1. CALL TO ORDER
The meeting was called to order at 4:30 p.m.
2. ROLL CALL: Jeri Carroll, Andrea Devitt, Ty Griffin, Wilda Rosene, Allen Settle, Bob
Shanbrom.
STAFF PRESENT: Sheryll Schroeder, Interim City Clerk, and Heather Goodwin,
Deputy City Clerk
3. OATHS OF OFFICE
Interim City Clerk Schroeder administered the Oath of Office to all Committee
Members.
4. SELECTION OF CHAIR AND VICE CHAIR
The Committee agreed to appoint Ty Griffin as Chair and Allen Settle as Vice Chair.
5. DISCUSSION - PLAN OF ACTION FOR REVIEW
During the discussion, the Committee agreed to the following discussions:
o City Attorney to review Supreme Court case.
o Discuss independent expenditure committee / Political Action Committee
"PAC", and lobbyists do not have the same regulations as a local candidate.
o Review the language of existing ordinance where two sections were not

removed from amended ordinance in 2009.
o Consider the contribution limit or eliminate all together.
o Discuss mandatory closure of campaign accounts.
o Discuss removing the City Campaign Statements requirement.
o File local campaign ordinance to FPPC.
o Discuss the City requirements for publishing election and candidates
information on the website and local newspaper
o Use of public funds to finance a campaign.
6. PUBLIC COMMENT
None.
Kevin Rice sent comments to the Interim City Clerk to address points to consider.
7. SELECTION OF NEXT MEETING DATE
The following meetings have been set with the location.
- October 17, 2013 at 4:30 p.m. — FIT Conference Room
- November 7, 2013 at 4:30 p.m. — Council Hearing Room
- November 21, 2013 at 4:30 p.m. - FIT Conference Room
8. ADJOURNMENT
The meeting adjourned at approximately 5:26 p.m.
