A RESOLUTION OF THE COUNCIL OF THE CITY OF SAN LUIS OBISPO
TO INCREASE EDUCATION AND ENFORCEMENT PROGRAMS FOCUSING ON
UNDERAGE DRINKING LAWS AND ALCOHOL AVAILABILITY TO MINORS WITH
GRANT FUNDING OF $759000 PROVIDED THROUGH THE DEPARTMENT OF
ALCOHOLIC BEVERAGE CONTROL
WHEREAS, the San Luis Obispo Police Department through the City of San Luis Obispo
desires to undertake programs to increase education and enforcement to reduce underage drinking in
the community; and
WHEREAS, a certain community trials initiative project to increase education and
enforcement of underage drinking laws is to be funded with grant monies made available through the
federal Enforcing Underage Drinking Laws Program and the California Alcoholic Beverage Control
Grant Assistance Program, with both program funding sources administered through the Department
of Alcoholic Beverage Control; and
WHEREAS, the City of San Luis Obispo has been awarded grant funding in the amount of
$75,000 to increase education and enforcement of underage drinking laws in San Luis Obispo.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of San Luis Obispo
that the Chief of Police of the City of San Luis Obispo is authorized, on its behalf to execute all grant
related documents including the State of California Standard Agreement contract, any extensions or
amendments thereof and any subsequent contract with the State in relation thereto.
IT IS AGREED that any liability arising out of the performance of this contract, including
civil court actions for damages, shall be the responsibility of the grant recipient and the authorizing
agency. The State of California and the Department of Alcoholic Beverage Control disclaim
responsibility for any such liability.
BE IT FURTHER RESOLVED that grant funds received hereunder shall not be used to
supplant expenditures controlled by this body.
Upon motion of Council Member Mulholland, seconded by Council Member Settle,
and on the following roll call vote:
AYES: Council Members Ewan, Mulholland and Settle, Vice Mayor Schwartz and
Mayor Romero
