The City of San Luis Obispo has returned to in-person meetings. Zoom participation will
not be supported. For those attending in-person, City facilities will be at limited capacity
and masks are strongly recommended.

Public Comment prior to the meeting (must be received 3 hours in advance of the
meeting):

Office at 990 Palm Street, San Luis Obispo, California, 93401.
Email - Submit Public Comments via email to advisorybodies@slocity.org.
In the body of your email, please include the date of the meeting and the item
number (if applicable). Emails will not be read aloud during the meeting.
Voicemail - Call (805) 781-7164 and leave a voicemail. Please state and spell
your name, the agenda item number you are calling about, and leave your
comment. Verbal comments must be limited to 3 minutes. Voicemails will not be
played during the meeting.
*All correspondence will be archived and distributed to members, however, submissions
received after the deadline will not be processed until the following day.
Public Comment during the meeting:
Meetings have returned to an in-person format. To provide public comment
during the meeting, you must be present at the meeting location.
Electronic Visual Aid Presentation. To conform with the City's Network Access
and Use Policy, Chapter 1.3.8 of the Council Policies & Procedures Manual,
members of the public who desire to utilize electronic visual aids to supplement
their oral presentation are encouraged to provide display-ready material to the City
Clerk by 12:00 p.m. on the day of the meeting. Contact the City Clerk's Office at

2.Joint SLO Transit/RTA Short Range Transit Plan - SLO Joint SRTP RTAC/MTC Update

SLO Transit and RTA to present progress on the SRTP update including review of preliminary findings
from the service alternatives analysis which includes ridership and cost impacts of a variety of potential
changes/improvements to both SLO Transit’s and to SLORTA services.

The next Regular Meeting of the Mass Transportation Committee is scheduled for

CALL TO ORDER
A Regular Meeting of the Mass Transportation Committee was called to order on Wednesday,
March 13, 2024 at 2:31 p.m. by Vice Chair David Figueroa.
ROLL CALL
Present: Committee Members David Figueroa (Vice Chair - At Large), Robin Kisinger (Senior),
Ryan Meller (Student), Trevor Freeman (Technical), and Marlene Cramer (Cal Poly).
Absent: Committee Member John Osumi (Chair – Business).
Staff: Mobility Services Business Manager Alex Fuchs, and Transit Coordinator Jesse Stanley

CONSIDERATION OF MINUTES
1.Minutes of the Mass Transportation Committee of January 10, 2024.
ACTION: UPON MOTION OF COMMITTEE MEMBER CRAMER, SECONDED BY COMMITTEE
MEMBER MELLER, CARRIED 4-0 (Members Osumi absent), the Mass Transportation
Committee approved the minutes of March 13, 2024.
PRESENTATIONS
2.LSC (Consultant) provided a presentation regarding the Joint SLO Transit/RTA Short Range
Transit Plan.

Transit Plan Update Talking Points
June 5, 2024
Project Overview: The San Luis Obispo Regional Transit Authority (RTA) and San Luis Obispo
Transit (SLO Transit) are the two largest public transit providers in San Luis Obispo County. The two
agencies have retained LSC Transportation Consultants, Inc. to update each agency’s respective
Short Range Transit Plan (SRTP). A transit plan acts as a business plan for the transit agency for the
next five to seven years. At this point in the study, the consultant has prepared four technical
memorandums:
•Working Paper#1 – Overview of Transit Services
•Working Paper#2 – Goals, Objectives and Performance Standards
•Working Paper #3 - Service and System Evaluation
•Working Paper #4 – Service Alternatives
On-board surveys and boarding and alighting counts have also been collected on RTA and SLO
Transit buses.
Second Joint RTAC/MTC Meeting Purpose: As committee members, public transit riders,
stakeholders or other interested members of the public, transit staff and the study team would like
your input on data/information collected to date. At the meeting, the consultant will give a short
presentation of important findings from the alternatives working paper. This paper analyzes
ridership and cost impacts of a variety of potential changes/improvements to RTA and SLO Transit
services. Note that capital and fare alternatives will be discussed in a later memo. Committee
members will then have an opportunity to provide input on the recommendations.
Feedback and How Your Input Will Help: The type of feedback we are looking for will include:
•Do you support the options presented?
•Are there any major issues that we haven’t considered for each alternative?
•Other suggestions for the alternatives analysis?
Your input combined with input received at three public meetings held throughout the county and
staff comments will be used to select preferred service alternatives to bring forward to the Draft
Plan.
Next Steps: The Administrative Draft Plan will be brought back to this committee in late September
or early October.
