Just added the following items to the case on Energove: all emails and correspondence between me, the property
manager (Anthony Castandeda), and the general contractor (Steven Lutz) since February. I also attached a couple
reports that they’ve attained. The first one is a pest control spot treatment report which was not sufficient to abate the
infestation. The second report is a landscape report which I believe they cut down some of the vegetation under the
building growing from the water flow of the creek. I also set an inspection date for May 18th to verify the rear wall repair
and the infestation abatement. Let me know if you need me to do anything else.
On a different note, I’ve been to pine creek a few times in the past few days. Should be able to clear and put in
compliance 4 more units by tomorrow. Let me know when you need me to come into the office.
I’m about three quarters of the way through this module. The lectures on this one are mundanely long. Most of them
are over two hours long each. So it takes a while to get through them; and you can’t really move to the next one
unless you watch every second of the lectures or else it won’t allow you to move forward through them; but I’m getting
there.

We received the violation letter. We are in the process of getting the engineer out for the structure I
would like to resend the documentation for the proof of pest control.
• Rodent control has been provided to the property. We have Allen's Pest Control, who has set
up some traps on the unit's perimeter to get this under control. No issues have been reported
to us by the tenants themselves, so if any specific units have a severe problem, we are
unaware. Remember that control is all we can do for this complex due to the age and way the

property sits on top of a riverbed. We got the vegetation trimmed back as an extra precaution
to help alleviate this issue.
• Termite problem. We have been spot-treating termite issues as they arise from tenants. We
did get the complex inspected, and tenting is recommended due to the age of the building, but
it is not required. I presented an estimate to my owner and await their approval. We will
continue to spot-treat as issues arise for the time being.

On February 6, 2024, City of San Luis Obispo Community Development Department staff noted the
following violations of the San Luis Obispo Municipal Code or other relevant codes at the above listed
address:
1. The rear exterior foundation wall has failed and is not capable of supporting the building
directly above the wall. While a foundation repair permit was issued in 2017, it did not address
the foundational supports required for the lower level staircase area.
SLOMC 15.02.010, International Property Maintenance Code 304.1.1:
Exterior Structure – General - Unsafe conditions
The following conditions shall be determined as unsafe and shall be repaired or replaced to comply
with the International Building Code or the International Existing Building Code as required for
existing buildings:

1. Termite and rodent infestation was observed during intiial inspection.
SLO Municipal Code § 15.02.010, International Property Maintenance Code § 309.1
Infestation. All structures shall be kept free from insect and rodent infestation. All structures in
which insects or rodents are found shall be promptly exterminated by approved processes that will
not be injurious to human health. After pest elimination, proper precautions shall be taken to
prevent reinfestation.
Corrective Action:
1. Procure the services of a licensed design professional to generate a report detailing the structural
integrity of the building to determine whether it’s safe for occupancy.
2. Acquire a permit to administer proper and necessary constructive repairs to the structure.
3. HOW TO FIX RODENT STUFF
We request that you voluntarily take action to correct the above noted violation(s) no later than 5/5/2022.
These violations constitute a public nuisance and must be abated. Failure to correct the violation(s) by the
specified date will result in the issuance of an Administrative Citation requiring payment of FINES in
accordance with SLOMC Chapter 1.24. For Municipal Code violations that remain uncorrected after
issuance of an Administrative Citation, the City may seek enforcement by other civil or criminal remedies.
Any person having a title interest in the property may request a Director’s review of this Notice by
completing the enclosed Request for Director’s Review Form and submitting it to the Community
Development Department via email at code@slocity.org or to 919 Palm Street, San Luis Obispo, CA
93401, within five (5) days of the date of this Notice. This Notice shall be deemed final unless you timely
file a Request for Director’s Review.
Any person having a title interest in the property may request a Mean of Appeal as per (section 107 of the
Internation Property Maintenance Code) of this Notice by submitting a formal Request Form to appear

Hey there Anthony! Thanks for getting back to me. I’ve cc’d my supervisor John Mezzapesa so that
he’s aware of the progress made on this property. I would greatly appreciate it if you are able to attend
to the following issues at 1606 Osos Street.
1. If I can get a professional inspection of the foundation and a report in writing afterwards stating
that it’s safe to occupy and that all is well so far as the foundation of the building is concerned.
2. If I can have you hire a pest control company to have the building tented for termites and
rats/mice/rodents abated as well and a report following the abatement of both infestations.
On my end, once I have received the reports in writing, I will close the case on 1606 with no further
incident (Notice of violation/Administrative citations)
Please have these issues addressed and resolved by Friday February 24 th, 2024. As a courtesy

time.

Thanks for getting back to me Anthony. I spoke with California West Prop Mgt Admin Asst Monica Smith. I explained
that I had spoken with you about this issue, however, nothing has been done and I’ve had no reply since you and I last
had spoken. Please ensure to email me a formal copy of the contractor’s inspection report on the safety of occupancy
in relation to the foundation of the building and a formal report from the pest control company before March 15 th. If you
need more time; please be sure to reach out and let me know. If I don’t hear back from you by then, I will send out a
formal Notice of Violation and start the process formally from there. Thank you for your time and effort. I will be in

We have a general contractor who will look at the foundation of the building sometime this week. We are just waiting on a
date.
We have a termite company to inspect termites and a pest control vendor for the rodent issue.

Hey there Anthony! Thanks for getting back to me. I’ve cc’d my supervisor John Mezzapesa so that he’s aware of the
progress made on this property. I would greatly appreciate it if you are able to attend to the following issues at 1606
Osos Street.
1. If I can get a professional inspection of the foundation and a report in writing afterwards stating that it’s safe to
occupy and that all is well so far as the foundation of the building is concerned.
2. If I can have you hire a pest control company to have the building tented for termites and rats/mice/rodents
abated as well and a report following the abatement of both infestations.
On my end, once I have received the reports in writing, I will close the case on 1606 with no further incident (Notice of
violation/Administrative citations)
Please have these issues addressed and resolved by Friday February 24 th, 2024. As a courtesy reminder, I will get in
touch with on Friday February 16th and again on Monday February 19th. Once again, thank you for calling and
following up. Have a great day.
