INTERNAL CORROSION OF UNDERGROUND AND ABOVEGROUND STORAGE TANKS
CONTAINING ULTRA.LOW SULFUR DIESEL FUEL
Agency Findings:o 3 double-walled underground storage tanks (unlined steel primary tanks) in the County,
containing ultra low sulfur diesel fuel, failed due to corrosion of the tanks interior wall and
required costly repair.o Several reports of failed primary steel storage tanks due to internal corrosion around the state
and nation.o Acidic sludge and water at tank bottom is apparent cause of internal corrosion, perforation and
failure.o Research into issue is ongoing. Acidic sludge may caused by bacterial growth in water at tank
bottom.o Repairs reported to be approximately $50,000. New underground storage tank (UST) systems
reported to be 10 times this cost or greater.
Agency preliminary recommendations:o Remove and properly dispose sludge and water from within your steel primary tanks.o Routinely monitor tanks for water and sludge buildup:
o Examine inventory reports and use water finding paste with tank inventory stick.
o Verify inventory probe is properly calibrated, monitoring for water and/or sludge and
positioned correctly.
o Check and replace any clogged filters.' o Filters clogging rapidly and tank water level over 0.5 inches may indicate sludge
accumulation. The inventory probe's water float will rest on top of accumulated sludge.o Contact your ICC UST Technician for assistance in monitoring.
Tank owners and operators are required to immediately report to this agency: Failed tanks, piping,
associated containment components, the presence of fuel in secondary tanks and piping. Failed USTs
and piping are required to be immediately taken out of service and repaired with a permit from this
Agency. Failure to report ancl/or operatation of a failed UST system will result in immediate UST Red
Tag and may lead to operating permit revocation and the potential imposition of civil penalties.

Do you have a control number from the report of our spill to CA?
I got manifests last night for the removal of the materials used to clean the diesel, John from Pacific Petroleum will
be calling me today to let me know how much liquid they removed, he said he would measure that back at his
yard. I will fax the copies over to you as soon as I get the liquid measurement.
I need to get copies of the manifests and the control number for the Hazardous Materials Coordinator for the SLO
City Fire Department.

This letter is written to verify that our Department had
enforcement responsibility for the United Parcel Service
underground storage tank (UST) facility located at 3601- Sacramento
Drive in the City Of San Luis Obispo, California prior to 1990.
During the pre-1-990 period this facility operated under a permit
issued by our office and is deemed to have been in substantial
compliance d.uring that tj-me. Our staff contacted the current
enforcement agency, City Of San Luis Obispo Fire Department and we
were informed that no enforcement actions are currently pending on
this site.
Records for the above-mentioned facility were forwarded to the City
at the time that the area, which includes Sacramento Drive, was
annexed to the City. However, those records have since become lost
or misplaced.
