I understand the merits of the proposal but I just can't get my arms around it. I believe the residents of this city do a pretty good job of helping in time of need. For instance, back in the day when we needed to do the toilet retrofits many people jumped on board when there was the incentive to do so by way of free toilets from contractors that needed the water credits or the partial payment from the city to help offset the cost of a replacement toilet. When we needed to reduce water usage not that long ago, the reduction in use was so great that our water rates were increased to cover the cost to deliver water because of the reduction in use. I think, if given the opportunity, the residents will step up again and do the right thing without this mandate. Please, really consider a voluntary program or something that doesn't force the issue. Try it for a year or two and see what the results are. Families that own their home probably like their location, if they have a three percent interest rate they are not moving for now. These are the people that adding on or remodeling are affected the most. Give them the ability to make these efficiency decisions on their own. Let their contractor, architect, plumber, heating company, appliance company etc... help them make the decision that works best for them and I bet their energy efficiency will be better than before. They will be in that home for an extended period of time and over time they will help accomplish the city climate goals. Technology is advancing and there will be energy efficient appliances, water heaters, fireplaces, HVAC systems that are not even known about today because they are just starting to be developed. That's why I think upgrading electrical service to 200 amps, running conduit to some location for the future and those requirements could be a waste of time and money if future technology has "better stuff". Space requirements may be different, will an HVAC system fit into the same space in the future as what I have today. Again, please consider sending this back to staff to reconsider, make it voluntary or something other than a mandate. I will say there is no conversation about transportation reduction which I believe is the biggest contributor of carbon affecting climate change. Thank you for your consideration and the job you do.
