HOW TO VOTE YOUR BALLOT CARDS
STEP 1
Vote only one ballot card at a time. Slip
ballot all the way into tray UNDER clear
plastic cover from left side of machine.
STEP 2
Move the chrome punch lever with its
red plastic pointer to the right of the
candidate or measure of your choice and
completely depress the lever which will
punch out the cross +. Repeat the
process until you. have voted for all
candidates or measures of your choice.
STEP 3
After you have completed voting, return
the chrome punch lever to the top po-
sition. Place your ballot cards with the
stubs at the top, in the ballot envelope
and hand it to the Inspector.

To vote for a candidate whose name appears on the ballot, PUNCH OUT
THE CROSS (+) in the voting square to the right of the candidate's name.
Where two or more candidates for the same office are to be elected,
PUNCH OUT THE CROSS (+) after the names of all candidates for the
office for whom you desire to vote, not to exceed, however, the number
of candidates to be elected.
To vote for a qualified WRITE-IN candidate, write the person's name in
the blank space provided for that purpose following the names of other
candidates for the same office and PUNCH OUT THE CROSS (+) in the
voting square to the right of the name you have written in, or your vote
will not be counted.
To vote on any measure, PUNCH OUT THE CROSS (+) in'the voting
square after the word, "YES" or after the word "NO".
All distinguishing marks or erasures are forbidden and make the ballot
void.
If you wrongly punch, tear or deface any portion of your ballot cards,
replace the cards in the Ballot Envelope, return it to the Precinct Board
Member and obtain another set.
MAKE SURE YOU VOTE BOTH SIDES OF YOUR BALLOT CARDS.
AFTER YOU HAVE COMPLETED VOTING, place your ballot cards in the
Ballot Envelope with the numbered STUBS AT THE TOP. Hand envelope
to the Precinct Board Member, who shall, in the presence of the voter,
remove the numbered stubs, hand same to voter and deposit the voted
ballot in the ballot box.

Education and Qualifications: Bom and raised in Perry, Oklahoma In high school J be-
came very active in sports. I was a State champion in wresting and received honor-
able mention on the Oklahoma All -State football team in 1961. After attending Lamar,
Colorado Junior College, I joined the United States Marine Corps and served for four
years.'
I came to San Luis Obispo in 1967 to attend California Polytechnic University, and
graduated in 1972 with a degree in Physical Education. During college years, I support-
ed my family as an assistant manager in student housing. After graduation, I worked
as a manager for apartment complexes as well as in construction. In 1975 1 was hired
to build and manage Woodside Garden Apartments for student housing.
My values reflect my belief in God who challenges us to be good stewards of life, in
my personal integrity, and in effectiveness of the family as the basic social building
blocks
My basic concern is to unite our community toward problem solving. I don't believe our
city should be divided into two camps. Most citizens would choose a well-planned,
gradual and moderate development of our city. People with various viewpoints need to
be brought together to make realistic, workable plans for our future.

MELANIE BILLIG AGE: 37
Occupation: City Councilmember; housewife; former high school teacher
Education and QuaOficatiom: I am a graduate of the University of California, Berkeley,
with a Master's degree from San Francisco State University; have taught high school
history and government; am currently a member of the City Council and President of
the Council of Government comprised of representatives from each city and the Board
of Supervisors; am a former member of the San Luis Obispo Planning Commission, and
League of Women Voters, Board of Directors.
The scope of my experiences in local government as City Councilmember and as Presi-
dent of the Council of Governments with their leadership and administrative resp risibilk
ties qualify me to serve as Mayor. Some particular projects that I have worked on as
a Councilmember are the Energy Element of the General Plan; the organization of the
Historical and Architectural Preservation Seminar; the Downtown Beautification and
Re -vitalization Program; and the preservation of downtown housing.
I have served all the citizens full time since becoming a Councilmember, encouraging
their participation, listening and responding to their views. As mayor, I would continue
the same openness and responsiveness to San Luis Obispo citizens.

muy actvo en los deportes. Fui campeon Estatal en la lucha libre y recibi la mention
honrosa en el equipo de f itbol de Ases del Estado de Oklahoma en 1961. Despues de
asistir a Lamar, Colorado Junior College, me aliste al Cuerpo de la Marina de los
Estados Unidos y servi par cuatro anos.
Vine a San Luis Obispo en 1967, para asistir a la Universidad Politecnica de California,
y me gradue en 1972 con un. diploma en Education Fisica. Durante los anos universi-
tarios, yo trabaje tomo gerente de edificios de departamentos y tambien en construc-
tion. En 1975 consegui el trabajo de construir y dirigir los Departamemos Woodside
Garden para residencias estudiantiles.
Mi filosofia demuestra mi creencia en Dios quien nos desafia a ser buenos dirigentes de
la vida, en mi integridad personal, y en la efectvidad de la familia tomo el fundamento
basico social.
Mi interes basica es de unir nuestra comunidad con el fin de solucionar problemas. No
creo que nuestra Ciudad debe ser dividida en dos grupos. La mayoria de los ciudadanos
escogeria un desarrollo bien planeado, gradual y moderado de nuestra ciudad. La gente
de vanos puntos de vista necesita ser juntada para hater planes realistas y practicos
para nuestro futuro.

GLENNAOEANE OOVEY AGE: 54
Octmpiftit Community Volunteer; Administrative Medical Assistant; College Instructor
Education and Qualifications As a 16 -year resident of the city, I have frequently ob-
served Council and Planning Commission meetings, attending neatly all -Council meet-
ings this past year, including study and budget sessions. I was appointed by the Mayor
to the 1974 Task Force which studied and recommended Ordinance 604-A requiring
verification of sufficient services available to the site of any new development.
My professional experience is over 30 years in medical office management. I taught
medical assisting courses at Cuesta College and was instrumental in the establishment
of that vocational program. I currently serve on the General Advisory Committee and
the Community Services Advisory Council at Cuesta.
I hold life membership in the American Association of University Women, served as
charter president of the Oxnard Branch and Administrative Assistant of the state divi-
sion. I am a member and past president of the League of Women Voters of San Luis
Obispo. As a charter member of Obispo Beautiful Association, I served on the original
by-laws committee.
Study and research in government have given me a strong interest and considerable
knowledge in the fiscal aspect of city affairs. As a councilmember, I would be able to
apply budgetary realism to discussion of services.

SYLVIA DRUCKER AGE: 42
Occupatioit City Planning Commissioner, housewife, former teacher
Education and Quafificaticim I am a graduate of California State University at Long
Beach with a Master's degree in Educational Administration and Supervision. Our family
first moved to San Luis Obispo from Southern California in 1967.
During the past several years I have attended and participated in many City Council
meetings and study sessions. My interests and involvement led to my appointment to
the City Planning Commission in June, 1979.
During the past 1-112 years as a Commissioner I have served as Vice -Chairman of the
Commission and a member of the City's Mass Transportation Committee.
My special concems for the City of San Luis Obispo are reflected in my attendance at
the Historic Preservation Workshop, my membership in the Old Town Neighborhood As-
sociation and my contributions to the content of the Housing Element.
Throughout my years as an active participant in City government I have encouraged
and maintained the free flow of ideas among all segments of the community.
My concems are for greater public participation in the City governmental process; care-
ful planning for our future growth; and the preservation.of our unique heritage.
It is my wish to serve all the citizens fairly and equitably as a City Councilwoman.

del presupuesto. Ful Nombrada por el Alcalde a la Fuerza Operante de 1974 la cual
estudi6 y recomendd la Ordenanza 604-A requeriendo la verificaci6n de suficientes ser-
vicios disponibles en el Sitio de cualquier nueva edificaci6n.
Mi experiencia protesional es mss de 30 ahos en la administracidn de oficinas medicas.

RONALD (RON) DUNIN AGE: 62
0mapation: Councilman
Education and Qualifications: As a fifteen -year resident of San Luis Obispo I have partici-
pated in community activities that helped prepare me for the council. I was a founder
and president of OBISPO BEAUTIFUL, chairman of the BUSINESS IMPROVEMENT AS-
SOCIATION, member of the LA FIESTA Board, chairman of the City PROMOTIONAL
COMMITTEE, and member of the CHAMBER Board of Directors. I was also selected as
"Citizen of the Year" by the Chamber of Commerce, and "EI Presidents' of La Fiesta.
I ask the citizens of San Luis Obispo to return me to the City Council for a second and
FINAL term because I believe that my experience and independence is needed to pro-
vide balance and moderation on the council. Also, because I support open government
and encourage public participation in decision making.
Our city presently provides high quality public services for fire, police, street mainte-
nance, recreation, water and sewer. I support conservative fiscal policies that permit us
to maintain these services within the spending limits of Proposition 13. There is contro-
versy concerning the issue of growth. I think that growth should be carefully planned
and managed to preserve the unique character of San Luis and protect our limited
water supply.

JERRY MUNGER AGE: 38

Education and Qualifications: I have a business background with a long history of
community involvement. My educational background includes a Bachelors Degree from
the University of Denver. I served in the Officers Corps of the United States Army for
3 years.
Community involvement includes: The San Luis Obispo Jaycees, a service group of
which I served as their President Also received their Young Man of the Year Award in
1976. 1 served on the La Fiesta Board for five years including two years as EI Presi-
dente, and finally as Honorary EI Presidente in 1980.
As Chairman of the Business Improvement Area in 1979, 1 gave direction to the de-
velopment of the parking program along with the many other involvements of the
downtown area within the community. I served on the Board of Directors for the Miss
San Luis Obispo Pageant Association and as their President for two years. Also have
served on the Chamber of Commerce Board as well as the Private Industry Council.
Have been active in SLO Youth Baseball program and currently serving as the Presi-
dent of the organization. I believe in working with and serving the community 1 live in.

fundador y presidente de BELLEZA EN OBISPO, presidente de la ASOCIACION DE
MEJORAMIENTO DE NEGOCIOS, miembro del consejo LA FIESTA, presidente del
COMITE PROMOCIONAL de la Ciudad, y miembro del Consejo de Directores de la
CAMARA. Tambien fui seleccionado "Ciudadano del Ano' por la Camara de Comercio,
y "EI Presidente" de La Fiesta.
Yo pido a los ciudadanos de San Luis Obispo que me devuelvan al Consejo de la
Ciudad para el segundo y 61 imo termino porque yo creo que mi experiencia a indepen-
dencia son necesadas para suministrar equilibrio y moderaci6n en el consejo. Tambian,
puesto que apoyo el gobiemo abierto y animo la participaci6n p6blica en el acto de
tomar decisions.
Actualmente nuestra ciudad suministra servicios publicos de alta calidad de bomberos,
policia, mantenimiento para las calles, recreo, agua y albariales. Apoyo polificas conser-
vadoras fiscales que nos penniten mantener estos servicios dentro de los limites de
gastos de la Proposici6n 13. Hay una disputa tocante al asunto de crecimiento. Creo
que el crecimiento debe ser planeado y manejado cuidadosamente para preserver el
caracter unto de San Luis y proteger nuestra provisidn limitada de aqua.

Educa196n y Calficociones: Tango conocimientos en el negocio con una larga historia de
parficipacidn an la comunidad. Mi experiencia educacional inctuye un diploma de Licien-
ciado de la Universidad de Denver. Yo servi en el Cuerpo de Oficiales del Ejercito de los
Estados Unidos por 3 anos.
Participaci6n en la comunidad incluye: Jaycees de San Luis Obispo, un grupo de servi-
cio an el cual yo servi como su Presidente. Tambien recibi su Premio de Hombre Joven
del Ano en 1976. Servi en el cansejo La Fiesta por cinco anos inctuyendo dos anos
como EI Presidente, y finalmente como EI Presidente Honorario en 1960.
Como Presidente del Area de, Mejoramiento al Negocio en 1979, yo di direcci6n al
desarrollo del programa de estacionamiento junto con muchos etros asuntos en el area
del centro dentro de la comunidad. Servi en et Consejo de Directores para la Asociaci6n

Education ad Qualificolim I have grown up in this area and have attended everything
from grade school to college here. I have a deep concern for the well being of this
community and feel it is time we had leadership in City Hall that would work to bring
people together instead of continuing the unsolved conflicts over growth, housing,
parking and the other major issues.
In the last 3 years. I have been involved in working to solve transportation problems in
San Luis Obispo as Director of the Transportation Project During this time, I have seen
how our city functions. The only real solutions to all problems can come only with
creative ideas and strong leadership, not by dwelling on each specific zoning appeal or
by spending millions on a few hundred packing spaces.
My experience in working on city issues outside of City Hall gives me an open mind to
be able to look at problems in a new, creative way. Also, in the last 7 years, I have
been running my own business and have built it into a strong, growing business. This
management experience will be valuable if I am elected city councilman.

CHARTER AMENDMENT
SECTION 302. General Municipal Elections.
General municipal elections to fill elective offices shall be held in the City on the first
Tuesday after the first Monday in November in each odd numbered year.
SECTION 404. Term of Office.
(A) The tern of the Mayor shall be two years, and the terms of the Council mem-
bers shall be four years.
(B) Terms shall commence on the first day of December at twelve o'clock noon fol-
lowing the election and each shall serve until a successor is elected or appointed and
qualified. Ties in voting shall be settled by the casting of lots.

with biennial school district elections.)
The existing charter requires general municipal elections for elective offices to be
held on the first Tuesday after the first Monday in March.
Further, this measure, it approved, will provide that terms of elected city offices shall
commence on the first day of December at noon following the election.

Further, this measure. if approved, will extend by approximately eight months (a) the

change explained above. The eight months of term extension will not count.in deter-

In an attempt to save money and to make it easier for voters to take part in the
election process, Measure "A" will change the City's General Municipal Election date
from the first Tuesday after the fust Monday in April of each odd numbered year to

change in election date will again consolidate the city election day with the bi-annual
elections for County School Board, Community College Board and the Board of the
Coastal Unified School District, resulting in a substantial cost savings to the taxpayers
of the various school districts and the City of San Luis Obispo. This will also allow
greater participation by voters taking part in the consolidated election.

Our City Charter presently requires the full text of all city ordinances be published in
a newspaper before final adoption by City Council. This full text version is lengthy and
includes legal phrases that many people find obscure and confusing. More important
the length and necessary legal terminology often make it difficult to understand the
intent and purpose of the law.
Proposed Charter Amendment "C" would allow the City Clerk to publish a PLAIN
LANGUAGE summary of new ordinances or amendments instead of the complete text
After reading this summary, any citizen who wishes to review the entire ordinance may
obtain a copy at City Hall or the Library.
We feel that publishing a PLAIN LANGUAGE summary of all new ordinances and
amendments will keep our citizens better informed regarding city affairs. In addition, the
cost of publishing ordinance summaries will be considerably less than the present re-
quirement for printing the long versions.
The state law was changed several years ago to allow publication of PLAIN
LANGUAGE summaries in general law cities of California. The results have been very
satisfactory. so we urge that you approve this Charter amendment so that San Luis
Obispo citizens can enjoy the same privilege.

I was bom and raised in Perry, Oklahoma where I became very active in sports dur-
ing my high school years. I was a state champion in wrestling and received honorable.
mention on the Oklahoma All -State football team in 1961. After attending Lamar,
Colorado Junior College, I joined the United States Marine Corps and served for four
years
I came to San Luis Obispo in 1967 to attend California Polytechnic University and
graduated in 1972 with a degree in physical education. During my college years, I
supported my wife and two daughters as an assistant manager in student housing.
After graduation I worked as a manager for apartment complexes as well as in con-
struction. In 1975 1 was hired to build and manage the Woodside Garden Apartments
for student housing.
My values reflect my belief in God who challenges us to be good stewards of life, in
my personal integrity, and in the effectiveness of the family, the basic social building
block My past experience with athletics and the Armed Forces has instilled in me the
value of personal discipline and the need for a unified effort and appreciation of people
as individuals in working toward common goals I am very concerned about carrying on
the valuable precedent set in the last two years of commitment to the needs and
wishes of the majority.
My basic concern is to unite our community toward problem solving. I do not believe
that factionalism is conducive to a healthy community environment. The need to bring
together people with various viewpoints, tempering one another to develop realistic,
workable plans for our future, is evident in the nature of the problems we are exper-
iencing. When faced with the facts on astronomical housing costs, declining enrollment
in our schools, cutbacks baring the bones of our educational institutions, and the loss
of extremely talented, well-prepared college graduates to other communities where they
are in great demand, most citizens would choose a limited, controlled plan for the

asistir a Lamar, Colorado Junior College, me aliste al Cuerpo de la Marina de los

CITY GOVERNMENT MUST BE OPEN, FAIR, AND EQUITABLE.
The mayor can have a great impact on open government I will welcome public
attendance at meetings and restore open, meaningful citizen participation encouraging
all viewpoints. Decisions regarding the city's future must be discussed 'in hearings
scheduled for the public's convenience from which a consensus can emerge.
THE CITY'S CHARACTER AND CHARM DEPEND UPON ITS SMALL-TOWN
ATMOSPHERE AND RURAL SETTING.
The city's natural and historic resources such as older buildings, creeks, peaks, open
space, Laguna Lake must be protected from urban sprawl and insensitive development
We should not stop growth; we must manage it to insure the type and location of
development improves the quality of life for current residents and is compatible with
our small-town character.
THE DOWNTOWN MUST RETAIN ITS ECONOMIC AND CULTURAL VIABILITY FOR
OUR SENSE OF COMMUNITY IDENTITY.
Downtown and Mission Plaza are the heart of our community with retail, govern-
mental, and cultural activities. This economic and cultural position should be strength-
ened by attracting new businesses instead of allowing them to drift to outlying areas.
The future of downtown also depends upon the mutual vitality and integrity of both
business and residential neighborhoods. The downtown beautification and revitalization
program, new parking facilities, and the extension of Mission Plaza are projects I have
actively encouraged and will continue to promote.
NEW DEVELOPMENT MUST BENEFIT THE ENTIRE COMMUNITY AND PAY ITS
OWN WAY.
The city is obligated to respond to housing needs accepting reasonable growth con-
sistent with General Plan policies and existing resources. I shall continue to encourage
developers through incentives to incorporate moderately priced dwellings for seniors and
young families into projects. I shall continue to work with Cal Poly and the state on
housing for married and single students and a Greek Row on campus,
THE MAYOR MUST PROVIDE POSITIVE, DYNAMIC, EXPERIENCED LEADERSHIP.
The city needs a capable leader willing to meet challenging issues in positive, in-
novative ways. The public deserves a fulltime Mayor who considers the overall in-
terests of the community first As Mayor I will promote harmony among council
members and between council and city staff so city hall can better serve everyone. I
will continue to work with all groups to minimize confrontation and polarization
emphasizing our common purposes and responsibilities to make this a better community

I have deep feelings about our city --its natural beauty, its warm, caring citizens and
its healthy business climate. The great majority of city residents and visitors want to
see the city retain its beauty and the active involvement of its citizens. It is my hope
that we can become a more united community, with all citizens encouraged to partici-
pate in government, and with broad and representative City Council leadership.
Our major concerns as citizens include housing, transportation, hillside development,
downtown parking, flood control and energy conservation. These issues must be ad-
dressed by setting specific policies which are developed after consideration of the fiscal
realities and adequate citizen participation in the process. It is most important that any
agreed-upon policies be followed. THE RULES SHOULD NOT BE BROKEN OR IGNORED
BY CITY COUNCIL MEMBERS. This belief is one of the strongest reasons for my
candidacy.
The basic obligation of city government is to protect the health, safety and welfare
of its citizens. This cannot be accomplished if uncontrolled growth takes the city
beyond its capacity to provide that protection. There must be responsible management
of all our resources and fiscal affairs in order to avoid future costs of rectifying
mistakes made today. Council decisions must be made within the constraints of the
current economy and the revenues available.
It is in the best interests of all to preserve a desirable environment which will attract
and retain consumers, thus stimulating local business and a viable downtown and bring-
ing sales and bed taxes as financial support for local government services. We should
evaluate the advantages and disadvantages of certain kinds of growth and plan for
rp ogress, not simply growth.
Today we need greater citizen participation in government, not a reduction in the
membership or number of advisory committees. We need people of the community to
become involved and to enter into open discussion of often conflicting ideas. I believe
that we need to evaluate our current advisory boards and their duties, perhaps re-
organizing some of them, and we should set forth specific goals for each one. The
purpose of all advisory bodies should be to help the City Council accommodate the will
of the citizens.
Whatever the issue, each Council member should take a position of leadership and
actively pursue all possibilities for resolution. This is a challenge I am willing to accept.

participaci6n activa de sus ciudadanos. Es mi esperanza que podamos hacernos una

Nuestras preocupaciones principales como ciudadanos incluyen la vivienda, el trans-

La obligacidn basica del gobiemo de la ciudad es de proteger la salud, segundad y el
bienestar de sus ciudadanos. Esto no puede ser realizado si el crecimiento no controla-
do Ileva la ciudad mos alla de su capacidad de suministrar esa protecci6n. Debe haber
una administraci6n responsable de todos nuestros recursos y asuntos fiscales para
evitar los costos futuros de rectificar los errores cometidos hoy. Las decisiones del
Consejo deben ser tomadas dentro de los Bmites de la economia actual y los ingresos
disponibles.
Todos van a beneficiar de la preservaci6n de un ambiente deseable que atraera y
retendra los consumidores, asi estimulando el negocio local y un centro viable y trayen-
do las ventas y los impuestos locales como apoyo financiero para los servicios locales
de gobiemo. Debemos evaluar las ventajas y desventajas de ciertos modos de creci-
miento y planear elrp ogreso, y no sencillamente el crecimiento.
Hoy necesitamos mayor participaci6n de los ciudadanos en el gobiemo, y no una
reduccibn an la membrecia o el n6mero de comit6s consultivos. Es necesario que la
gente de la comunidad Ilegue a ser participante y entre una discusi6n abierta de las
ideas muchas veces incompatibles. Creo que necesitamos evaluar nuestros consejos
consultivos actuales y sus deberes, quizas reconociendo algunos de ellos, y debemos

For the past 1 112 years I have served on the City Planning Commission and have
twice been elected its Vice -Chairman. I have worked with many diverse interests to
help solve some community problems in practical constructive ways.
Too many citizens in San Luis Obispo have come to consider City Hall as an adver-
sary rather than the servant of public interest. They feel their local government has
become too distant and unresponsive; its workings too cumbersome, confusing and
wasteful. We must take a hard look at how City Hall is doing its business, how to
make it responsive to citizens' needs, and how we can rekindle citizen input and in-
terest in their government
To improve the workings of local government and bring it closer to the people, I will
continue to work to reduce our dependence on outside consultants, examine all city
expenditures, promote spending cuts in right of decreasing revenues, make better use
of the unique talents of our citizenry, and conduct public business in public meetings
held at reasonable hours to permit maximum participation.
I am sensitive to the character of neighborhoods, to hillside protection, and to the
limits of our city resources. We must work cooperatively to assure that our growth
does not exceed our available resources while providing needed housing and assuring
our economic vitality as a community. This can be done only if we work together
toward these ends I would dedicate my ability to work well with people to bring this
about. I would also make effective use of the Planning Department while keeping the
appeal process open for more efficient government
Issues such as the future of downtown, historic preservation, solar energy and
transportation will all demand the attention of City Hall in the years to come. The
exclusive reliance on regulations and protective ordinances is not the answer. I will
work on an approach of incentives and close cooperation with property owners and
citizens to help address community concerns.
I will never forget that City Hall and its officials must be responsive to the public,
open to their participation, and effective in carrying out their will.
For common sense, commitment and experience in city government, I ask for your
vote on March 3rd.

Durante el 1 112 ano pasado he servido en la Comisi6n de Planeaci6n de la Ciudad y
dos veces he sido elegido ser Vice-Presidente. He trabajado con muchos intereses
diversos para ayudar a solucionar algunos problemas de la comunidad de formas practi-
cas y constructivas.
Un numero excesivo de ciudadanos en San Luis Obispo consideran el Ayuntamiento
como un adversario en vez del sirviente del interes publico. Creen que su gobiemo local
se ha puesto demasiado lejano y no responsivo; sus operaciones demasiado pesadas,
confusas y antiecondmicas. Debemos mirar bien c6mo el Ayuntamiento esta haciendo
su trabajo, c6mo hacerlo responsivo a la necesidades de los ciudadanos, y Como
podemos reavivar la participaci6n a interes de los ciudadanos en su gobiemo.
Para mejorar las operaciones del gobiemo local y traedo mos cerca a la gente
continuar6 trabajando para reducir nuestra dependencia de los consultores indepen-
dientes, examinando todos los gastos de la ciudad, promoviendo las reducciones en los
gastos viendo el decremento en los ingresos, haciendo mejor use de los talentos unicos
de nuestra ciudadania, y conduciendo negocio publico en las sesiones publicas celebra-
das a upas horas razonables para perm6fir la par idpacidn maxima.
Soy sensible at caracter de las vecindades, a la proteccibn de las colinas, y a los
limites de los recursos de nuestra ciudad. Debemos trabajar cooperativamente para
asegurar que nuestro crecimiento no exceda a nuestros recursos disponibles al suminis-

general municipal election, to be held on March 3, 1981, 1 submit the following state-
ment of position:
My name is: Ronald 'Ron" Dunin
My age is: 62
My occupation is: Councilman - Incumbent
During the past four years I have had the opportunity and honor to represent the
citizens of SLO as a member of the City Council. I brought with me to the council over
35 years of responsible business experience along with 15 years of service to my
community on various civic organizations such as Obispo Beautiful, Business Improve-
ment Area, La Fiesta, Zone 9 Flood District and Area Agency on Aging. Most of all I
brought a concern for the many serious problems facing our community.
Then, as now, my highest priorities as a councilman are:
1. To preserve the financial stability of the city and maintain an adequate level
of essential public services such as police, fire, sewer and flood control. This
will be difficult in view of our declining financial resources resulting from Propo-
sitions 13 and 4.
2. To encourage more affordable housing, particularly for medium and low income
citizens.
3. To protect our single-family neighborhoods in their present environment.
4. To work toward resolution of student housing and establishment of a frater-
nity -sorority row in cooperation with Cal Poly.
Other areas of my concern are traffic circulation, parking in general, historical
preservation and energy conservation and the need for open city government through
greater citizen participation. If funds are available after providing the most essential
services I would like to expand our recreation program for youth and senior citizens
and continue the city beautification program including the expansion of Mission Plaza
and Laguna Lake Park.
I support reasonable growth for our city but I am determined that such growth will
not exceed our service capabilities or impose a financial burden on our present resi-
dents. I strongly favor streamlining the development review procedures which cause
unnecessary delays and add to the cost of the housing units. The growth should occur
in accordance with the general plan, the land -use element and limit of resources.
As a retired person, I have the time to listen and evaluate citizens' problems. I also
understand the city organization which permits me to serve as an ombudsman and a
buffer between the citizens and our city bureaucracy. However, I believe the City
Council should establish policy, leaving administration to the City Administrator.
If re-elected to a final term my major contribution as a senior council member will be
to offer experience, independence, good judgment and a sense of balance to a council.

There is great concern among our citizenry about the issue of growth. I firmly be-
lieve that we cannot allow ourselves to perpetuate a no -growth philosophy. A positive
direct attitude of planned and orderly growth rather than a negative obstructionist
attitude is vitally important. This concept will enable our city to develop with concern
for the best combination of our environmental and economic needs.
We need to encourage stable light -industry or perhaps a research and development
center to assist in providing necessary jobs. It is our young people who want to remain
here or return here that do not have the opportunity because of the lack of a sufficient
employment base.
A strong and healthy economic base for our city can be maintained by strengthening
the county commercial center as well as the county government seat For us to remain
the county commercial center we must encourage a competitive and viable business
climate that satisfies our local residents as well as bringing in the county shoppers. We
cannot afford to lose tax dollars that make it possible for the City of San Luis Obispo
to operate as a living entity.
Tourism is our number two industry in this city. We must continue to strengthen this
clean and revenue generating industry from which we all receive the benefits. Our
concern for a fully developed community center will help local residents in particular
and visiting groups in general.
Affordable housing has continued to be a problem in our city. But the problem will
become a monster for our young people, our average income people and our senior
citizens if we continue to discourage development through obstructionist tactics. I
believe we can solve some of the affordable housing problems through less bureaucra-
tic red tape in our city government and more willingness to work with the public in
both a dollar concious and environmentally concious manner.
I offer a conservative, realistic and honest vote on your City Council.

Creo finnemente que no podemos permitimos a seguir una filosofia en contra del creci-
miento. Una dirigida actitud positiva de crocimiento planeado y ordenado en vez de una
actitud negativa de obstruccionismo es de importancia vital. Este concepto habilitara a
nuestra ciudad de desarrollarse con una preocupacion con la mejor combinacion de
nuestras necesidades ambientales y economicas.
Necesitamos animar la industria-ligera estable o quizas un centro de investigacidn y

mente desarrollado ayudara a los residentes locales en particular y los grupos visitantes
en general.

I AM COMMITTED TO PRESERVING THE NATURAL ENVIRONMENT AND
HISTORIC CHARACTER OF OUR CITY.
Hillside and creek development must be strictly regulated to prevent flooding, erosion
and destruction of the scenic environment We must protect rural land use and avoid
extending urban services the City lacks capacity to provide. We must preserve historic
buildings and protect neighborhoods against excessive traffic, noise, parking and in-
creased densities.
WE MUST PLAN GROWTH LIMITED TO EXISTING RESOURCES AND HAVE.A
STRONG GENERAL PLAN.
We must complete zoning, circulation and housing ordinances consistent with the
adopted 1977 General Plan. We need also a growth management ordinance, hillside
development plan, park master plan and energy element
HOUSING AND TRANSPORTATION NEEDS ARE NOT PRESENTLY SATISFIED.
We must encourage developers to provide affordable housing. Cal Poly and the City
must work together to secure on -campus housing for married and single students. ,
INSURE THE ECONOMIC VIABILITY OF DOWNTOWN AND BUSINESS THROUGH-
OUT THE CITY.
City policies must encourage shopping within the city to minimae loss of revenue to
other communities. We need downtown parking, but we must not destroy existing
commercially valuable buildings for parking lots. This would be a loss of productive land.
Mission Plaza and the central business district must remain the focal point of our city.
Neighborhoods must be safeguarded against unwarranted office encroachment.
WE NEED CONSISTENT POLICIES. REASONED DECISIONS AND SOUND MANAGE-
MENT.
I want efficient, open, and honest government that is functional, environmentally
sensitive, considerately decisive and encourages citizen participation. We must be free
from conflicts of interest making the Council unwilling or unable to decide fairly the
City's future development.
Policies must not be changed for every special case, and staff should not be criti-
cized for enforcing existing ordinances. City commissions must become more involved in
policy making, not ignored or reversed.
Careful decisions on budget and capital improvements will avoid loss of sales tax
and reduction of State and Federal aid.
THE CITY NEEDS AN EXPERIENCED, ACTIVE LEADER ON THE COUNCIL.
I have been involved in City government since 1974, serving on the Planning
Commission, City Council, Housing Task Force, Environmental Review Committee, and
as president of the County Area Council of Governments. My background is in munici-
pal planning, law, finance and administration.
I will hold regular office hours and go out to discuss important issues impacting our
city.

HISTORICO DE NUESTRA CIUDAD.
EI desarrollo a las colinas y los arroyos debe ser estrictamente regulado para evitar
la inundacibn la erosi6n y la destruccion del ambiente esc6nico. Debemos proteger el
use de la tierra rural y evitar la extension de los servicios urbanos que la Ciudad no
tiene la capacidad de suministrar. Debemos preservar Ips edificios historicos y proteger
las vecindades contra el trafico, el ruido y el estacionamiento excesivos y las densi-
dades incrementadas:
DEBEMOS PLANEAR EL CRECIMIENTO LIMITADO A LOS RECURSOS EXISTENTES
Y TENER UN FUERTO PLAN GENERAL.

SATISFECHAS ACTUALMENTE
Debemos animar a los urbanizadores de suministrar la vivienda barata. Cal Poly y la
Ciudad deben trabajar juntos para asegurar las residencias en el plantel de la universi-
dad para los estudiantes casados.y softeros.
ASEGURAR LA VIABILIDAD ECONOMICA DEL CENTRO Y EL NEGOCIO A TRAVES
DE LA CIUDAD.
Las politicas de la ciudad deben animar las compras dentro de la ciudad para reducir
al minimo la Ordida de ingresos a las atras comunidades necesitamos estacionamiento
en el centro , pero no debemos destruir los existentes edificios de valor comercial para
hacer lotes de estacionamiento. Esto sena una perdida de tierra productiva, Mission
Plaza y el distrito central de negocios deben permanecer el foco de nuestra ciudad. Las
vecindades deben ser defendidas contra la intrusion injustificada de oficinas.
NECESITAMOS POLITICAS CONSISTENTES, DECISIONES CON RAZONAMIENTO Y
DIRECCION SANA.
Quiero gobierno eficiente, abierto y honesto que sea funcional, sensible al ambiente,
considerablemente decisivo y que anime la participaci6n de los ciudadanos. Debemos
estar fibres de los conflictos de intens haciendo del Consejo maldispuesto o incapaz de
decidir justamente en el desarrollo futum de la Ciudad.
Las politicas no deben su cambiadas para cada caso especial, y el personal no debe
ser criticado por imponer las ordenanzas existentes. Las comisiones de la Ciudad deben
participar mos en el acto de tomar decisiones y no ser ignoradas ni anuladas.
Las decisiones ciudadosas sobre mejoras al presupuesto y la capital evitaran la
p6rdida de impuestos sobre la venta y la reducci6n de la ayuda Estatal y Federal.
LA CIUDAD NECESITA UN DIRIGENTE EXPERIMENTADO Y ACTIVO EN EL
CONSEJO.
He participado en el gobierno de la ciudad desde 1974, sirviendo en la Common de
Planeaci6n Consejo de la Ciudad, Fuerzo Operante de Vivienda, Comit6 de Reexamina-
cion Ambiental, y como presidente del consejo de Gobiernos del Area del Condado. Mi

Problems persist in our city despite "solutions" from City Hall. We need a council-
man with creative ideas and solutions that don't further divide our city.
For example, in our city, growth has brought expensive housing, hazier skies,
unsightly tract homes, more asphalt, and added cars.
One concept that other candidates fail to understand is that it is not how much we
grow, but how we grow.
"Moderate growth" only results in the gradual destruction of San Luis Obispo.
It is estimated that 114 of the cost of a new home is attributed to government
regulations Zoning and the lengthily permit process are a response to the unsightly
development we experience. To reduce these costs, we need city leadership that can
lead us towards new types of attractive development
My goal is to encourage affordable, environmentally sound housing. Factory -built
housing is becoming higher quality at less expense compared to on-site construction.
New building materials, such as plastic water pipes instead of copper, can greatly
reduce the cost of a home. Sharing land and facilities and living closer to work help
reduce living costs and automobile traffic. New designs, such as low profile buildings
and even earth -sheltered construction for housing and businesses, can have little
impact on hillsides
What the above have in common is that they either have been discouraged by City
Hall or else have been outlawed. Instead of continuing with the same unattractive,
expensive development, we deserve leadership that will improve our quality of life.
Our worst growth problems involve transportation. City Hall has done little to solve
these problems.
Alternate transportation is not promoted, yet much money and time have been spent
planning a 350 -space, $6 million parking garage, while over 70% of the demand for
prime spaces comes from downtown workers
Downtown merchants can promote the buses by giving free bus tokens to customers
and by educating their employees about the buses and even subsidizing employees'
fares. A shuttle system that loops through downtown and connects with the regular
bus route would be ideal. Merchants can promote the buses through an organized
advertizing campaign.
By implementing such ideas, the need for more parking spaces and bus subsidies will
be reduced, saving possibly millions of dollars
This savings can be used for a downtown mall or other developments similar to the
Mission Plaza

Los problemas persisten a pesar de las soluciones del Ayuntamiento. Necesitamos
un concejal con ideas creadoras y soluciones que no dividen nuestra Ciudad mas.
Por ejemplo, en nuestra Ciudad el crecimiento ha traido la vivienda cars, los cielos
brumosos, casas teas en fraccionamientos, mos asfalto y mos carros.
Un concepto que otros candidates no comprenden es que no importa que tanto
crecemos sin c6mo crecemos.
EI "crecimiento moderado" solamente resulta en la destrucciiin gradual de San Luis
Obispo.
Es estimado que 114 del costo de una neva casa es atribuido a las regulaciones
gubemamentales. La divisi6n en zonas y los largos tramites del permiso son una
contestacidn al desarrollo feo que expenmentamos. Para reducir estos costos, necesita-
mos direcci6n de la Ciudad que nos puede dirigir hacia nuevos tipos de desarrollo
atractivo.
Mi meta es de animar la vivienda barata y razonable ambientalmente. Las casas
fabricadas estan Ilegando a ser de 4 mas alta calidad a un costo menor comparadas
con la construcci6n en el local, Nuevos materiales de construcci6n, tales Como las
canedas plasbcas para agua en vez de las de cobre, pueden reducir grandemente el
costo de una Casa Compartiendo la tierra y las facilidades y viviendo mas cerca del
trabajo ayudan a reducir los costos de la vida y el transito automovilistico. Los nuevos
disenos, tales Como los edificios modestos y hasta la construcci6n protegido en la tierra
para casas y negocios, pueden tener poco impacto en las Colinas
Lo que to anterior Bene en comien es que han lido desanimados por el Ayuntamien-
to o han sido prohibidos en vez de seguir con el mismo desarrollo caro y sin atractivo,
merecen direcci6n que mejore nuestra calidad de vida..
Nuestros peores problemas de crecimiento tienen que ver con el transporte. EI
Ayuntamiento ha hecho poco para solucionar estos problemas.
EI transports suplente no es promovido, sin embargo, mucho dinero y tiempo han
sido usados planeando un garaje de 350-espacios de $6 milliones, mientros mas del
70% de la demanda para los espacios preferidos viene de los trabajadores del centro.
Los vendedores en el centro pueden promover los autobuses al dar fichas de
autobus gratis a los clientes y al educar a sus empleados acerca de los autobuses y
haste pagar las cuotas de los empleados Un sistema de tren de emlace que rodea por
el centro y que tiene conexi6n con la ruta normal de autobuses seria ideal. Los
vendedores pueden promover los autobuses por medio de una compana organizada de
publicidad.
At implementar tales ideas, la necesidad de mas espacios de estacionamiento y de
subsidies de autobuses sera reducida, ahorrando posiblemente millones de d6lares.
Este ahorro puede ser usado para un centro comercial en el centro o para desa-
