Guadalupe..Selects Andrevu Carter As Citv AdTn inistrator

The Guadalupe City Council has announced that they have selected Andrew Carter as
their new City Administrator. Council has extended Mr. Carter a conditional otfer of
employment, which is dependent upon a background check, the negotiation of an
employment contract, and approval of that contract by Council in open session.
Contract approval is anticipated to take place at the February 12, 2O1g Council
meeting. Mr. Carter is expected to begin work for the City ol Guadalupe on February
2A, 2A13. His annual salary will be $80,028.
Mr. Carter is currently an elected Council member in San Luis Obispo. He has been
serving since 2006. He will be resigning his San Luis Obispo council seat prior to his
beginning employment with the City of Guadalupe.
Mr. Carter has a BA from Princeton University, an MBA from the Wharton School of
Business, and 20 years of management experience in the private sector. (See

Most recently, Mr. Carter was the Sales and Marketing Manager at Cellula0ne of San
Luis Obispo. He has also taught business courses at Cal Poly, Cuesta College, and
the University of LaVerne. Mr. Carter is married and has four children.

Mr. Carter replaces former city administrator Regan Gandelario who left Guadalupe in
August to ac€ept the position of City Manager in Fortuna in Humboldt County. Tim
Ness, retired City Manager of Santa Maria, has been serving since then as interim
City Administrator.
Guadalupe, population 7,115, has budget of $6.8 million and 35 City employees. lt
has iB own police department, fire department, public works department, and water
and sewer utilities. lt also provides building and planning services and parks and
recreation programs.
