MONITORING, UPS FACILITY, SAN LUIS OBISPO,
CALIFORNIA

On behalf of United Parcel Service (UPS), Science and Engineering Analysis Corporation
(SEACOR) has prepared this letter report presenting the results of well installation and
groundwater monitoring at the UPS facility located at 3601 Sacramento Drive in San Luis
Obispo, California (Figure 1). The purpose of the work was to evaluate the lateral extent
of petroleum hydrocarbons encountered in soil and groundwater southwest of the former
gasoline underground storage tank (UST). The work was required by the Regional Water
Quality Control Board - Central Coast Region (RWQCB) in a letter dated April T, 1994.

Background
In October 1993, a 10,000 gallon gasoline UST and a 550 gallon used oil UST were removed
from the site (Figure 2). Petroleum hydrocarbon constituents were identified in the capillary
fringe soil beneath the gasoline UST. I.ow levels of petroleum hydrocarbons were identified
in the vadose zone soil beneath the used oil UST. Approximately 250 cubic yards of
petroleum hydrocarbon impacted soil was excavated from around and beneath the gasoline
UST and transported to a recycling facility.
In October and November 1993, SEACOR drilled five soil borings (B-1 through B-5) and
installed three groundwater monitoring wells (MW-l through MW-3) at the site to evaluate
the potential impact of the petroleum hydrocarbons to the soil and groundwater around the
USTs (Figure 3). The analytical results of soil and groundwater sampling from the borings
and wells indicated the presence of petroleum hydrocarbons in a soil sample from boring B-1.
Petroleum hydrocarbon constituents were not identified in the soil from borings B-2, B-3,
B-5, and MW-3, and were not identified in the groundwater from wells MW-l, MW-2 and
MW-3.
In April 1994, approximately 100 cubic yards of soil was excavated from within and
surrounding the former used oil excavation. Four soil samples were obtained from the
bottom and sidewalls of the excavation and two soil samples were obtained from the
excavation soil stockpile. Analytical results of soil samples from the excavation and stockpile
indicated low levels of petroleum hydrocarbons. However, no volatile organic compounds
were detected in any of the soil samples from the used oil excavation or soil stockpile.
Drilling and Soil Samoling
On July 28, 1994, one soil boring labelled as MW-4 was drilled and sampled using a
truck-mounted drill rig equipped with eight-inch diameter hollow-stem augers. Prior to
drilling at the site, a well construction permit was obtained from the San Luis Obispo County
Division of Environmental Health Department. The location of the boring is presented on
Figure 2. Drilling was directed by a qualified SEACOR geologist working under the direct
supervision of a California Certified Engineering Geologist. A copy of the boring log is
attached to the back of this report. The purpose of boring MW-4 was to evaluate petroleum
hydrocarbon concentrations in soil southwest of the former gasolinq UST and facilitate
installation of a groundwater monitoring well.

Soil samples for chemical analysis and logging purposes were collected in the soil boring at
5-foot intervals using a split-spoon sampler containing brass sleeves for sample retention.
Soil samples retained for chemical analysis were immediately sealed with Teflonru film,
capped, labelled and placed on ice in a cooler. Remaining soils were visually classified in
accordance with the Unified Soil Classification System and monitored for volatile organic
vapors using a flame-ionization detector (FID). The results of soil characterization and field
screening are provided on the attached boring log.
Prior to use and between sampling intervals all drilling and sampling equipment was either
steam cleaned or decontaminated by the following procedure: cleaned in an aqueous solution
of non-phosphate cleanser, rinsed with tap water and rinsed a second time with distilled
water. Soil cuttings generated during drilling activities were placed in labelled 55-gallon
drums.
Sediments encountered during drilling included sandy clay and sandy silt from ground surface
to approximately 5 feet below grade. From 5 to 10.5 feet below grade, silty sand was
encountered. From 10.5 feet to 20 feet below grade, sandy clay was encountered, which was
underlain by bedrock. The bedrock encountered was fractured serpentinite. The degree of
fracturing generally decreased with depth.
No odors and/or FID readings were encountered in the sample obtained from 5 feet below
grade. Strong hydrocarbon odors and an FID reading greater than 1,000 parts per million
(ppm) were detected in the soil sample collected from 10.5 feet below grade. The odors and
FID readings decreased with depth, and FID readings in the 15 and 20 foot samples were
150 and 0 ppm, respectively.
Groundwater Monitoring Well Installation
Immediately after soil samplihg, a groundwater monitoring well was constructed in soil
boring MW-4. The well was constructed by lowering PVC casing inside the hollow stem
augers. Filter pack sand and a bentonite seal was tremied through the augers as the augers
were slowly pulled from the ground. The casing string consisted of flush-threaded, 4-inch
diameter, Schedule 40 PVC sealed at the base with a PVC, flush threaded, bottom plug.
The screened portion was factory slotted with 0.020-inch slots from 7 to 27 feet below grade.
The annular space between the well casing and borehole was packed with clean, #3 Monterey
sand to approximately I foot above the top of the screened section. A bentonite seal was

placed above the filter sand, to approximately one foot below ground surface. The wellhead
was completed with a locking, flush mounted well cover.
Following installation, the well was developed by surging and bailing to clear sediment from
the formation and filter pack. Development was considered complete when the well
produced water that was relatively free of sediment.
Groundwater Sampling
Groundwater samples were obtained from monitoring wells MW-l through MW-4 and the
UPS supply well on July 29, 1994. Prior to sampling, the depth to groundwater was
measured in all the wells using a Solinsf" electronic water level meter. Table I presents a
summary of the groundwater elevation data.
Following water depth measurements, groundwater monitoring wells MW-l through MW-4
were purged to produce groundwater representative of the aquifer. Water quality parameters
(temperature, pH, and conductivity) were measured during purging. Approximately three
stet volumes of groundwater were removed from the groundwater monitoring wells during
purging. Groundwater samples were collected after the water level in the groundwater
monitoring wells recovered to within 80 percent of the level measured prior to purging.
Groundwater samples from the groundwater monitoring wells were collected using a Teflon*
bailer fitted with a bottom-emptying device and decanted into laboratory prepared sample
containers. Samples were sealed, labeled, entered on a chain-of-custody form and placed in
a chilled cooler for delivery to the analytical laboratory.
Prior to sampling the UPS supply well, a pipeline from the UPS supply well was purged
through a faucet inside the UPS building. The faucet was allowed to run for approximately
10 minutes prior to sampling. During sampling, the flow rate from the faucet was decreased
to the minimum possible to facilitate sampling. The UPS supply well water was placed into
laboratory supplied bottles, labelled, and placed in a chilled cooler for delivery to the
laboratory.
All purging and sampling equipment was cleaned in an aqueous solution of non-phosphate
cleanser, rinsed in tap water and rinsed a second time in distilled water to prevent
cross-conftrmination.

Development and purged well fluids were contained in labeled DOT-approved 55-gallon
drums. The drums are currently stored on-site.
Well Surveying
On August 1, 1994 groundwater monitoring well MW-4 was surveyed relative to
groundwater monitoring wells MW-l through MW-3 and the UPS supply well. The
horizontal distance of groundwater monitoring well MW-4 was located in reference to several
permanent site features (i.e., curbs, utility poles). Wellhead elevations for wells MW-l
through MW-4 and the supply well are listed on Table 1.
Analvtical Test Methods
Two soil samples obtained from boring MW-4 (5 and 10 feet below grade) were analyzed
for total petroleum hydrocarbons (TPH) characterized as gasoline and benzene, toluene,
ethylbenzene, and total xylenes (BTE&X) in accordance with Environmental Protection
Agency (EPA) Test Method 8260. Table 2 presents a summary of the soil sample analytibal
results from the boring.
Groundwater samples collected from the groundwater monitoring wells and the UPS supply
well were also analyzed for TPH characterized as gasoline and volatile organic compounds
(VOCs) in accordance with EPA Test Method 8260. Table 3 presents a surnmary of the
analytical results for TPH characterized as gasoline and BTE&X constituents from the
groundwater samples. Table 4 presents a summary of the detected VOCs in the UPS supply
well. Copies of the laboratory reports and chain-of-custody documents for the soil and
groundwater samples are attached at the end of this report.
Analytical Results
The analytical results of the two soil samples (MW-4 @ 5.0' and MW-4 @ 10.5') did not
indicate the presence of TPH characterized as gasoline or BTE&X constituents. The
detection limit for TPH was 0.5 milligrams per kilogram (mg/kg) and for BTE&X
constituents 0.005 mg/kg.

TPH characterized as gasoline and benzene were detected in the groundwater sample obtained
from well MW-4 at concentrations of I20 and 6.3 micrograms per liter Q"gll), respectively.
No other VOCs were detected in the groundwater samples collected from well MW-4. TPH
characterized as gasoline and VOCs were not detected in the groundwater samples obtained
from wells MW-l, MW-2 and MW-3.
Bromoform, dibromochloromethane, 1,2-dichloropropane, and trichloroflouromethane (freon
11) were detected in the groundwater samples collected from the UPS supply well at
concentrations of 6.6, 2.5, 2.1 and 0.8 pgl L, respectively. None of the concentrations of
VOCs detected in the UPS supply well exceed the State of California Maximum Contaminant
l,evel (MCL) for drinking water.
Conclusions
Based on the soil sample analytical results from the borings drilled at the site, the lateral
extent of TPH and benzene above the regulatory action limits of 100 mg/kg for TPH and 0.1
mg/kg for benzene can be defined by borings MW-l (B-2), B-3, B-5, MW-3, and MW-4.
TPH and/or benzene constituents were only detected in soil samples collected from the
former gasoline UST excavation and in boring B-1.
Based on the soil and groundwater analytical results collected to date, the lateral extent of
petroleum hydrocarbons associated with the former gasoline UST appears to be limited to the
former gasoline UST excavation and a limited area toward the southwest of the former
excavation.
Based on the groundwater sample analytical results from the November 1993, and July 1994
groundwater sampling events, the lateral extent of TPH and benzene above the regulatory
action limits can be defined by groundwater monitoring wells MW-l, MW-z, MW-3 and the
UPS supply well. Benzene was the only VOC to be detected in the groundwater sample from
groundwater monitoring well MW-4.
Based on the analytical results of the groundwater samples collected from the UPS supply
well, the constituents detected in the UPS supply well do not appear to be associated with the
former gasoline and used oil UST excavations. Groundwater monitoring wells MW-1 and
MW-4 are located between the former UST excavations and the UPS supply well. None of
the groundwater monitoring wells on site contain similar VOCs to the UPS supply well.

Recommendations
Based on the limited extent of TPH and BTE&X constituents in groundwater at the site, and
the groundwater analytical data obtained to date, SEACOR recommends conducting semi-
annual groundwater sampling from groundwater monitoring well MW-4. Since the apparent
source of tfte petroleum dissolved phase hydrocarbon constituents in groundwater (former
gasoline UST and petroleum impacted soil) have been removed from the site, the dissolved
phase hydrocarbons observed in well MW-4 are anticipated to attenuate.
All future groundwater samples are recommended to be analyzed for TPH characterized as
gasoline and BTE&X constituents.
Limitations
This report has been prepared for the exclusive use of the United Parcel Service as it pertains
to the property located at 3601 Sacramento Drive in San Luis Obispo, California. The
findings and conclusions presented in this report are based primarily on the chemical analysis
of soil and groundwater samples obtained during this investigation. All work has been
performed in a manner consistent with that level of care and skill normally exercised by
members of the environmental science profession currently practicing under similar
conditions in the area. No other warranty, either expressed or implied, is made.

SECOR International Incorporated (SECOR) is pleased to present fhe results of groundwater
monitoring at the United Parcel Service (UPS) facility located at 3601 Sacramento Drive in
San Luis Obispo, California (Figure 1). Groundwater monitoring is being conducted at the
site on a semi-annual basis to evaluate the groundwater flow direction and petroleum
hydrocarbon concentration in groundwater monitoring well MW-4.
A groundwater sample was obtained from monitoring well MW-4 on June 22, L995. Prior
to sampling, the depth to groundwater was measured in wells MW-l, MW-2, MW-3 and
MW-4 using a Solinstru elecffonic water level meter. Table 1 presents a summary of the
historical groundwater elevation data.
Based on the lune 22, 1995 groundwater elevation data, the groundwater flow direction in
the uppermost groundwater aquifer is west/southwest at an average gradient o[ 0.06 feet per
foot. Figure 2 is a groundwater elevation contour map for June 22, 1995.
The groundwater sample collected from monitoring well MW-4 was analyzed for Total
Petroleum Hydrocarbons characterized as gasoline (TPHg) and benzene, toluene,
ethylbenzene and total xylene (BTE&X) constituents in accordance with EPA Test Method
8260. Laboratory analysis was conducted by Zymax Envirotechnology Inc. in San Luis
Obispo, California. Table 2 presents a summary of the historical groundwater analytical
results. Copies of the laboratory report and chain-of-custody documentation are attached.
The TPHg and benzene concentrations in the June 22, 1995 groundwater sample from well
MW-4 were74 and l.l micrograms per liter (pgl[), respectively.

Based on the groundwater analytical data to date, the TPHg and benzene concentrations in
groundwater monitoring well MW-4 have declined from July 1994 to July 1995 (Table 2).
The on site well is used only for vehicle washing at the facility. In addition, the hydrocarbon
source (former USTs and piping) has been removed. Therefore, SECOR requests closure of
this case.

Science & Engineering Analysis Corporation (SEACOR) has prepared this report presenting
the results of excavation and soil sampling activities conducted at the UPS facility located at
3601 Sacramento Drive in San Luis Obispo, California. Figure 1 is a vicinity map
presenting the location of the site. The purpose of this work was to expose a concrete hold-
down slab beneath a former used oil underground storage tank (UST) and obtain soil samples
around the edges. The City of San Luis Obispo Fire Department (SLOFD) had expressed
concerns regarding the potential for petroleum hydrocarbons from the former UST to have
impacted soil beneath the concrete hold-down slab.
Presented below is a brief background section followed by the scope of work for this project:
Backeround
On October 13, 1993 a 50O-gallon used oil UST was removed from the site (Figure 2). The
dimensions of the excavation were approximately 10 feet long by 8 feet wide by 8.5 feet
deep. Approximately 20 cubic yards (yd3) of soil was removed from the used oil UST
excavation and stockpiled on site. Soil samples from the stockpile did not indicate the
presence of total recoverable petroleum hydrocarbons (TRPH) and benzene, toluene,
ethylbenzene and total xylenes (BTE&X) compounds above the County of San Luis Obispo
Environmental Health Department (CSLOEHD) Action Levels.

Four soil samples were obtained from the UST excavation following UST removal. Two of
the four soil samples exhibited TRPH and benzene at concentrations above the CSLOEHD
Action l,evels.
Due to the limited space available for unloading packages at the UPS facility, the used oil
UST excavation was backfilled with the stockpiled soil on October 13, 1993. Following
backfilling, the surface was paved with asphalt. The results of the used oil UST excavation,
sampling and backfilling activities conducted on October 13,1994are presented in a report
by SEACOR dated January 28, 1994.
Excavation and Soil Sampling
On April 26,1994 the soil within and surrounding the former used oil UST excavation was
excavated to the top of the concrete hold-down slab using an extendable backhoe. The
excavated soil was stockpiled in Stockpile 1 (Figure 2). The excavation on April26, 1994
measured approximately 18 feet long by 16 feet wide by 8.5 feet deep. SEACOR personnel
were on site to direct excavation activities and collect soil samples.
Following excavation, four soil samples were obtained from the sides of the concrete hold-
down slab using a hand auger. The four soil samples, labelled B-l @ 10'6u, B-2 @ 10'6u,
B-3 @ 9'5" and B-4 @ 10'were collected at depths ranging from 9 feet 5 inches to 10 feet
6 inches below grade. Two additional soil samples were obtained from Stockpile I (SP-l and
sP-2).
All six samples were placed into laboratory supplied jars and capped with Teflon* lined lids.
All sampling equipment was cleaned in an aqueous solution of Liqui-Nox cleanser, rinsed
with tap water and rinsed a second time with distilled water prior to sampling and between
sampling intervals to minimize the possibility of cross-contamination.
The excavation was backfilled at the end of the working day with imported crushed rock
from the top of the concrete hold-down slab to approximately 2 feet below grade. A filter
fabric was placed on top of the crushed rock. An imported class 2 base material was then
placed on top of the filter fabric to a depth of approximately 6" below grade. The purpose
for the filter fabric was to prevent the fine-grained portion of the class 2 base material from
migrating into the crushed rock. The class 2 base was compacted to approximately 95%
relative density. A soils technician from TerraTech was on site to conduct compaction

testing. A copy of the soil compaction report is attached. The surface was paved with 6
inches of asphalt.
Following receipt of ttre analytical results (see "Analytical Results" below), the soil in
Stockpile 1 was spread along the southern property boundary of the UPS facility. Figure 3
presents the location of the soil stockpile area.
Laboratory Analysis
Soil samples were submiued to an on-site mobile laboratory under chain-of-custody protocol
for chemical analysis. All samples were stored in containers and handled in accordance with
accepted Environmental Protection Agency (EPA) protocol. Sample containers were clearly
labeled with tags denoting the sample location, date, time, job description and sampler's
initials. Tags were securely fixed on each sample container.
All soil samples were analyzedfor TRPH in accordance with EPA Test Method 418.1 and
for Volatile Organic (VOC) constituents in accordance with EPA Test Method 8260.
Laboratorv Results
The April 26, 1994 analytical results indicated the presence of TRPH in 3 of the 4 soil
samples obtained from the excavation at concentrations ranging from 3 to 4 milligrams per
kilogram (mg/kg). The analytical results from the soil samples collected from Stockpile 1
indicated TRPH concentrations of 23 and 62 mglkg. The CSLOEHD Action Level for
TRPH in soil is 100 mg/kg. Table I below presents the summary of the analytical results
for TRPH.

The analytical results from Test Method 8260 did not indicate the presence of any VOCs at
detection limits ranging from 1 to 250 micrograms per kilogram (pglkg). Complete
laboratory reports with chain-of-custody sheets are attached.
Summarv and Conclusions
The April 26,1994 analytical results of the four soil samples surroundingthe concrete hold-
down slab did not indicate the presence of TRPH or VOCs above the applicable regulatory
action levels. Approximately 90 cubic yards of soil removed from the excavation was spread
out on the southern portion of the UPS facility. The excavation was backfilled with imported
gravel and base material and covered with asphalt. Based on the information collected to
date and the current regulatory action levels, we recommend closure of this case regarding
the used oil excavation.
Limitations
This report has been prepared for the exclusive use of the United Parcel Service as it pertains
to the property located at 3601 Sacramento Drive in San Luis Obispo, California. The
opinions and conclusions rendered herein are based primarily on the analysis of the soil
samples collected during this phase of work and review of analytical data obtained
previously.
All work has been conducted in accordance with generally accepted practices in
environmental engineering, engineering geology, and hydrogeology that exist at this time.

As requested, a representative of TERRATECH, INC. was present at the subject site on an
intermittent basis on April 26 and 27 , 1994, to perform field density tests within the aggregate base
materials comprising the pavement section at the United Parcel Service Tank Removal project, located
in San Luis Obispo, California. Two (2) field density tests were performed in accordance with
ASTM TestD2922-81 (Nuclear Method) at random locations during aggregate base construction.
The optimum water content and maximum dry density of a selected sample of the aggregate base
utilized in the construction of the pavement section was measured in Terratech's laboratory using
ASTM D1557-78, Method C.
The results of our field and laboratory tests are presented on the attached Table A.
