SUBJECT: FY 2024-25 GRANT APPLICATIONS FOR THE ALCOHOLIC BEVERAGE
CONTROL, OFFICE OF TRAFFIC SAFETY, DEPARTMENT OF JUSTICE
COMMUNITY ORIENTED POLICING AND DEPARTMENT OF JUSTICE
TOBACCO GRANT PROGRAM
RECOMMENDATION
1. Adopt a Draft Resolution entitled, “Resolution Authorizing Grant Application for
Funding from the Department of Alcoholic Beverage Control”,
2. Authorize staff to submit grant applications to the following agencies:
a. FY 2024-25 Department of Alcoholic Beverage Control in the amount of $93,154.
b. FY 2024-25 Office of Traffic Safety in the amount of $185,100.
c. FY 2024-25 Department of Justice Office of Community Oriented Policing Services
in an amount not to exceed $250,000 with a City match of approximately $558,000.
d. FY 2024-25 Department of Justice Tobacco Grant Program in an amount not to
exceed $60,000.
3. If the grants are awarded, authorize the City Manager or a designee to execute grant
related documents and authorize the Finance Director to make the necessary budget
adjustments upon the award of the grant.
POLICY CONTEXT
The recommended actions are consistent with the City of San Luis Obispo’s Financial
Management Manual, Section 740 - Grant Management Policy. The policy states that
Council must approve all grant applications in excess of $5,000 and delegates receipt and
contract execution to the City Manager.
DISCUSSION
California Department of Alcoholic Beverage Control
The mission of the Department of Alcoholic Beverage Control (ABC) is to provide the highest
level of service and public safety to the people of the State through licensing, education and
enforcement. The ABC awards grants to local law enforcement agencies to work toward
eliminating crime and public nuisance problems associated with problematic alcoholic
beverage outlets. If awarded, grant funds will be used for officer overtime related to
enforcement operations and training programs for retail licensees. The department typically

applies for funding annually and has been receiving funds (intermittently) for well over fifteen
years. The grant application was submitted on April 1, 2024, and if Council denies this
request the application can be withdrawn or the award can be declined.
California Office of Traffic Safety
The California Office of Traffic Safety (OTS) provides grant funding to agencies each year
aimed to prevent deaths and injuries on roadways through special enforcement and public
awareness efforts. Grant funds help the City’s efforts to improve traffic safety and quality of
life in the community.
The department has been awarded funding from the Office of Traffic Safety for over twenty
years. OTS grant funding has enabled the Police Department to conduct numerous
operations specifically focused on alcohol or drug impaired drivers. For FY 2024-25, an
application was submitted for grant funding in the amount of $185,100. If awarded, grant
funds will be used for overtime costs associated with the following activities: DUI
Checkpoints, DUI Saturation Patrols, Traffic Enforcement, Distracted Driving, and
Pedestrian and Bicycle Enforcement. If Council denies this request, the application can be
withdrawn.
Department of Justice, Office of Community Oriented Policing Services
The goal of the Office of Community Oriented Policing (COPS Office) is to advance public
safety through community policing by funding additional full-time career law enforcement
positions to meet community policing strategies. The FY 2024-25 COPS Hiring Program
provides funding to local law enforcement agencies to hire or rehire additional law
enforcement officers to increase community policing capacity efforts.
The COPS Hiring Program will cover up to 75% of the entry level salary and limited benefits
for each approved position for a period of 3-years (within a 5-year period of performance).
There is a minimum cost share of 25% and the maximum federal share per position is
$125,000 over the 3-year period (not per year, spanning the 3-year period). Agencies must
retain each funded position for a minimum of 12 months following the 3-years of funding.
Absorbing the positions through attrition is not allowed, and the grant funded positions must
be retained and funded through the City’s General Fund.
The department is submitting an application to fund and hire two police officers that will be
associated with the Community Action Team with a selected grant focus area of police-
based response to persons in crisis.
Currently, the City’s match has not been identified or approved for FY 2024-25. If the grant
is awarded, staff would return to Council in FY 2024-25 to request approval to accept the
grant and request to add two police officer FTE positions (which would be net new).
Additionally, the department is slated to begin a staffing study in June 2024 and staff is
anticipating the results of the study to coincide with the grant award announcements.
In FY 2024-25, if staff’s request for the match amount and the additional positions is denied
by Council, and the grant is awarded, staff can decline the award.

Department of Justice Tobacco Grant Program
The Department of Justice has made grant funding available to support local enforcement
efforts to reduce illegal retail sales and marketing of tobacco products to minors and youth.
Grant priorities include enforcement of state tobacco laws and local ordinances, compliance
checks and inspections, retailer education and education for enforcement officers. If
awarded, grant funds will be used for officer overtime and equipment needed to address
these priorities.
Public Engagement
This item is on the agenda for the June 4, 2024, City Council meeting and will follow all
required postings and notifications. The public may have an opportunity to comment on this
item at or before the meeting.
CONCURRENCE
The Director of Finance concurs with staff’s recommendations.
ENVIRONMENTAL REVIEW
The California Environmental Quality Act does not apply to the recommended action in this
report because the action does not constitute a “Project” under CEQA Guidelines Section
15378.

As stated above, matching funds are only required under the COPS Hiring Grant. The
grant requires at least a 25% cash match and grantee must assume a progressively
larger share of the cost each year. The chart below outlines estimated General Fund
obligations by Fiscal Year and estimated grant funding over the 3-year period for two
police officers.

ALTERNATIVES
Do not submit grant applications or decline funding. This alternative is not
recommended. These grants provide funding for specialized equipment purchases and
overtime for targeted education and enforcement opportunities. Without grant funds the
department would not be able to carry out these types of programs which increase safety in
our community.

A RESOLUTION OF THE COUNCIL OF THE CITY OF SAN LUIS
OBISPO, CALIFORNIA, AUTHORIZING GRANT APPLICATIONS FOR
FUNDING PROVIDED THROUGH THE DEPARTMENT OF ALCOHOLIC
BEVERAGE CONTROL TO INCREASE EDUCATION AND
ENFORCEMENT PROGRAMS FOCUSING ON UNDERAGE DRINKING
AND RETAIL ALCOHOL OUTLETS AND AUTHORIZING THE CITY
MANAGER TO EXECUTE ALL RELATED GRANT DOCUMENTS
WHEREAS, the San Luis Obispo Police Department (the “Police Department”)
through the City of San Luis Obispo desires to undertake programs to increase education
and enforcement to focus on regulating retail alcohol outlets in the community; and
WHEREAS, the Police Department submitted a grant through the Alcohol Policing
Partnership (APP) administered by the Department of Alcoholic Beverage Control (ABC)
in April 2024 to conduct education and compliance activities related to local businesses
that hold alcohol licenses; and
WHEREAS, in May 2024, the Police Department will be notified of the ABC grant
award in an amount not to exceed $94,000; and
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of San Luis
Obispo as follows:
SECTION 1. The Chief of Police or their designee is hereby authorized to submit
grant applications consistent with program requirements to pursue an Alcohol Policing
Partnership grant administered by ABC, including the Police Department's April 2024
application.
SECTION 2. The Interim City Manager of the City of San Luis Obispo or their
designee is authorized to execute all grant related documents, including the State of
California Standard Agreement, any extensions or amendments thereof, and any
subsequent contract with the State in relation to the APP grant administered by ABC.
SECTION 3. The Finance Director is authorized to make the necessary budget
adjustments upon the award of the grant.
SECTION 4. The City agrees that any liability arising out of the performance of this
contract, including civil court actions for damages, shall be the responsibility of the grant
recipient and the authorizing agency and acknowledges that the State of California and
ABC disclaim responsibility for any such liability.
SECTION 5. Grant funds received hereunder shall not be used to supplant
expenditures controlled by this body.
