Dear Commissioners,
This is a reasonable proposal to return to the status quo of allowing residential uses in Neighborhood
Commercial zones. It raises the question why, in light of our severe housing crisis, the City doesn't also
amend the Zoning Code to allow multifamily residential uses in other commercial zones in addition to C-
N.
Under SB 6 and AB 2011 residential uses can be permitted in commercial zones under certain limited
circumstances as of July 2023. However, I don't think state law prevents the City from creating additional
flexibility for development of multifamily housing in commercial zones. Our city desperately needs more
housing, especially apartments in walkable neighborhoods. At the same time, we see many commercial
properties which have been vacant for long periods of time. Discussion of this item would be a great
opportunity to discuss with staff whether other commercial zones in addition to C-N should also be
amended to allow multifamily residential uses, expanding on what is allowed under state law.
