April 3, 2024

The City of San Luis Obispo has returned to in-person meetings. Zoom participation will not
be supported. For those attending in-person, City facilities will be at limited capacity and
masks are strongly recommended.
INSTRUCTIONS FOR PUBLIC COMMENT:
Public Comment prior to the meeting (must be received 3 hours in advance of the
meeting):
Mail - Delivered by the U.S. Postal Service. Address letters to the City Clerk's
Office at 990 Palm Street, San Luis Obispo, California, 93401.
Email - Submit Public Comments via email to advisorybodies@slocity.org. In
the body of your email, please include the date of the meeting and the item number
(if applicable). Emails will not be read aloud during the meeting.
Voicemail - Call (805) 781-7164 and leave a voicemail. Please state and spell your
name, the agenda item number you are calling about, and leave your comment.
Verbal comments must be limited to 3 minutes. All voicemails will be forwarded to the
members and saved as Agenda Correspondence. Voicemails will not be played
during the meeting.
*All correspondence will be archived and distributed to members, however, submissions
received after the deadline will not be processed until the following day.
Public Comment during the meeting:
Meetings have returned to an in-person format. To provide public comment during the
meeting, you must be present. Zoom participation will not be supported. The Parks and

CALL TO ORDER Chair Bob Spector called the meeting to order at 5:30 p.m.

PUBLIC COMMENT: At this time, people may address the Committee about items not on
the agenda. Persons wishing to speak should come forward and state their name and
address. Comments are limited to three minutes per person. Items raised at this time are
generally referred to staff and, if action by the Committee is necessary, may be scheduled for
a future meeting.

CONSIDERATION OF MINUTES
1. Minutes of the Parks and Recreation Commission of March 6, 2024
ACTION: APPROVAL OF THE REGULAR MEETING MINUTES OF THE PARKS
AND RECREATION COMMISSION FOR MARCH 6, 2024.
CARRIED: 6:0:0:1 to approve the minutes for the regular meeting of March 6,
2024, as motioned by Commissioner Howell and second by Commissioner
Stowe.

BUSINESS ITEMS
2. Introduction of the New Public Art Coordinator and Receive Presentation on the
City-Wide Public Art Program and Upcoming Projects (Tolley/Grieshop – 20 min)
Presentation received on background of new staff member and current Public Art
program initiatives and projects.
3. Receive Presentation from Dr. Benjamin Cooke Regarding Proposal of Ice
Hockey Rink and Event Center in San Luis Obispo (30 min)
a. Provide feedback to the presenter based on the information provided.
b. Recommend any actions to Staff.
Formal presentation with slide deck presented to commissioners by Dr. Cooke
Public Comments:
#1 - SLO is lacking family friendly, cost conservative facilities for activities.
#2 - This would be a great addition to our community. There is a need for more family friendly
activity and ice skating would be a great and is also available in the evenings. A great activity
for all ages.
#3 - The “One Step Beyond” non-profit partnership with the San Jose Sharks is a great
example of what we could model.
#4 - A great community activity! Operation Surf is an example of this sort of activity. The In-
line hockey community needs local resources in SLO.
#5 - Would be a space where families with full-time working parents could participate in a
weekend activity.
#6 - Our family drives to Goleta to play ice hockey 4 times per week. A rink here in the center
of CA would bring many families here and help the economy. The sport brings families
together and an ice rink would be amazing.
Commission Questions:
Commissioner Roudebush – SLO has a lack of indoor facilities and not many evening
activities for families.

Commissioner Kincaid – Perhaps the ice rink could also be used for concerts?
Dr. Cooke – Yes, five to six thousand people could likely be accommodated. The location
for example could be south of train station or near Home Depot. There are plenty of location s
that could accommodate a building of this size.
Commissioner Stowe – Location is most important along with transportation and parking.
Many, many benefits to the community with this project.
Commissioner Dupperon – Thank you for your presentation and research. A few questions
on funding. A large indoor facility in SLO is needed. What is the cost for transitioning the ice
rink to other activities and what does the city of Goleta do?
Dr. Cooke - They are a full-time ice rink, but it can easily be retrofitted for other activities.
Futsal to hockey for example.
Vice-Chair Howell – Location scouting, and research can be started now and prioritized to
move forward. You could start fundraising research. What grant opportunities are available
for example? Learn from the Goleta example. Identify who can be your board and support
you to expand the circle. This project would increase opportunities for families.
Chair Spector – I support this project (idea). The SLO community would benefit. There are
many needs with many community advocates. The project needs community sponsor
support. We could advocate in your interest.
Commissioner Roudebush – Keep moving forward and providing updates to the PRC. I
support this project.
Director Avakian – Thank you for the presentation. We value the community needs for both
indoor and outdoor activities. Indoor facilities are lacking in SLO. Location is also the key for
identifying sponsorships. We can strategize and reach out to the city Community
Development Department.
4. Receive Department Updates (Staff - 30 min)
a. Director Report – Current Park Project Status Reports
i. Ranger Service Team – Junior Ranger Camp occurred March 25-29.
Laguna Lake Pilot Bike Park Project informational presentation was held
March 13.
ii. Parks Update: North Broad Street, Cheng Park, Mitchell Park, Laguna
Lake Dog Park. Review of the Emerson Park proposals are beginning.
The Righetti Ranch parks review is planned for June.
b. Divisional Update Meghan Tolley – Community Services (Adult and Youth
sports programs, Staffing updates, Community Gardens, Monster Skate,
Leprechaun Lost, Spring Fling). Public Art (SLOMA partnership and project
updates). Senior Programs, Youth Services (Spring Break Camp, Early Bird
School Registration, Summer Camps, Staffing) and April Volunteer Program
Events.
c. Divisional Update Devin Hyfield – Aquatics (Multiple training programs are
currently underway with active social media publicity and summer swim lesson
registration is kicking-off). Golf (Operations, Maintenance, and Staffing).
Facilities (Jack House, Field updates and Citywide special event highlights).
5. Update Regarding Parks and Recreation Commission Sub-Committee on Level
of Service and Park Amenities Associated with the Parks & Recreation Blueprint
for the Future (Commissioner Blair and Duperron – 15 min)

Commission Questions: Future CIP and Blueprint parks project discussions will
continue. Reassessing every five years is important.
SUBCOMMITTEE LIAISON REPORTS & COMMUNICATIONS
6. Subcommittee Liaison Reports (Chair– 15 minutes)
a. Adult and Senior Programming: (Commissioner Blair) – Absent.
b. Active Transportation Committee: (Vice Chair Howell) – No update.
c. Youth Sports Association: (Commissioner Stowe) – No update.
d. Jack House: (Commissioner Kincaid) – Announced
upcoming activities through the end of 2024.
Communication:
Commissioner Roudebush will be moving from San Luis Obispo and leaving her
commission position in June 2024. City Clerk’s office currently reviewing applicants for
replacement.
