1. CALL TO ORDER
A Special Meeting of the San Luis Obispo City Council was called to order on
May 14, 2024 at 5:30 p.m. in the Council Chambers at City Hall, 990 Palm Street,
San Luis Obispo, by Vice Mayor Pease.
2. PLEDGE OF ALLEGIANCE
Council Member Shoresman led the Council in the Pledge of Allegiance.
3. PUBLIC COMMENT FOR ITEMS ON THE AGENDA ONLY
As there was only one item on the agenda, Vice Mayor Pease announced that
public comment would be accepted after staff’s presentation.
4. PUBLIC HEARING ITEM
4.a PARKING RATE STUDY REVIEW AND CONSIDERATION OF
POTENTIAL RATE ADJUSTMENTS (Estimated Time: 120 minutes)
Interim City Manager Whitney McDonald, Public Works Director Matt
Horn, Parking Program Manager Donna King, and Julie Dixon with Dixon
Resources Unlimited provided an in-depth staff report and responded to
Council questions.

Motion By Council Member Shoresman
Second By Council Member Marx
1. Receive a presentation on the draft Parking Rate Study, including
consideration of preliminary recommendations, provide direction
regarding the selected rate options for adoption and
implementation, and provide direction to staff to finalize the Parking
Rate Study; and
2. Adopt Resolution No. 11493 (2024 Series) entitled, “A Resolution of
the City Council of the City of San Luis Obispo, California,
establishing parking rates for the City’s parking structures and for
parking permits,” which is reflective of Option B from the staff
report, summarized in the table below:

Option B: Prioritizes Lower Rates
Structure Rates $2.00/Hr, $8 Daily Max
Paid First Hour
Permit Rates 10Hr Meter Permit: $60/mo
Structure Permit: $45/mo
Validation 100 hours for $100 ($1 per hour)
Improvements
Reduce to single payment app and offer promotional discounts
Updated signage improving user experience
Transition to consistent pay-at-exit gated systems at all structures

3. Introduce a Draft Ordinance entitled, “An Ordinance of the City
Council of the City of San Luis Obispo, California, amending Title
10, Chapter 52 (Parking Meters and Parking Payment Centers), of
the Municipal Code Modifying Hourly Parking Rates On-Street and
In Surface Parking Lots,” which is also reflective of Option B from
the staff report, summarized below:

Option B: Prioritizes Lower Rates
On-Street Rates Core: $2.75/Hr
Outer: $2.25/Hr
On-Street Hours M-S 9 AM – 9 PM
Su 1 PM – 9 PM
Off-Street Hours 7 Days per Week
Core on-street Time limits increased from 2 hours to 3 hours
4. Direct staff to implement the staff-recommended program and
operational changes, which include reducing to a single payment
app, developing a program to offer additional promotional discounts
offerings, updating signage to improve the user experience,
transitioning to a consistent pay-at-exit gated systems at all
structures, and developing a validation program and short duration
on-street parking to facilitate attendance at public meetings, minor
governmental needs, and library access.

Member Shoresman, and Vice Mayor Pease

5. ADJOURNMENT
The meeting was adjourned at 8:05 p.m. The next Regular Meeting of the City
Council will be held on May 21, 2024 with Closed Session at 4:00 p.m. in the
Council Hearing Room and the Regular Meeting at 5:30 p.m. in the Council
Chambers at City Hall, 990 Palm Street, San Luis Obispo.
