Dear Advisory Counsel, I am a longtime resident (over 30 years) who lives on the corner of Hathway and Carpenter within earshot of the proposed Fraternity location. My wife is a business owner in San Luis Obispo (Pediatric Occupational Therapy) and I am an educator that works at Cuesta College. I am concerned that this Fraternity is granted, without guidelines and hours for fraternity and resident activities, because of congestion, noise from gatherings, and parties. My family is consistently affected by the existing fraternities on East Foothill. Throughout the school year they host parties and events that end up to be consistent with loud music, unruly behavior and intoxicated foot traffic that oftentimes causes disturbances within the community. Not to mention their participation in the St Fratty's day events. I live in an R-2 zone just on the cusp of R-4. I noticed there is a lack of hours that the proposed fraternity can have gatherings. If this project is approved, I would strongly urge that the city please keep in mind that the occupants must have guidelines that set forth regulations (city noise ordinances and laws) that all residents must abide. 1264 Foothill is a very busy location with thousands of cars and lots of foot traffic each day. In the past, when a fraternity resides in a popular location, a front yard becomes a hang out with drinking tables, large gatherings and a distraction to drivers (often times honking their cars) creates unnecessary noise throughout the neighborhood, creates traffic safety concerns and contributes to unruly behavior and loud music/parties that affect all that live nearby.. I ask you to help us in promoting a neighborhood that promotes excellence in presenting respectable citizens & properties with guidelines and rules that serve the community well.
