RESOLUTION NO. 11500 (2024 SERIES)
A RESOLUTION OF THE COUNCIL OF THE CITY OF SAN LUIS
OBISPO, CALIFORNIA, AUTHORIZING GRANT APPLICATIONS FOR
FUNDING PROVIDED THROUGH THE DEPARTMENT OF ALCOHOLIC
BEVERAGE CONTROL TO INCREASE EDUCATION AND
ENFORCEMENT PROGRAMS FOCUSING ON UNDERAGE DRINKING
AND RETAIL ALCOHOL OUTLETS AND AUTHORIZING THE CITY
MANAGER TO EXECUTE ALL RELATED GRANT DOCUMENTS
WHEREAS, the San Luis Obispo Police Department (the “Police Department”)
through the City of San Luis Obispo desires to undertake programs to increase education
and enforcement to focus on regulating retail alcohol outlets in the community; and
WHEREAS, the Police Department submitted a grant through the Alcohol Policing
Partnership (APP) administered by the Department of Alcoholic Beverage Control (ABC)
in April 2024 to conduct education and compliance activities related to local businesses
that hold alcohol licenses; and
WHEREAS, in May 2024, the Police Department will be notified of the ABC grant
award in an amount not to exceed $94,000.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of San Luis
Obispo as follows:
SECTION 1. The Chief of Police or their designee is hereby authorized to submit
grant applications consistent with program requirements to pursue an Alcohol Policing
Partnership grant administered by ABC, including the Police Department's April 2024
application.
SECTION 2. The Interim City Manager of the City of San Luis Obispo or their
designee is authorized to execute all grant related documents, including the State of
California Standard Agreement, any extensions or amendments thereof, and any
subsequent contract with the State in relation to the APP grant administered by ABC.
SECTION 3. The Finance Director is authorized to make the necessary budget
adjustments upon the award of the grant.
SECTION 4. The City agrees that any liability arising out of the performance of this
contract, including civil court actions for damages, shall be the responsibility of the grant
recipient and the authorizing agency and acknowledges that the State of California and
ABC disclaim responsibility for any such liability.
SECTION 5. Grant funds received hereunder shall not be used to supplant
expenditures controlled by this body.

SECTION 6. This award is not subject to local hiring freezes.
Upon motion of Council Member Shoresman, seconded by Council Member
Francis, and on the following roll call vote:
AYES: Council Member Francis, Marx, Shoresman, Vice Mayor Pease, and
Mayor Stewart
NOES: None
ABSENT: None
