IIPS FACILITY, SAN L{rS OBISPO, CALIFORNTA
Dear Mr. Bost:
Science & Engineering Analysis Corporation (SEACOR), has researched the County of San
Luis Obispo Environmental Health Department (CSLOEHD) records for well logs, previous
analytical results and the location of groundwater supply wells located within 1/4 mile of the
United Parcel Service (UPS) facility in San Luis Obispo, California. Subsequently, SEACOR
sampled the UPS well and three wells within a quarter mile radius of the UPS facility on
January 7 and 10, 1994. The purpose of the work was to evaluate which nearby wells could
potentially be impacted by the former underground storage tanks (USTs) at the UPS facility.
The work was requested by the California Regional Water Quality Control Board - Central
Coast Region (RWQCB) in a letter dated December 7, 1993.
hesented herein are the location, use and previous analytical results for all wells identified
within a quarter mile of the facility. Also included are the construction details, well logs and
the analytical results of the sampled wells.
Well Location. Use and Previous Analytical Results
During research of the CSLOEHD files, ten groundwater wells were identified within one
quarter mile of the UPS facility. An eleventh well (Don's Welding) was identified west of
the UPS facility during a field check. Table 1" presents the well nalne, type of use, current
status and whether or not volatile organic compounds were previously identified in the wells.
Attached is a site map presenting the locations of the wells and Appendix A presents copies
of previous analytical results.

Analytical results of groundwater samples from the UPS well and five other groundwater
wells within a quarter mile of the facility were available from the CSLOEHD files. The
results indicated the UPS well and two other groundwater wells (870 Industrial Way and
Williams #B) had previously contained volatile organic compounds (VOCs).
Analytical results of groundwater samples collected from the UPS well on March 25 and
April 20, 1992 indicated very low levels of VOC's including benzene,
bromodichloromethane, bromoform, 2-butanone, chloroform, dibromochloromethane, 1.,2-
dichloroethane, 1,l-dichloroethene, 1,2-dichloropropane, toluene, and 1,1,1-trichloroethane.
Analytical results of a groundwater sample collected from the UPS well on December 16,
1993 did not indicate the presence of total petroleum hydrocarbons (TPH) characterized as
gasoline, benzene, toluene, ethylbenzene and total xylenes (BTE&$. The December 16,
1993 analysis did not include the remainder of the VOCs described above. Table 2 presents
a summary of the detected compounds from the UPS domestic well.
The analytical results of a groundwater sample collected on August 30, 1993 from a domestic
well located at 8T0Industrial Way indicated a low concentration of toluene. No other VOCs
were detected (Table 2).
The analytical results of a groundwater sample collected on July 16, 1990 from Williams #B
well indicated low levels of bromodichloromethane, bromoform, chloroform and
dibromochloromethane. No other VOCS were detected in the July 1990 sample. The
analytical results for a groundwater sample collected from Williams #B well on September
16, 1993 did not indicate the presence of VOCs. The VOCs detected in the July 1990
sample are trihalomethanes (THM) that are commonly associated with chlorination of water
supplies.
Well Construction Information
The groundwater flow direction beneath the UPS facility is unknown at this time. However,
based on the topography in the surrounding area, the groundwater flow direction is inferred
to be toward the south/southwest. Table 2 presents a summary of groundwater well
construction data for the eleven identified groundwater wells. No well logs were available
for the Williams wells and Don's Welding well. Appendix B presents copies of the well logs
that were available from the CSLOEHD.

Wells were selected based on proximity to the UPS facility and the previous analytical
results. The UPS well, Parsons well #1 (domestic well), Parsons well #2 (irrigation well)
and the domestic well located at 870 Industrial Way were sampled and analyzed for VOCs
by EPA Test Method 8260. Based on the inferred groundwater flow direction, the UPS well
and Parsons #1 and #2 wells appear to be the closest wells downgradient of the former
gasoline and used oil USTs at the subject site. The domestic well at 870 Industrial Way is
further downgradient of the UPS facility, however, this well was the only well other than the
UPS well that previously contained VOCs.
Groundwater samples from the four wells (UPS, Parsons #l and #2 and 870 Industrial Way)
were obtained from a water spigot located as close to the wells as possible. The groundwater
samples collected from the UPS and Parsons #1 and #2 wells were from spigots located on
a pipe(s) that did not appear to be affected by water treatment units. It is unknown whether
the 870 Industrial Way well sample was obtained from a pipe prior to a water treatment unit.
The water was allowed to discharge from each spigot for a period of approximately 5 minutes
prior to sampling. After 5 minutes, the flow rate from the spigot was reduced to minimize
the likelihood of volatilization during sampling. The groundwater samples were collected in
laboratory supplied containers and transported under chain-of-custody in a chilled cooler to
ZymaX Envirotechnology in San Luis Obispo, California. ZymaX is a state certified
laboratory for the analyses requested.
January 7 and 10. 1994 Analytical Results
The analytical results of the groundwater samples collected on January 7 and 10, 1994
indicated the presence of several VOCs in the UPS well sample and the 870 Industrial Way
well sample. No VOCs were detected in either of the January 7 and I0, 1994 groundwater
samples from the Parson's wells.
Chloroform, 1,l-dichloroethene and 1,1,l-trichloroethane were detected in the January 10,
1994 groundwater sample from the UPS well. Bromodichloromethane, chloroform and
toluene were detected in the January 10, L994 groundwater sample from the 870 Industrial
Way sample. Table 2 presents a summary of the VOCs detected in the UPS well and the 870
Industrial Way domestic well. Appendix C presents a copy of the analytical results for the
groundwater samples collected on January 7 and 10, 1994.

Conclusions and Recommendations
Based on the analytical results to date and the well locations, the possible source for VOCs
in the UPS Well are unknown.
Reportedly, UPS uses bottled water for drinking rather than the well water. The UPS well
water is treated by a reverse osmosis system and is used only for lavatories and washing the
delivery trucks.
The VOCs detected in the 870 Industrial Way well do not appear to be related to the VOCs
in the UPS well. Toluene was not detected in the UPS well on March 25, 1992, December
16,1993 and January 10,1994 at detection limits ranging from 0.1 to 0.5 p.ll. Toluene was
detected in the 870 Industrial Way well at 7.8 pgll on August 30, 1993 and 1.4 p"gll on
January 10, 1994. Bromodichloromethane and chloroform detected in the 870 Industrial Way
well in January 1994 may be related to laboratory error or a chlorination treatment system.
The absence of VOCs in the Parson's wells, which are located between the UPS facility and
the 870 Industrial Way well, are further evidence that the VOCs in the 870 Industrial Way
well are most likely not related to the VOCs in the UPS well. VOCs were not detected in
the Parson's wells at detection limits ranging from 0.5 to I.0 p"gll.
