Zoom participation will not be supported at this time. INSTRUCTIONS FOR PUBLIC COMMENT: Public Comment prior to the meeting (must be received 3 hours in advance of the meeting): Mail - Delivered by the U.S. Postal Service. Address letters to the City Clerk's Office at 990 Palm Street, San Luis Obispo, California, 93401. Email - Submit Public Comments via email to advisorybodies@slocity.org. In the body of your email, please include the date of the meeting and the item number (if applicable). Emails will not be read aloud during the meeting. Voicemail - Call (805) 781-7164 and leave a voicemail. Please state and spell your name, the agenda item number you are calling about, and leave your comment. Verbal comments must be limited to 3 minutes. Voicemails will not be played during the meeting. *All correspondence will be archived and distributed to members, however, submissions received after the deadline may not be processed until the following day. Pages 1.CALL TO ORDER Chair Kasprzak will call the Special Meeting of the Human Relations Commission to order. 2.OATH OF OFFICE On June 18, 2024, the City Council approved the appointment to City Advisory Bodies, which appointed Mason Ambrosio to a 2-year term on the Human Relations Commission, commencing on July 10, 2024. A representative of the City Clerk's Office will administer the Oath of Office to the re-appointed Commissioner. 3.PUBLIC COMMENT FOR ITEMS NOT ON THE AGENDA The public is encouraged to submit comments on any subject within the jurisdiction of the Human Relations Commission that does not appear on this agenda. Although the Commission will not take action on items presented during the Public Comment Period, the Chair may direct staff to place an item on a future agenda for discussion. 4.CONSENT Matters appearing on the Consent Calendar are expected to be non- controversial and will be acted upon at one time. A member of the public may request the Human Relations Commission to pull an item for discussion. BUSINESS ITEMS 4.a RECEIVE A PRESENTATION ABOUT THE RACIAL EQUITY AND GENDER EQUITY STATEMENTS The Human Relations Commission received a presentation from staff on the development of the Racial Equity and Gender Equity Statements as part of the Community Development Department’s funding opportunity requirements and provided feedback on the current language of the statements. Public Comment: None --End of Public Comment-- Action: No action taken on this item. 4.b REVIEW OF THE 2022-23 DEI HIGH IMPACT GRANT YEAR-END REPORTS The Human Relations Commission reviewed the 2022-23 DEI High Impact Grant year-end reports and provided to the commission as part of their respective liaison assignment roles. COMMENT AND DISCUSSION 5.a STAFF & COMMISSIONER UPDATES AND AGENDA FORECAST Diversity, Equity, and Inclusion Manager Nestor Veloz-Passalacqua provided the following update of upcoming projects: • The Regular Meeting scheduled for June 5, 2024 will be cancelled. • City Council is meeting on May 21, 2024 to consider approving the 2024-25 Human Services Grant funding recommendations. • Ad hoc committee of no more than three Commissioners is needed for the CA Department of Civil Rights. BACKGROUND The Human Relations Commission (HRC) is tasked with reviewing the DEI High Impact Grant applications and providing funding recommendations to Council for consideration. To ensure a comprehensive and equitable recommendation, a subcommittee from the HRC is formed to review and discuss each application before the entire HRC votes for a final recommendation to the City Council. The DEI High Impact Grant provides financial support to non-profit organizations to enhance the sense of belonging for all people in the San Luis Obispo community. This funding allocation is an effort to uplift and support local projects, programs, and initiatives that contribute to creating a San Luis Obispo that is welcoming, inclusive, equitable, and safe. The scope of inclusion and equity work is inherently broad and complex, and the funding seeks to support initiatives that show understanding of “root causes” issue s and “intractable” problems seeking to address structural and systemic inequities, can demonstrate measurable success, and will contribute to some aspect of systemic change. Funding should primarily focus on advancing and implementing diversity, equity, and inclusion through innovative practices that seek to narrow equity gaps and address intractable, systemic, and structural issues. Eligible projects may include a one -time service with long-lasting impacts. DEI High Impact funds can be used for innovative, new or existing projects, initiatives, and ongoing programs to advance 1) diversity, equity, and inclusion initiatives and/or 2) to reduce equity gaps and improve social justice initiatives for underserved and Page 13 of 19 Item 5a underrepresented communities in the City of San Luis Obispo. Proposals may focus on specific underserved and underrepresented communities, but all projects, applications, and concepts must provide access to the entire City of San Luis Obispo community-at-large and contribute to a positive systemic/structural change. BACKGROUND The Office of Diversity, Equity, and Inclusion (DEI) in collaboration with the Public Communications Manager, Whitney Szentesi, engaged with the CA Civil Rights Department (CRD) to identify sources and information to help assist the community during hate incidents. A follow-up meeting outcome included DEI City staff introduction to the Community Conflict Resolution Unit/DEI/HRC group at the CRD to potentially identify collaborative approaches to inform communication and efforts to support impacted community members during hate incidents, as well as potential support that can be provided to the Human Relations Commission. On April 3, 2024, the HRC received a presentation from Mr. Marquez Equ alibria, with the CRD Community Conflict Resolution Unit (CCRU). Mr. Equalibria fully explained the goal and purpose of CCRU and the support they can provide to Human Relation Commissions statewide in their effort to address hate incidents. This item is a follow up for the HRC to select up to three (3) members to form the ad hoc learning subcommittee that will gain information from CCRU and disseminate to the entire HRC, which will also help in addressing the initiative to create specific processes related to hate incidents experienced in the San Luis Obispo community. NEXT STEPS The HRC to select up to three (3) committee members to be part of the ad hoc learning subcommittee to learn information from CCRU and disseminate information to the entire commission via support from the Office of DEI. BACKGROUND The development and approval of a workplan is a required task for the HRC on an annual basis. The workplan allows for organization of agenda items and to forecast for anticipated items such as the various grant programs that reside with HRC purview, as well as items related to the Major City Goals in the City of San Luis Obispo. The workplan allows for learning opportunities by bringing important projects or initiatives forward for discussion, as well as presentations from subject matter experts in the community to the HRC. The Office of Diversity, Equity, and Inclusion will use the approved workplan to develop the agenda packets each month. NEXT STEPS Commissioners provide feedback to staff on the draft 2024-25 workplan. Staff will update the workplan and will bring the item back to subsequent meetings for approval.
