Edwards and Park environmental began work on the roof of the Nipomo street garage and began abatement of the paint on the garage structure. Park employees where seen wearing appropriate PPE and housing hazardous materials in their appropriate containers. Park was also employing appropriate safety measures for working on a roof, using tie offs and fall restraint harnesses. PG&E was also confirmed onsite marking underground utilities for the upcoming demolition work. Costal demolition was onsite with Edwards walking for logistics. KITCHELL informed Costal and Edwards that cutting and capping of the gas lines may be completed by SoCal gas. KITCHELL to confirm with the City and update the contractors accordingly. The perimeter of site was walked at the end of the day to confirm fence integrity and all gates were secured. Parking lot was observed free of construction debris and portable toilet was secured for the evening. Signs notifying the public of the upcoming demolition and parking lot closer were seen intact. Signage and caution tape was used to communicate hazards, and site was kept secured from the general public. Site was left in similar condition to how it was found and parking area was free of any construction debris. All gates and fencing was secured when site was left. Abatement is reported to be complete by tomorrow 5/4, which is one day ahead of schedule. Coastal demolition mobilized a mini excavator to site to begin the location of the utilities for cutting and capping. Gas has been disconnected to 3 of the 4 residence and the one remaining gas connection was communicated to both Edwards and Coastal onsite. Costal Demolition continued to locate utilities for cutting and capping, working on both the Palm street residences and Monterey street. City and RRM Arborist were met onsite to review the tree protection zone, and an agreed upon location for the tree protection fencing was established. City Arborist reminded the project team of the city standards for Tree Protection fencing which includes signage about the area that must include a contact phone number if fencing is moved. KITCHELL arrived onsite at 6:00am to ensure no new habitants were in the buildings, that the gas meters had been removed, and that parking was vacant next to the buildings. Edwards construction arrived before 6:30 and began setting up delineations at the entrance to site and general coordination with their subcontractors . No construction noise was produced before 7:00am. Fencing was installed around the perimeter of the entire project site and the pedestrian plan was implemented with signage around the general construction area. KITCHELL walked the area to confirmed that signage was placed in the appropriate areas to communicate impacts to the general public. Costal Demolition began bringing equipment onsite around 7:15. The 1st water truck brought onsite was seen leaking water and this was brought to Edwards and Costals attention. Truck was left parked over asphalt and temporary BMPs were set up with materials onsite to help with water run off into the storm drains. Costal demolition, promptly replaced the water truck with a unit that did not leak and temporary BMPs were left in place out of an abundance of caution. Demolition began on 633A Palm and by end of day 633A was completely demolished and roughly half of 633B Palm was down as well. Demo arrived on site prior to 7:00 am. No noise was produced prior to 7:00 am. To prepare for continuation of demolition, ECG held a lead awareness toolbox talk. Attendees included Coastal Demo, Kitchell, ECG, Rincon, and RRM arborist. Rincon consultant performed archeological materials presentation to inform workers what to look for during demo. Restricted access area was set up in accordance with PARC's plan. Demolition of footings commenced around 8:00 am with designated personnel on the water truck and soil was kept watered down to mitigate dust per PARC's approved plan. Tree trimming took place near Adobe residence on Monterey St. properties. By end of day 80% of footings were removed. Silt fence was installed at Palm Street 7am. Pedestrian plan was walked for compliance and all signs were in place. Work continued on the Monterey street properties with removal of debris from building demolition. No dirt disturbing activities or work inside the tree protection zone, so no Rincon employees or Arborists were onsite. Majority of waste (roughly 80%) from 610 and the garage on Nipomo was removed. No Kitchell , Edwards, PARC, and Coastal arrived on site before 7 am. No construction noise was made before 7 am. For the first three hours , Coastal demo loaded haul offs and exported debris. Ben with city of SLO walked with Kitchell and Edwards for a punch walk of the Monterey Lot and plan was discussed for the remainder of the lot demo. Team investigated unknown pipe on site. Determined it is possibly an abandoned well, and Kitchell is reaching out to the county for information, but it was agreed upon to leave slightly uncovered until Phase 1B.2. Fence factory representative arrived on site around 1:30 to discuss fencing modifications to reopen parking lot. PARC and Rincon’s last day.
