1 Tally Richtsmeier No Kitchell , Coastal Demo , Rincon , and Edwards arrived on site
prior to 7 am . Rincon provided archeology training to
contractors. Neighboring tenant alerted Edwards of their noise
complaint. Unsure on specifics , only possible source was truck
arriving prior to 6:30. When Kitchell arrived at 6:30 , truck was
sitting in parking lot , no work was being performed. Coastal
Demo and Edwards focused on installing SWPPP and Fence
Factory installed perimeter fencing . Corrections to fencing were
mentioned to Edwards and corrections were made . Follow ups
will be discussed tomorrow . Edwards set signage on sidewalks
per the pedestrian plan and Kitchell walked to confirm accuracy.
Edwards and Kitchell documented existing site conditions.
Equipment for tomorrow was brought on site. Porta potties ,
dumpsters , excavators were delivered. Biodegradable waddles
are being installed . Work was complete around 1 pm . Work was
primarily make - ready work. No accidents or incidents were
reported to Kitchell.

1 Tally Richtsmeier No Kitchell, Coastal Demo, and Edwards, arrived on site around
6:45AM. No construction noise was made before 7 AM. Coastal
Demo began work at the corner of Palms Street and Nipomo.
Work included grubbing, tree removal, wheel stop salvaging, etc.
Kitchell walked pedestrian plan for compliance with City approved
plan. Owner of soda works building approached Kitchell . Project
overview and general durations were discussed and the owners
only expressed concern was around possible contractor parking
on Dana street during construction. Kitchell noted they would
convey concerns to the city when reviewing proposed logistics
plans for the upcoming phase 2 work. Drawing interpretation
dispute of Planter curb removal on Nipomo Street was discussed
with Edwards. Kitchell sent Edwards the City’s stance and
Edwards confirmed Coastal will be removing the curb. Rincon
arrived on site around 2 PM and was on site for about an hour to
make archeological observations. The sidewalk was sawcut for
future curb removal with the saw cutter on-site for roughly 3
hours. Saw cuts were made as close to curbs/ walls as possible
to minimize impacts to sidewalks. Around 3 o’clock, Coastal
Demo’s excavator broke down, mechanic was on site repairing
machine. No accidents or incidents were reported to Kitchell.

1 Tally Richtsmeier No Kitchell, Coastal Demo, and Edwards arrived on site around 6:45
AM. Coastal Demo began to pick up a dumpster before 7 AM, but
Edwards reminded the driver that noise producing activities
needed to wait until 7am and the driver ceased operations.
Rincon arrived on site at 8 AM to make site observations for
archeological monitoring. Kitchell walked pedestrian plan for
compliance with City approved plan and the plan was in
compliance.
Excavator part was delivered in the late morning and excavator
was repaired. However, skid steer broke down shortly after, but
was fixed within a couple of hours. No water truck was on site,
although dust was minimal and well maintained through careful
operation.
Coastal Demo proceeded with curb demolition, grubbing, and tree
removal at the corner of Palm Street and Nipomo Street. Coastal
Demo completed salvaging punch poles, signage on poles, and
palletizing wheel stops.
At approximately 2 PM, Rincon archaeologist found a bone that
onsite staff could not identify as non-human. During the
investigation all ground disturbing work in the area was halted and
the surrounding area within 100 feet was taped off with caution
tape to identify the no impact zone. Coastal Demo continued with
work elsewhere onsite, including grubbing and tree removal on
the south end of site. Rincon brought an archeologist who was
more familiar with bone identification who consulted with their
company expert. After close examination and consolation the

1 Ryan Stefanek No KITCHELL, Edwards, and Coastal all arrived at site around 6:45.
No Noise producing construction activities occurred before 7am.
Rincon arived around 7:30 to continue onsite Archeological
observations. Work proceed on the planters on the Nipomo side
of site with removal of planter curbs, pathways, and shrubs.
At roughly 9:45 am it was noticed that the excavator had
dislodged the lighting transformer and electrical wiring was
exposed. Once this was noticed all workers onsite were informed
and the site was secured with caution tape in a roughly 30’x30’
area around the wiring. PG&E was notified and dispatched staff to
investigate and address the issue. KITCHELL also notified City
staff to ensure they were aware of the situation. PG&E arrived
within 30 minutes of the discovery and quickly assessed and
disconnected their feed to the lighting transformer. PG&E
preformed their work in their burial box in the side walk on
Nipomo street. PG&E staff were onsite for roughly 20 minutes.
Once PG&E informed KITCHELL the power had been isolated the
caution tape was removed and all onsite workers were notified.
For the remainder of the day demolition of concrete, asphalt and
other onsite items was concentrated around the north west area
of site. Other Coastal staff were seen installing SWPP BMPs as
areas became available, and modifying the fencing to lessen the
impact to the sidewalks. Once all fencing had been moved tight to
the site perimeter around Nipomo and Palm, signage was
removed by Edwards.
No accidents were reported to KITCHELL today and the only
incident was the striking of the lighting transformer.

1 Tally Richtsmeier No Coastal Demo, Kitchell, and Edwards arrived on site around 6:45.
No construction noise was made on site before 7 am. Rincon
arrived on site around 8 am. Coastal Demo began work on
removing asphalt on the northwest side of site. Edwards installed
pedestrian plan per the city-approved plan. Coastal Demo moved
to the south retaining wall removal next. During this time, United
Rentals arrived on site to fix the water truck.
RRM arborist arrived on site at 10:30 and Granite curb removal
began. Some initial comments were were mentioned by RRM
arborist of depth of digging to remove the first piece of Granite
curb. This was communicated to Edwards and no major roots
were found. Moving forward the depth of excavating was limited
to surface level after first piece was removed and RRM did not
have any further concerns. At around 11:30, Rincon archeologist
left for the day. All of granite curb was removed and palletized on
site today. Arborist also advised remainder of the retaining wall
near the oak tree to be broken up into smaller pieces prior to
removal to avoid large excavation in that area. Edwards and
Coastal will be moving forward as such.
At the end of the day, tree protection and fencing were replaced to
original locations from any slight alterations that were needed
throughout the day. It was found that lot line pin was removed
despite discussions during layout and precon walk. Coastal Demo
loader arrived on site. No accidents or incidents were reported to
Kitchell.

expressed by RRM. Arborist pointed out three roots to be saw cut
and these will addressed.
Asphalt removal near south east corner (hannings) fence line was
discussed with Coastal Demo and Edwards, coastal confirmed
they will be sawcutting asphalt to avoid damage to the fence.
Survey pin (indicating lot line) removal was discussed with
Edwards. Kitchell indicated it would need to be reinstalled before
end of this phase .
Granite curb , wheel stops , signage , and punch poles were
safely salvaged and delivered to the city corp yard.
Asphalt and curb removal continued on the Norrh side of site and
stockpiles were made. Stockpiling of impacted soils was
discussed with Edwards. Based on Rincon’s feedback , all soil not
stockpiles on hard surfaces must be fully contained with plastic
sheeting on all sides. Silt fence and waddles were installed as the
BMPs on Monterey street-side per the SWPPP plan post retaining
wall removal. Rincon arrived on site in the afternoon and found
and no items of significance. No accidents or incidents were
reported to Kitchell.

No construction noise was made prior to 7:00 am.
Coastal Demo loaded stock piles of asphalt and concrete into
haul off trucks. - note , some material from another job was
temporarily dropped on site but hauled off by the end of the day.
Reference daily photos. Mid morning , Coastal Demos large
excavator was hauled off .
Coastal Demo stockpiled wood chips for haul off.
KITCHELL reminded Edwards and Coatsal that if wood chips are
removed the area will need closer monitoring for dust control.
Swinerton superintendent met Kitchell on-site and discussed
future Phase 2 logistics and existing conditions. Other items
discussed included the retaining wall and neighbor impacts,
parking options for phase 2 workers , and general project
observations.
BMPs that we’re installed including silt fence, straw waddles, and
gravel bags on the Nipomo Perimeter. Discussion of SWPP
inspection by city inspector was brought up and Edwards
confirmed they would notify KITCHELL when they are ready for
inspection. BMPs were installed in areas indicated on approved
SWPP plan.
At the end of the day , Edwards found a bone and Rincon
reviewed and reported it was non-human through a teams call
with Kitchell. Reference daily log photo for bone and call.
Additionally , the asphalt encountered during demolition today
was found to be thicker than anticipated in some areas and
Edwards is submitting notice of potential cost impact. Reference

Work continued on removal of concrete and AC paving with off
haul to Cold Canyon Landfill. Rincon arrived on site around 7:30
to continue Archeological monitoring and worked the entire day.
Meeting was held onsite with PG&E to confirm scope of work and
timing for the removal of the overhead transformer and utility pole.
PG&E confirmed 11/1-11/3 for onsite work and confirmed
Edwards could remove the 1’ of soil around the pole without
compromising its structural integrity. Edwards was present at the
meeting so the information was directly conveyed.
The remainder of the day was general removal of paving along
with a saw cut along the eastern property line to avoid potential
damage to the neighboring properties fences.
All construction noise was ceased before 4:00pm.
No accidents or incidence were reported to KITCHELL today.

1 Ryan Stefanek No Kitchell, Edwards, and Coastal arrived onsite around 6:45am and
no noise producing construction activities occurred before 7am.
Work proceeded with loading of previously demolished asphalt
and concrete into off haul trailers. Coastal used their water truck
to limit dust during the loading of the trucks, and the drivers were
tarping the loads before they left site. Coastal kept a close eye on
the entrance of site and swept up any dust or debris that
inadvertently left the site after every truck load.
Around 9:30 Hive engineering arrived on site and the perimeter
was walked by Hive, Edwards, and Kitchell for review of BMPs in
accordance with the SWPP plan. Comments from Hive were
limited to ensuring that the silt fence lapped in one location, and
making sure the gravel bags at the outlets under the sidewalk are
properly maintained and installed. Hive did have concerns with
the natural dirt berms that were a product of the removal of the
planter boxes. The plan at this time is to monitor the weather until
the berms are removed, and if any rain events look possible
onsite actions will be taken to help direct the water to the
appropriate areas.
At roughly 12:00 Cold Canyon notified Coastal demolition that
they could not take any additional waste for the day as they
needed to make room in the area Coastal had been dumping
debris. Coastal kept staff onsite until around 1:30 to clean up and
stock pile debris.
Kitchell ended the day onsite taking photos of the depth of asphalt
in some of the newly exposed areas, seeing depths between 4" to
10" depending on the location. At this time it appears the majority
of the enlarged asphalt is concentrated to the North West corner
of site, with the upper South East corner having more standard

1 Ryan Stefanek No Kitchell, Coastal, and Edwards arrived onsite around 6:45 in the
morning. No construction noise was produced before 7:00am.
Work continued on removal and stock piling of asphalt with
asphalt removal at the South Eastern area of site and along the
Eastern fence lines. Asphalt in these areas appeared to mostly be
in the standard 3"-4" thickness.
Around 1:30pm Rincon personnel arrived onsite to take 2
samples from the waste barrel that was onsite that had the boring
sample tailings. These samples were taken in accordance with
what Waste Management had requested in a meeting held earlier
in the day. The samples will be sent to a lab for processing of
Chromium for TCLP at the request of Waste Management.
Rincon staff were also onsite inspecting areas of newly removed
asphalt, and no significant findings were made today. Rincon will
be checking in daily to see if asphalt has been removed as we are
nearing the end of our demolition phase and want to be prudent
with their time to avoid unneeded costs to the project.
The path forward with both the APCD permit and the Chromium
testing has been explained to Edwards with an estimated start
date for lead soils removal of Monday 10/2.
No accidents or incidents were reported to Kitchell today.

1 Ryan Stefanek No KITCHELL, Edwards, and Coastal all arrived onsite around
6:45am. No construction noise was produced before 7:00am.
Onsite work proceeded with the loading of concrete and asphalt
to be taken to Cold Canyon landfill. Coastal notified the project
team that Cold Canyon was still having difficulty clearing the area
that they were dropping of debris due to a loader being down.
Coastal did not see this being a schedule impact at this time but
said they would update the team if it appeared like it might be at
any point in the future.
Rincon arrived on site around 11:30 to observe the areas of
freshly removed asphalt for any culturally sensitive objects.
Nothing of significance was found.
No accidents or incidents were reported to KITCHELL today.

1 Ryan Stefanek No KITCHELL, Edwards, and Coastal arrived onsite around 6:45 and
no construction noise was produced before 7:00am. Work
proceeded with the removal of the last small pieces of asphalt
under the debris piles and with the off haul of all remaining
asphalt and concrete. Coastal’s trucks were seen using
appropriate tarping of their loads. By end of day all asphalt had
been removed and off hauled. Also all wood chips had been stock
piled for removal the following day. KITCHELL reminded the team
that once the wood chips are removed we will need to keep the
ground moist enough to avoid dust.
At this time all parties are aware that soils removal may not begin
until both the additional Chromium testing and the APCD permit
are in place, our target date is 10/2 for removal of soils.
Rincon was present onsite to observe the last areas of removed
asphalt for archeological observations. Nothing of significance
was noted today.
No accidents of incidence were reported to KITCHELL today.

worked on the removal of woodchips in all areas of site except the
tree protection zone per arborist request. Woodchip removal was
the primary task of the day. Sidewalk and rumble strips were
swept at the end of the day. No accidents or incidents were

1 Tally Richtsmeier No Edwards, Coastal Demo, Kitchell, Rincon, and Rockin CJ met on
site for a pre soil remediation kick off meeting to discuss the
upcoming soils removal. Meeting minutes were sent out after the
meeting with discussion points and follow up items. Due to the
roughly 40% chance of rain on Saturday, Edwards installed
additional gravel bags at the storm drains as additional SWPPP
for possible weekend rain. Edwards also added waddles and
gravel bags at the top of the asphalt in front of the exit. Kitchell
reminded Edwards to contact HIVE QSP to verify if any additional
measures were needed and if what was installed is acceptable
from the QSP. No accidents or incidents were reported to Kitchell.
