Understanding that the presented design concepts are preliminary, I present the attached mark ups for your consideration. You will note a couple of major themes in the mark-ups: - At intersections, bicyclists traveling straight through should not be subjected to chicanes created by raised elements. Intersections are where the majority of bicyclist/motor vehicle collisions occur. While these raised elements help reduce the chance of collisions with motor vehicles, it is still imperative that bicyclists scan for hazards, including for motor vehicles turning or overtaking. Many bicyclists find it challenging to ride is a straight line while scanning behind for overtaking vehicles. Negotiating a chicane while scanning should be avoided! - Turning and merging: Larger and/or more frequent openings in raised elements should be provided to allow bicyclists to merge in/out of the protected bike lanes and to allow confident bicyclists to make left turns where needed as they currently are able to do. There are two items that I am strongly opposed to. - West bound just prior to the City limit: While the description for Alternative 1 indicates that protected bike lanes will only be installed east of Tassajara, there is a section west of Tassajara, just past Los Cerros Dr., shown with a protected lane. It calls for eliminating parking and installing a protected bike lane that parallels the edge of the roadway. Then at the City limit, the roadway abruptly narrows, forcing the bike lane to veer back parallel to the motor vehicle lane. The bike lane as shown takes bicyclists out of the sightline of drivers. The abrupt re-introduction of bike riders next to motor vehicles occurs at the same time that the bike lane narrows (County section not shown), the roadway curves to the right (many MV drivers cut this corner), the sight line around the corner is limited, and the speed limit is increased (County section). The strongest defense for bicyclists in this situation is being seen by drivers well in advance of the narrowing section and the curve in the road. The proposed design eliminates that opportunity. Please consider eliminating this from the design at this time. - East bound at Patricia: There is a small two-way protected bike lane on the south side of Foothill between La Estrada and Patricia. This potentially will create conflicts with both east bound Foothill traffic turning south on La Estrada as well as straight through east bound bicyclists. (Note my concerns expressed above about chicanes/scanning at intersections.) Thank you for your consideration.
