABIS BUSINESS PROGRAM UPDATE
Receive an update on the City’s Cannabis Business Program.
7.g AUTHORIZE PURCHASE OF BROADBAND EASEMENT ON DAMON-
GARCIA PROPERTY
1. Accept an easement from the owners of the Damon-Garcia Ranch
for broadband infrastructure, and in exchange provide payment of
$30,000; and
2. Authorize the Mayor to execute an Easement Agreement with the
owners and a declaration of acceptance of the Easement Deed.

7.d AUTHORIZE RELEASE OF REQUEST FOR PROPOSALS FOR A
SHARED PUBLIC BICYCLE PROGRAM
Motion By Council Member Shoresman
Second By Council Member Francis
To approve the following:
1. Authorize the release of a joint Request for Proposals (RFP) with
Cal Polytechnic State University San Luis Obispo (Cal Poly) for a
public bikeshare program with the following addition
• Add extra points for proposals that provide profit sharing.
2. Authorize the City Manager to execute a Memorandum of
Understanding with Cal Poly related to bikeshare; and
3. Authorize the City Manager to execute the agreement in the form
set forth in Exhibit A of the RFP, which incorporates the City and Cal
Poly’s standard legal terms with the chosen vendor to the
satisfaction of the City Attorney.

Member Shoresman, and Mayor Stewart

8. PUBLIC HEARING AND BUSINESS ITEMS
8.a FISCAL YEAR 2023-24 THIRD QUARTER BUDGET REVIEW AND
FISCAL YEAR 2024-25 SUPPLEMENTAL BUDGET PREVIEW (Estimated
Time: 90 minutes)
Finance Director Emily Jackson and Principal Budget Analyst Riley Kuhn
provided an in-depth staff report and responded to Council questions.

Receive and file the Fiscal Year 2023-24 Third Quarter Budget Report and
preview of the FY 2024-25 Supplemental Budget.

9. LIAISON REPORTS AND COMMUNICATIONS
Mayor Stewart attended the League Leaders Summit and Board meeting, paid
for by the City, and the Whale Rock Commission meeting.
Council Member Francis attended the Better Together luncheon, SCLC meeting,
CAPSLO board meeting, Nacimiento Commission meeting, creative writing
awards at SLO High, City of SLO Volunteer Appreciation event, and the
International Film Festival.
Council Member Shoresman attended the League Leaders Summit, paid for by
the City, Earth Day event at Laguna Lake, Growing Grounds 40th Anniversary
celebration, Homeless Services Oversight Commission meeting, and the
Welcome Home Village meeting at Renovate Church.
Council Member Marx attended the Cal CCA conference, paid for by 3CE, Crime
Victims Support event, Integrated Waste Management Executive Committee
meeting, Advisory Body Training, and Cal Poly Community Services award
ceremony.
Vice Mayor Pease attended the SLOCOG meeting.

10. ADJOURNMENT
The meeting was adjourned at 8:34 p.m. The City Council will hold a Special
Meeting on Tuesday, May 14, 2024 at 5:30 p.m. in the Council Chambers at
City Hall.
The next Regular City Council Meeting is scheduled for May 21, 2024 at 5:30
p.m. in the Council Chambers at City Hall, 990 Palm Street, San Luis Obispo.
