Slip ballot all the way into tray UNDER clear plastic cover from left side of machine. STEP 2 Move the chrome punch lever with its red plastic pointer to the right of the candidate or measure of your choice and completely depress the lever which will punch out the cross +. Repeat the process until you have voted for all candidates or measures of your choice. STEP 3 After you have completed voting, return the chrome punch lever to the top po- sition. Place your ballot cards with the. stubs at the top. in the ballot envelope and hand it to the Inspector. To vote for a candidate whose name appears an the ballot, PUNCH OUT THE CROSS (+) in the voting square to the right of the candidate's name. Where two or more candidates for the same office are to be elected, PUNCH OUT THE CROSS (+) after the names of all candidates for the office for whom you desire to vote, not to exceed, however, the number of candidates to be elected. To vote for a qualified WRITE-IN candidate, write the person's name in the blank space provided for that purpose following the names of other candidates for the same office and PUNCH OUT THE CROSS (+) in the voting square to the right of the name you have written in, or your vote will not be counted. To vote on any measure, PUNCH OUT THE CROSS (+) in the voting square after the word, "YES" or after the word "NO". All distinguishing marks or erasures are forbidden and make the ballot void. If you wrongly punch, tear or deface any portion of your ballot cards, replace the cards in the Ballot Envelope, return it to the Precinct Board Member and obtain another set. MAKE SURE YOU VOTE BOTH SIDES OF YOUR BALLOT CARDS. AFTER YOU HAVE COMPLETED VOTING, place your ballot cards in the Ballot Envelope with the numbered STUBS AT THE TOP. Hand envelope to the Precinct Board Member, who shall, in the presence of the voter, remove the numbered stubs, hand same to voter and deposit the voted ballot in the ballot box. I was born and raised in Southern California. In 1966 1 was named Vice-president and Manager of First American Title Company of San Luis Obispo. In 1972 1 received a promotion to President of First American Title Co. of Nevada. I served in this capacity for three years. In 1975 1 resigned my position as president and returned to San Luis Obispo where I became co-owner of Polin Truchan and Cooper Realty Inc. During the nine years I have lived in San Luis Obispo, I have been active in many civic organizations. I have been Past President of the following: Mustang Boosters, Kiwanis Club, San Luis Obispo Jr. High P.T.A. and Past Chairman of Salvation Army Advisory Board. ADAIR AGE: 36 Occupation: Deputy Commissioner ASA/Sports Official Education ad Qualifications: An Associate Arts Degree from Fresno City College, Bachelor of Science degree from California Polytechnic State University, San Luis Obispo, in Business Administration, concentrations in business manage- ment and industrial relations (wage and salary negotiations). I was born and raised on a farm in Fresno County, graduating from McLane High School (Fresno). Joined the Air Force and served in Viet Nam and Europe in teletype and cryptographic communications. Worked on the N.A.S.A. Apollo Project in a similar capacity, until entering Cal Poly. Was active in college student affairs, serving on numerous committees and in various positions of leadership. Currently, I am a sports official and manage the San Luis Officials Association. I am also active in church, community groups and the California Army National Guard. My lifestyle is such that as mayor I will have the time to be available to citizens who wish their viewpoints to be known. Since I have neither investments nor real estate holdings, I don't have a vested interest in any decisions that may be made. Furthermore, I am not interested in personal gain. ANDREWS AGE: 46 Occupation: Accounting Professor Education and Qualifications: I received the degree of Doctor of 'Business Administration from Indiana University. Also, I am licensed as a Certified Public Accountant in Indiana, and am a member of the American Institute of Certified Public Accountants. I am Chairperson of the City Planning Commission. I have served on the City's Citizens' Advisory Committee. Previously, I served on a committee for an innovative planning project to revitalize the riverfront and downtown areas of Omaha, Nebraska. I have assisted municipalities in identifying sources of revenues and in implementing operating and capital improvement budgets. Also, I have assisted numerous local, state, and federal agencies in improving their administration of federal grants. Six years of my academic work has been in administrative positions. I was president of the Adult Chapter of the International Club - American Field Service at San Luis Obispo Senior High School. I have been on the Board of Directors, San Luis Obispo Executive Club. My education, my experience in municipal finance and budgeting, and my participation in planning in San Luis Obispo and elsewhere will be invaluable in providing the leadership for developing the policies for the future direction of San Luis Obispo. s/ Charles T. Andrews STATEMENT OF CANDIDATE FOR MEMBER OF CITY COUNCIL City of San Luis Obispo LARRY ROBINSON Occupation: Journeyman retail clerk and Cal Poly Student Education and Qualificatlons: I have spent the past four and a half years of under- graduate study in Speech Communication at Cal Poly. I am presently Presi- ident of the Associated Students Incorporated of Cal Poly, and am a very concerned citizen of the city of San Luis Obispo. I have attended over twenty meetings of the council and have served as Vice -Chair of the City Council Ad Hoc Committee for Housing in San Luis Obispo. Housing, unfortunately, is stili a very vital issue. As Vice -Chair of the housing task force, I've strived to promote harmony within the community. With the help of two other committee members, we developed a housing mediation board to alleviate as much tension between students and non -students within the community. I'm not standing for student rights alone, I'm standing up for citizens rights. All citizens have a right to live where they wish, have a right to privacy and have the responsibility not to violate the rights of others. I've made San Luis Obispo my home for the last five years and plan to make this my home for many more. My concern for the city and its future is genuine. s/ Larry Robinson STATEMENT OF CANDIDATE FOR MEMBER OF CITY COUNCIL City of San Luis Obispo ALLEN K. SETTLE AGE: 35 occupation: Appointed Incumbent _ Edmattoti and Qualifications: I am currently a member of the San Luis Obispo City Council and have been responsible for initiation of programs such as the city office of information and complaint to improve city communication with voters. I was elected president of the County Area Council of Governments which handles community matters such as transit, air pollution, and housing. My previous experience an city commissions includes: Member and twice elected chairman of the city planning commission, Member and chairman of the environmental review committee, Member of the city housing task force, and Member of the city -county rural land use task force on city -county planning. I was elected member of the SESLOC credit committee and am a member of the Old Town Homeowners Association. Formerly a resident of Santa Barbara, my wife Kathi and I and two sons have been living in San Luis Obispo since 1970. 1 am a political science professor at Cal Poly University and teach municipal government, finance, law and public administration. My Ph.D. degree is from the University of California. The above mentioned background will enable me to continue to be an effective member of the city council. s/ Allen K. Actualmente soy presidente de los Estudiantes Asociados Incorporados de la Universidad Polit6cnica, y soy un ciudadano muy preocupado de la ciudad de San Luis Obispo. He asistido a mos de veinte sesiones del consejo y he servido como Vice-Presidente del Comit6 Ad Hoc del Consejo de la Ciudad para vivienda en San Luis Obispo. La Vivienda, desgraciadamente es todavla un asunto muy esericial. Como Vice-Presidente de la fuerza operante de vivienda, he procurado promover la harmonla dentro de la comunidad. Con la ayuda de dos otros miembros del comit6, desarrollamos un consejo de medicacidn de vivienda para aliviar la tirantez entre los estudiantes y los que no son estudiantes dentro de la comunidad. No represento solamente los derechos de los estudiantes, represento los derechos de los ciudadanos. Our very success has bred our problems, not bureaucracy, government bumbling or mis-management. We have a downtown parking problem because our downtown is so success- ful; we have a housing problem because San Luis Obispo is such an attractive place to live; we have growth and annexation problems because we have a citizenry who care about the environment and the quality of life here. We are on our way to resolve the downtown parking problem, and a downtown specific plan is now being drafted which should also resolve the question of county facilities location. I also feel that the people are disappointed with the results of Proposition 13. The cuts seem to be made to "get even" with the citizens by doing away with important programs and by laying off indians, instead of cutting fat and laying of excess chiefs. As mayor I would request that research be undertaken to locate and secure federal and state grants and funds that our city would quality for. These funds would be used in the development of needed city improvements and other projects, thus keeping the total costs to the community as low as possible and reducing the possibility of a tax increase that would otherwise be inevitable. Yet, I would be against accepting any funds- or assistance that would sub- jugate the city to outside controls or determination of city policy. To this point I believe in the people's right to "Home Rule" and self determination on all major issues, especially on city growth and large expenditures of city funds. These should be decided upon by the voters and not just the mayor and the City Council members. As mayor, I will be able to devote a majority of time to the office and the public in general as I would not have to divide my time and interests between an outside full-time job and the duties of the mayor's office. Action is needed because any of these issues will have serious financial implications. It is time for a mayor who understands that a shopping environ- ment offering a range of consumer goods generates additional sales tax rev- enues for the city. Was it good money management to build the Edna Saddle water tank when it does not function properly and must be periodically drained? Does it reflect financial responsibility to initiate capital projects without care- ful consideration of future operating and maintenance costs? This is what you have been tolerating. We all must accept the responsibilities when we assume the rights of citizenship. My second point deals with growth in the city. Working with the major industries of San Luis Obispo, (i.e. Men's Colony, Cal Poly) we can plan growth for the future. The key word here is plan, not growth. We don't have the facilities or the money right now for a lot of development. Water shouldn't be the only factor. The city and Cal Poly must work together, not just With growth, but with what the city and Cal Poly give each other. The city can no longer afford not to take stands on issues that affect Cal Poly because they also affect the.com- munity. The city fathers should have been lobbying along with Cal Poly to keep the state from reducing Cal Poly's budget by 10%. The budget cuts would not have only affected Cal Poly, but would also have affected the city financially. Cal Poly isn't the only area that the City Council should lobby for. State and federal grants are awarded every year for city beautification, housing, parks and recreation. We must have city fathers that are willing to be aggressive at the county and state levels. In recent years living in the city has become impossible for many people. We need affordable housing to keep senior citizens and people in the middle income group from being driven out. This is unfair. Uncontrolled development is not the answer; it would harm the aesthetic and environmental qualities of this area. I am working in other ways to help alleviate this problem. My involvement in rent control is a part of my campaign for affordable housing. I am a founder of the San Luis Obispo Tenants' Coalition and a co-author of the S.L.O. Rent Limit Ordinance. Throughout my eight years here, I have been involved in community action. I am a founding member of People Helping People (a senior citizens' organization), also past director of the S.L.O. County Hotline, member of the Citizens' Advisory Committee, and a Toastmaster. These activities further qualify me to serve as your council representative. I am actively interested in all phases of local government. As a council member I will work with Cal Poly to resolve problems associated with a large campus. More cooperation and better communication among the city, the county and Cal Poly will help the city plan more effectively. Events outside the city affect our quality of life. Many questions have been raised about the safety of nuclear power since the Diablo Canyon Project was initiated. I want the city to excerise assertive leadership to insure the health and safety of city residents with regard to the hazards of having a nuclear power plant at the outskirts of town. I am opposed to the expansion of the Madonna Plaza. The downtown area should remain as the hub of commerce and should be developed to keep money circulating in our community. The Business Improvement Association needs assistance from the City Council to ease the shortage of employee parking and to free spaces for shoppers. I will approach these problems with knowledge and reason.I have been a volunteer in many citizens' action groups and found that I can work effectively to achieve community goals. Soy fundadora de la Coalianaza de Inquilinos de San Luis Obispo y co-autora de la Ordenanza de Limite del Alquiler de S.L.O. Durante mis ocho arios aqui, he participado en la acci6n de la comunidad. Soy miembro fundadora de Gente Ayudando Gente (una organizaci6n de ciudadanos anci- anas), tambidn directora anterior de la Linea de Emergencia del Condado de S.L.O., miembro del Comit6 Consultivo de Ciudadanos, y un Maestro de Cere- monias. Estas actividades me califican mas para servir como su representante del consejo. Estoy activamente ihteresada en todas las fases de gobierno local. Los eventos afuera de la ciudad afectan a nuestra calidad de vida. Se han levantado muchas preguntas en cuanto a la seguridad del poder nuclear desde que se micro el Proyecto de Diablo Canyon. Yo quiero que la ciudad emplee mando afirmativo para asegurar la salud y seguridad de los residentes de la ciudad en cuanto a los peligros de tener una planta de poder nuclear en las afueras del pueblo. Me opongo a la expansidn de la Plaza Madonna. Las Areas del centro deben de quedarse coma el centro de comercio y deben de ser desarrollados para seguir a circular el dinero dentro de nuestra comunidad. La Asociacidn de Mejoras al Negocio necesita la ayuda del Consejo de la Ciudad para dar alivio a la escasez de estacionamiento para empleados y para abrir lugares para los compradores. Me acercar6 a estos problemas con entendimiento y razonamiento. He sido una voluntaria en muchos grupos de acci6n de ciudadanos y he encontrado que puedo trabajar efectivamente para lograr las metas de to comunidad. Whelchel My age is: 62 Mi edad es: 62 My occupation is: Semi -Retired Businessman Mi ocupaci6n es: Comerciante Semi-retirado During a campaign, one or two issues may seem very important, but over a period of four years there are many seemingly minor matters which come before the City Council for consideration which will have a far greater and longer lasting impact on our community. That is why it is necessary to have a councilman with experience and maturity for making these decisions. There is a possibility as a result of this eleciton that no one on the City Council would have more than two years experience with the city.. I could bring this needed experience to the City Council with my two years as a planning commissioner, two years as a councilman, and four years as Mayor. This experience combined with twenty years in business and education in Public Administration could bring the needed maturity to the Council. In the past few years, I feel the emphasis of the Council has sometimes been misdirected. I feel the vote on Proposition 13 last summer indicated a tightening of the purse strings and a reexamination of some of the goals. Some things such -as a railroad overpass on Orcutt Road, improvement in traffic -flows in congested areas, and public parking at City Hall should be pursued. The most efficient use of funds available to the city should be the prime considera- tion. I personally feel too much time and finances are spent on planning and consultants rather than relying on good common sense and putting this time, and finances into furthering the projects. I feel the major consideration in making decisions on the City Council should be the tong tern best interests of our residents. I promise to spend as much time and energy as needed in pur- suing that goal. Being semi -retired, I will have as much time as required to spend in behalf of the city. I will continue.my past policy of getting opinions from as many of our local citizens as possible before making decisions, and then working to maintain and enhance the quality of life which we enjoy in this community. Whetchel Durante una campana, uno o dos asuntos pueden parecer muy importantes pero durante un perlodo de cuatro Mos hay muchos asuntos aparentemente menores que vienen ante el Consejo de la Ciudad para consideraci6n que tendr3n'un impacto mucho mos grande y de mayor duracidn en nuestra comunidad. Y es por eso que. es necesario tener un concejal con experiencia y madurez para hacer estas decisiones. Hay una posibilidad coma resultado de esta elecci6n que nadie en el Consejo de la Ciudad tendrfa mos de dos arias de experiencla con la ciudad. Yo podrfa traer esta experiencia necesaria al Consejo de la Ciudad con mis dos ahos como comisionado de planificaci6n, dos anos como concejal y cuatro anos como Alcalde. Esta experiencia combinada con veinte aAos en negocio y educaci6n en Administraci6n Publica podrfa traer la madurez necesaria al Consejo. En los ultimos pocos anos, creo que el enfasis dei Consejo a veces ha sido dirigido erradamerde. Creo que el voto sobre la Proposici6n 13 el verano pasado indic6 una limitaci6n al use del dinero en la bolsa y una reexaminaci6n de aigunas de las metas. Algunas cosas tales como un paso de ferrocarril en el Camino Orcutt, mejoras en el movimiento del tr5nsito en las areas con- gestionadas, y estacionamiento publico en el Ayuntamiento deben de ser abarcadas. EI use mss eficiente de losfondos disponibles a la ciudad deben de ser la consideraci6n prima. Personalmente creo que demasiado tiempo y finanzas se gastan en planificaci6n y consultores en vez de contar con buen sentido comun y de invertir este tiempo y estas finanzas en avanzar los proyectos. Creo que la consideraci6n mayor en hater decisiones en el Consejo de la Ciudad debe de ser los mejores intereses de largo plazo de nuestros residentes. Thomasson My age is: 36 My occupation is: Owner and Operator of a Small Business MY VIEWPOINT IS THAT OF REASON AND RESTRAINT IN CITY GOVERNMENT. As a businessman I understand the importance of financial stability and re- sponsibility to our city. As a ten year resident of San Luis Obispo and a graduate biochemist, the concerns of the environment are of paramount importance to me. I believe that these factors can be balanced to maintain San Luis Obispo as a beautiful and viable community. WE SHOULD ALLOW FOR EXPANSION OF OUR POPULATION ONLY TO THE EXTENT OF OUR EXISTING RESOURCES. Projects such as water importation are not only costly but would actually sub- sidize an accelerated growth rate. Progress should not be synonomous with growth. THE QUALITY OF OUR ENVIRONMENT MUST BE MAINTAINED. The farmland buffer around our city should be protected by removing the in- centive to develop these open spaces. Participation in programs such as the Agricultural Preserve Program should be encouraged. Development within the city must be in keeping with the unique character of our community. Strict adherence to our general plan will ensure the realization of this goal. A.STRONG AND HEALTHY DOWNTOWN AREA IS OF PRIME IMPORTANCE. We must prevent urban sprawl to establish a strong town identity and character. To this end, parking must be improved by: 1) Working with the downtown business association to establish remote parking for employees with shuttle service to the downtown area. 2) Establishing new parking areas as they become available. 3) Working with the county to improve flow in the downtown area. The County Courthouse should remain in its present location and should con- tribute fairly to resolve the parking problem. 4) Bike lanes, although important, should not infringe on parking areas for businesses. IT IS THE RESPONSIBILITY OF THE CITY COUNCIL TO PROVIDE SERVICES FOR ITS CONSTITUENTS NOT TO REGULATE THEIR LIVES. The City Council should concern themselves with long range planning, the protection of our environment and in giving direction and support to the various city departments. Of prime importance are fire and police protection. These services should be supported for peak efficiency and not diluted by excessive, uncontrolled growth. In summation, I intend to abide by the precepts I have outlined above. I have tried to be clear, concise and open on the issues affecting our community. LA CALIDAD DE NUESTRO AMBIENTE DEBE DE SER MANTENIDA La valla de tierra Agricola alrededor de nuestra ciudad debe de ser protegida por remover el inventivo de desarrollar estas areas abiertas. La participaci6n en programas tales como el del Programa de Preservaci6n Agricola debe de ser fomentada. EI desarrollo adentro de la ciudad debe de estar de acuerdo con el caracter 6nico de nuestra comunidad. La adherencia estricta a nuestro plan general asegurara la realizaci6n de esta meta. UNA AREA DEL CENTRO FUERTE Y SALUOABLE ES DE IMPORTANCIA PRIMA Debemos de prevenir la expansidn urbana para establecer una fuerte identi- dad y caracter en el centro. A este fin, el,estacionamiento debe de ser mejorado por: 1) Trabajar con la asociaci6n comercial del centro para establecer estacion- amiento lejano para los empleados con un servicio de transito al area del centro. 2) Establecer nuevas areas de estacionamiento cuando se ponen disponibles. 3) Trabajar con el condado para mejorar el movimiento en el area del centro. EI Ediffcio de Justicia del Condado debe de quedarse en su lugar actual y debe de contribuir bastante a resolver el problema del estacionamiento. 4) Las tineas de bicicletas, aunque importantes no deben de invader las areas de estacionamiento para los negocios. ES LA RESPONSABILIDAD DEL CONSEJO DE LA CIUDAD PROVEER SERVICIOS PARA LOS CONSTITUYENTES PARA NO REGULAR A SUS VIDAS EI Consejo de la Ciudad debe de preocuparse con planificaci6n de largo plazo, la protecci6n de nuestro ambiente y en dar direcci6n y apoyo a los avros departamentos de la ciudad. De importancia prima es la protecci6n contra Fuego y de la policla. Estos servicios deben de ser apoyados para maxima eficiencia y no diluidos por crecimiento excesivo y sin control. Billig My age is: 35 My occupation is: Planning Commissioner / former High School Teacher • I AM DEDICATED TO THE PRESERVATION OF THE NATURAL AND HISTORIC CHARACTER OF THE CITY. I believe that the peaks, creeks and open space, as well as the older buildings are what give this city its unique quality of life. The city must establish policies and plans for these areas and Laguna Lake, which recognize their special scenic and wildlife functions. We must also protect these areas from urban sprawl and uncreative, insensitive development. Growth must take into account our existing limited natural and economic resources. • WE MUST RETAIN AND ENHANCE THE CHARACTER OF DOWNTOWN AS. - WELL AS. INSURING ITS ECONOMIC VIABILITY. The central business district and Mission Plaza are the focal point of our community and should remain so. Downtown beautification and revitilization should be encouraged. Parking and traffic are serious problems requiring immediate attention and hard decisions. The neighborhoods downtown must be safeguarded against unwarranted office encroachment. • ANY DEVELOPMENT THAT OCCURS MUST BE BENEFICIAL TO THE ENTIRE CITY AND PAY ITS OWN WAY. Presently the housing needs of the people already'living in the'city. are not satisfied. I will continue my efforts to obtain affordable housing by en- couraging developers through incentives to include such units in .their projects. The city and Cal Poly must work together in the development of on -campus housing for both married and single students. I would foster better communication with the business community in an effort to achieve its cooperation in fulfilling city housing goals. • WE NEED NEW BEGINNINGS IN CITY/COUNTY RELATIONS. Communication and cooperation are in need of improvement if we are to resolve issues of mutual interest such as water, flood control, parking and land use surrounding the city. I support the creation of a permanent liaison committee to meet regularly to discuss issues before they become problems. I would like past misunderstandings put outside and have everyone work for the future. • NEIGHBORHOOD PRESERVATION IS ESSENTIAL TO OUR COMMUNITY. Traffic, noise, parking and increased densities are degrading many..areas. Innovative ideas and approaches are needed, as well as better ordinance enforcement on the part of city departments. • I BELIEVE THAT THE CITY NEEDS AN ACTIVE., AVAILABLE FULL-TIME CITY COUNCILWOMAN. As a council member, I would hold regular office hours and devote full time to the job. I would also go out into the community and meet with people to discuss their views. Yo animarfa mejor comunicaci6n con la comunidad comercial en un esfuerzo para lograr su cooperaci6n en realizar las metas de vivienda de la ciudad. • NECESITAMOS NUEVOS.COMIENZOS EN LAS RELACIONES CIUDAD/CONDADO La comunicaci6n y la cooperacidn necesitan mejoras si vamos a resolver los asuntos de inter6s mutuo tales tomo agua, control de inundaciones, estacionamiento y use de tierra alrededor de la ciudad. Apoyo la creaci6n de un comit6 permanente de coordinaci6n para convocarse a menudo para discutir los asuntos antes de que se pongan problemas. If I am elected to council, my areas of concern are: CITY GOVERNMENT • There is a lack of coordination and communication between not only de- partment heads but the council as well, causing inefficiency and increased costs to the taxpayers. • I will work to eliminate red tape in securing building permits and processing plans. • 1 will work on the parking problems and future traffic routes. COMMUNITY NEEDS AND INVOLVEMENT • I am a member of the Council on Crimes Against Women. • I have worked with the San Luis Obispo Child Abuse Council. • I helped organize a county wide seminar on Crime and the Senior Citizens. • I feel the city should make every effort to encourage the CONSTRUCTION OF AFFORDABLE HOUSING. • I will work towards solving the city's water deficiencies. • I have been active in working with youth activities. I was named president of San Luis Obispo Youth Football for 1979-80. • I will work to increase recreational facilities. • I feel we should strive to maintain our unique community through preservation of historical sites such as The Jack House and The Old Mission. REVENUE I was instrumental in introducing a bill in the state legislature that if passed will add small fines on all convicted criminals. The money raised from these fines amounts to approximately 5 to 8 million dollars which will be used to aid victims of crimes throughout the state as well as this city. I am skilled in writing grant proposals. There are many existing and proposed projects within the city that can be funded in this manner, if done correctly, thus saving the taxpayers money. CONCLUSION During this election I found that many citizens were totally unaware of critical issues. I feel citizens must be informed to enable better decisions to be made by the City Council. • I plan to have an additional phone installed in my home so that citizens can share their concerns with me. • I feel there should be meetings that welcome public input rather than being lectured to by the council. • I feel the council SHOULD BE THE PEOPLE'S SERVANT - INSTEAD OF THEIR ADVERSARY. Hay muchos proyecto existentes y propuestos dentro de la ciudad que pueden ser provistos de fondos de esta manera, si se hace correctamente, as[ ahorrando dinero a los contribuyentes. CONCLUSION Durante esta elecci6n averiqu6 que muchos ciudadanos estaban totalmente ignorantes de los asuntos crlticos.
