The responses to those requests revealed three (3) rnajor prob- lems with your request: 1. The nonconforrnity of the property known as L327 Archer Street, ttcal West Bul-lding", wlth regard to providing adequate off street parklng. Several modifications to the exlsting building at L327 Archer St,reet whlch were done without appropriate permits have resulted in conditions which do not conform to minimr:m standards of the uniforu building code. 3, No use permlts have been obtaj-ned for existing uses j-n the buildlng whlch require use permit approval, therefore they are in vlolation of Municipal- Code Section 9200, the Zoning Ordinance and are not legally non-conforming because they have been established since L966, In several discussions between staff, Mr. Crespin and./or you, the staff indlcated we would recommend denial of requests for additional use__;lermits to occuPy the structure until the non-conforming situations r{ere rectifled. Subsequent to your request we received a request for a use permit to operate a beauty salon aE 298 Pismo SEreet. In staff opinion the simplest procedure to foLlow in, order to bring the existlng use i-nto conformity wlth city ordlnances would be: , Apply for use permiEs for existing uses which require them, concurrently submiLting; A plan for providing off street parking for the existing uses ln the "Cal West Building" and antj-clpaLed uae on the adjacent parcell Establish a program, in conJunctionwlth the building department,, for cor- rectlon of buildlng code deficlencl-es ln the Cal West BulLding.
