HomeMy WebLinkAboutArguments for/against Measure H-10Argument In Favor Of Measure H-10 Measure H gives voters a rare opportunity to preserve 4 acres of land for recreation and safeguard the open, natural connection between the South Hills Open Space and the popular Damon-Garcia Sporls Fields. By voting YES on Measure H you will help improve our city by securing the following benefits: 1 . Stop the construction of a busy, elevated, fbur-lane truck-route highway and a large, new concrete bridge within the Damon-Garcia Sports Fields site. 2. Protect those who use the sports complex from the added noise and air pollution created by 14,000 new daily vehicle trips next to the sports fields and trail areas in the South Hills Open Space. 3. Preserve irnportant local environmental features, including Acacia Creek, serpentine rock outcroppings, and significant archaeological sites. 4. Allow the City to develop altemative routes for extending Prado Road and moving east-west traffic more efficiently, without adding more traffic signals on Broad Street that would slow traffic. 5. Promote enhanced bicycle / pedestrian facilities and bus rapid transit to increase traffic efficiency and other fbrward-thinking traffic measures that save fuel and reduce greenhouse emissions. The City Council approved the Prado Road "Northem Alignment" on a narrow 3-2 vote without the detailed Environmental Impact Report GfR) which the Planning Commission had recommended. The "Northern Alignment" runs through the northem part of the Sports Fields site, very close to existing sports 1'relds. Measure H amends the General Plan to eliminate the "Northern Alignment" segment and also prohibits roads in the adjacent South Hills Open Space area. This is your chance to add more recreation area to our city, protect citizens' health, provide for our children's safety, and find better traffic solutions. Measure H's advocates have recklessly used misleading arguments to make their case, even alleging that Prado Road will cut through the Damon-Garcia playing fields. That's utterly false. Here's the truth: The Prado Road extension and bicycle paths will be safely fenced, elevated, landscaped, and routed well clear of the playing fields. When Prado is extended it will remain as far - or farther - from the fields as Broad Street is now. In all ways, Measure H is a DEAD-END. Measure H would slow police, fire, and ambulance response; cause more traffic congestion, air pollution, and neighborhood safety hazards; and delay efforts to create more middle-class housing. The Measure H dead-end will worsen traffic congestion on Tank Farm Road, Broad Street, South Street, South Higuera, LOVR and elsewhere, as drivers search for ways to cross town without the needed extension. If approved, Measure H will replace l0 years of careful planning (and $1 million in traffic studies and environmental reports) with a ballot-box measure that requires no environmental review or traffic studies. Measure H totally disregards decisions made by six different City Councils. It ignores countless citizens who provided advice every step of the way. It dismisses the work of the Planning Commission, Parks and Recreation Commission, Cultural Heritage Committee, Architectural Review Commission, Bicycle Committee, and Mass Transit Committee. Our most important quality-of-life plans for San Luis Obispo depend on an improved Prado Road - plans for more affordable housing, better jobs for families, new bicycle and pedestrian paths, bus routes, more park land, open space, and playing fields. Measure H would derail carefully constructed plans to improve our town. We urge you to vote NO on the Prado Road DEAD-END Measure. Proponents allege that Measure H would enhance safety and preserve open space. Not true. If approved, Measure H would force SLO to "preserve" 3.5 acres of land always meant for a road, and we would LOSE: 500+ acres for neighborhood parks, open space and playing fields in the Margarita, Orcutt, and Airport areas (all to be stopped by Measure H) Class 1 bike paths Middle-class housing Improved police and fire response times Improved bus service Over l0 years of extensive planning And millions in taxpayer money Measure H does NOT provide "better traffic solutions." It dead ends Prado without offering ANY alternate east-west connection. Other alternatives have been rejected because of their negative impacts. Measure H proponents ignore the traffic and safety hazards neighbors will suffer because of a permanent dead-end on Prado - for example, in the Edna-Islay, Tank Farm, South Street, Los Verdes and Las Praderas neighborhoods. And Measure H would kill open-space and recreational improvements. We are a community and we must plan and make decisions that are good for all of us. Together, we must Vote NO on Measure H. The DEAD-END is the city's current plan. After cutting across the sports field property, Prado Road would dead-end at Broad Street. All four lanes of traffic would tum onto Broad at a new traffic signal, causing congestion and disrupting cross-town traffic. The city spends millions of dollars for recreation and open space. When the city spent taxpayer money for the Damon-Garcia property for sports fields, the highway through the property was NOT approved. Proposals for future traffrc include a four-lane, realigned Santa Fe Road from Prado to Buckley, then Buckley to the freeway. Tank Farm Road will become four lanes. These road changes will be phased with future development. 1n2002, Dave Romero called the connection of Prado Road to Tank Farm Road the best alternative for cross-town Prado traffic. It would eliminate conflicts with the sports fields and decrease the amount of environmental damage. We think he was correct. None of the plans for new housing and businesses will be hindered by eliminating the short portion of Prado Road through the sports field site. Nor is the scary story of slowing public safety response true. Vote for smart growth and well designed circulation for the long-term future of the southern end of San Luis Obispo.
