On-Call Civil Engineering Design Services
Dear Ms. Kacsinta
Through the issuance of the request for proposal for on-call civil engineering design services, the City of
San Luis Obispo (City) is looking to augment existing staff in the Public Works Department for various
Capital Improvement Projects (CIP) or other City projects. The City will need a consultant knowledgeable
and experienced in delivering public projects within the City of San Luis Obispo; understands local and
state standards for design and plans, specifications, and estimate (PS&E) development; and a consultant
familiar with City staff. Finding the right consultant will allow completion of these time critical projects on
schedule and within budget, reducing risk of losing either state or federal funding and using public funds
wisely and efficiently.
Having Aloha Ke Akua Engineering Corporation (AKA Engineering) on the on-call list will provide the City
flexibility when issuing projects to consultant firms. AKA Engineering is uniquely positioned to provide
efficient design and timely assistance to the City in a way that the City may not have had available to
them before now. AKA Engineering brings a partnership of a wife and husband team, Anna Kauo and
Keone Kauo, who bring over 38 years of combined experience on public works projects. They both
provide the City project managers and designers in one to streamline project efforts. As this on-call
request will cover various design tasks and project development, AKA Engineering is able to take on the
smaller CIP project task orders while also having the experience and capabilities to ramp up for large task
orders.
Mr. and Mrs. Kauo have been involved with over 50 public projects within the County of San Luis Obispo
since 2011. Through the successful experience gained through these projects, AKA Engineering has been
awarded several on-call contracts with local agencies to support staff on their CIP-related projects. We

Kauo was born in San Luis Obispo and

AKA Engineering is a civil engineering consultant firm, licensed in California and Hawaii. AKA
Engineering is a staff of two and has implemented a full remote strategy since its beginning
in 2019. Without a traditional office space, our team of Anna and Keone share time between
California and Hawaii to best serve project needs. Our staff meets regularly over video
conference, at our client’s office, and in the field as the project warrants.

AKA Engineering is experienced in a full range of professional civil engineering services
including design and development of plans, specifications and estimates (PS&E) bid
documents for new and rehabilitated roadways, sidewalk infill, safe routes to school,
complete streets, pedestrian and bicycle facilities, ADA curb ramps, signing and striping,
streetscapes, utility mapping, design, and relocations, and erosion and sediment control
projects. We are available to support the City with construction management, inspection,

2020-21 Surface Treatment Project

Project Schedule: January 2021 – August 2021
AKA Engineering provided the County of San Luis Obispo Transportation Division engineering support
services as part of a three (3) year on-call agreement. The 2020-21 Surface Treatment Project
included road improvements to over 60 miles of various county roadways in the Paso Robles,
Templeton, Morro Bay and Cayucos areas. Improvements to twenty (20) ADA curb ramps and eight (8)
ADA parking areas were included with the Cayucos downtown road improvements. Anna Kauo was
responsible for the project management and preparation of detailed design drawings, calculations,
technical specifications, and opinions of probable construction costs.

Project Schedule: May 2022 – current
Improvements are focused on the ocean side of James Way and includes pedestrian and landscape
improvements to enhance the health, safety and welfare for the community. AKA Engineering is
responsible for ADA Compliance Evaluation, 3,770 linear feet of sidewalk modifications, utility
coordination, eleven (11) ADA Curb Ramps, drainage modifications, and driveway conforms. Anna
Kauo is responsible for the project management and preparation of detailed plans, technical
specifications and construction cost estimates.

CIP 2274 Citywide Disability Access Improvements

Project Schedule: January 2022 – June 2022
Sidewalk infill, ADA curb ramps and driveways along South 4 th Street, North 9th Street, and South 10th Street
were designed to enhance the sidewalk network and improve pedestrian safety to Grover Beach Elementary
School, Grover Heights Elementary School and the downtown area. AKA Engineering was responsible for the
project management and preparation of detailed design drawings, technical specifications, and opinions of
probable construction costs. Anna Kauo also performed construction management services throughout the
construction phase. Scope of work included seven (3) ADA curb ramps, seven hundred (700) linear feet of
new sidewalk, driveway conforms, drainage improvements, retaining walls, striping and relocations of
existing structures.

During the construction phase of the Shell Beach
Townhomes Public Improvements, the City of Pismo
Beach requested the services of AKA Engineering to
provide ongoing construction inspection and daily
observation services. Anna Kauo provided
construction observation, office engineering and
support tasks. Scope of work includes engineering
support, making daily visits to the site to monitor field
construction, verifying traffic control and reporting to
the City for improvements relating to water, sewer,
storm drain, sidewalk, and pavement installations.

CIP 2273 Safe Routes to School Sidewalk Infill Project

Project Schedule: October 2019 – October 2020
Sidewalk infill, intersection bulb-outs and ADA curb ramps along South 10th Street and Manhattan
Avenue were designed to enhance the sidewalk network and improve pedestrian safety to Grover
Beach Elementary School. AKA Engineering was responsible for the project management and
preparation of detailed design drawings, calculations, technical specifications, and opinions of
probable construction costs. Anna Kauo also performed construction management services
throughout the construction phase. Scope of work included seven (7) ADA curb ramps/bulb-outs, one
thousand (1,000) linear feet of new sidewalk, driveway conforms, drainage improvements, striping and
relocations of existing structures.

As part of an ongoing effort for ADA improvements throughout the City, AKA Engineering provided
grading design services tasks to improve four (4) ADA sidewalk ramps along South 16th Street. Anna

probable construction costs. She also provided construction management tasks as part of this project
as well.

Lake Park Pier and Pedestrian Pathway Improvements

The Atascadero Lake Pier had been closed from the summer of 2021 and was need of repair.
Adjacent pedestrian pathways in the general area needed to be replaced to improve walkability and
accessibility to the pier and boat house. AKA Engineering was responsible for the project
management and preparation of detailed design drawings, calculations, technical specifications, and
opinions of probable construction costs.

The City received FEMA funding to repair
Nacimiento Avenue that was damaged from the

Project Schedule: October 2022 – July 2023
Measure K-14 is a residential street rehabilitation program the provides up to $48M in bond funds for repair
of residential streets over a 25-year period. This project included improvements for the City’s 15 th PS&E
package. Roadway improvements include multiple streets including Manhattan Avenue, Seabright Avenue,
Charles Street, 6th Street, 7th Street and 10th Street. Anna Kauo was the engineer of record and was
responsible for the project management, design plan, specification and estimate preparation, client
coordination, bidding support and construction support. Scope of work included a cape seal surface
treatment with multiple dig-outs, nine (9) ADA ramps, reconstruction of grades to improve drainage, and new
cross-gutter to convey runoff at an intersection.

Project Schedule: January 2020 – September 2020
Projects include design-build effort to modify
existing parking lot sites for the use of Electrical
Vehicle Charging Infrastructure. AKA Engineering
was responsible for the grading, drainage, striping,
signage, utility routing, and erosion and sediment
control design for ADA sidewalk and parking
improvements to public and private parking lots
within multiple cities throughout California.
Projects include parking lots within the City of
Arcata, City of South Lake Tahoe, City of Folsom,
City of Lodi, City of Fairfield, City of Gilroy, and City
of Santa Clarita.

AKA Engineering is committed to providing efficiency and expertise to the City of San Luis
Obispo. We have partnered with MBS Land Surveys to provide a full-service Civil Engineering
and Land Surveying team.
The founder of MBS Land Surveys, Michael B. Stanton, PLS has worked in the Santa Barbara
and San Luis Obispo County areas since his graduation from Cal Poly in 1981. He has
worked as a civil engineering designer for McFarland Engineering in Santa Barbara from
1981 to 1985. He then focused his career on Land Surveying, first working with Hugh
Simpson in Goleta from 1985 to 1987. After licensure in 1987, he then managed the survey
division of EDA (Engineering Design Associates) from 1987 to 1998 and at RRM Design
Group from 1998 to 2004. In 2005, Mr. Stanton founded MBS Land Surveys which
incorporated in 2006. MBS Land Surveys currently employs four licensed land surveyors
along with ten survey technicians and administrative staff. Our office is in San Luis Obispo
with easy access to any site within the County.
Central Coast Aerial Mapping will perform aerial photogrammetry as a sub-consultant. They
have the capability of producing topographic maps, digital terrain models, contour maps,
digital orthophotos, aerial triangulation, surface models, photogrammetric scanning, airborne
GPS and LIDAR. For smaller projects, they are currently using a low altitude drone with pre-
programmed flight paths offering low altitude digital photography in half the time of
conventional flights. They utilize DAT/EM SUMMIT EVOLUTION digital photogrammetric
workstations in their aerial mapping process. All work is supervised by an ASPRS
photogrammetrist.
Services are extended to public agencies, including City and County projects, CSD’s,
Conservation Groups, Universities, and local school districts. MBS is well versed in the
payment of prevailing wages and complying with the latest Department of Industrial
Relations reporting requirements.

PROFESSIONAL EXPERIENCE
Anna Kauo has more than 19 years of experience in planning,
designing and managing land development and public works projects
throughout California. She is experienced in preparing plans,
specifications and estimate (PS&E) packages for transportation
(roadway, widening, rehabilitation, streetscape, sidewalk infill) and
utility (storm drainage, water quality, sanitary sewer, waterline)
projects. Before forming AKA Engineering in 2019, she worked as a
project manager for Cannon in San Luis Obispo. She has been an
expert in ADA compliance code principles and design standards for
more than 10 years.

COUNTY OF SAN LUIS OBISPO TRANSPORTATION DIVISION
2020-21 Surface Treatment Project
Project includes road improvements to over 60 miles of various county
roadways in the Paso Robles, Templeton, Morro Bay and Cayucos areas.
Improvements to twenty (20) ADA curb ramps and eight (8) ADA parking areas
were included with the Cayucos downtown road improvements. Anna Kauo is
responsible for the project management and preparation of detailed design
drawings, calculations, technical specifications, and opinions of probable
construction costs.
CITY OF PISMO BEACH PUBLIC WORKS
James Way Beautification
Improvements are focused on the ocean side of James Way and includes
pedestrian and landscape improvements to enhance the health, safety and
welfare for the community. Anna Kauo is the engineer of record and is
responsible for ADA Compliance Evaluation, 3,770 linear feet of sidewalk
modifications, utility coordination, eleven (11) ADA Curb Ramps, drainage
modifications, and driveway conforms. Anna Kauo is responsible for the
project management and preparation of detailed plans, technical
specifications and construction cost estimates.
CITY OF GROVER BEACH PUBLIC WORKS
CIP 2273 Safe Routes to School Sidewalk Infill
Sidewalk infill, intersection bulb-outs and ADA curb ramps along South 10th
Street and Manhattan Avenue were designed to enhance the sidewalk network
and improve pedestrian safety to Grover Beach Elementary School. Anna Kauo
was responsible for the project management and preparation of detailed
design drawings, calculations, technical specifications and cost estimates.
Anna Kauo performed construction inspection throughout the design phase.

CITY OF GROVER BEACH PUBLIC WORKS
CIP 2295 Measure K-14 Pavement Rehabilitation
Roadway improvements include multiple streets including Manhattan Avenue,
Seabright Avenue, Charles Street, 6th Street, 7th Street and 10th Street. Anna
Kauo is the engineer of record and was responsible for the project
management, design plan, specification and estimate preparation, client
coordination, bidding support and construction support. Scope of work
includes a cap seal surface treatment with multiple digouts, nine (9) ADA
ramps, and reconstruction of grades to improve drainage, new cross-gutter to
convey runoff at an intersection.
CITY OF GROVER BEACH PUBLIC WORKS
CIP 2274 Citywide Disability Access Improvements
Sidewalk infill, ADA curb ramps and driveways along South 4th Street, North
9th Street, and South 10th Street were designed to enhance the sidewalk
network and improve pedestrian safety to Grover Beach Elementary School,
Grover Heights Elementary School and the downtown area. Anna Kauo was
responsible for the project management and preparation of detailed design
drawings, technical specifications, and opinions of probable construction
costs. Anna Kauo also performed construction inspection throughout the
construction phase. Scope of work includes seven (3) ADA curb ramps, seven
hundred (700) linear feet of new sidewalk, driveway conforms, drainage
improvements, retaining walls, striping, and relocations of existing structures.
CITY OF ATASCADERO PUBLIC WORKS
Lake Park Pier and Pedestrian Pathway Improvements
The Atascadero Lake Pier had been closed from the summer of 2021 and was
need of repair. Adjacent pedestrian pathways in the general area needed to be
replaced to improve walkability and accessibility to the pier and boat house.
Anna Kauo is the engineer of record and was responsible for the project
management and preparation of detailed design drawings, calculations,
technical specifications, and opinions of probable construction costs.

FEMA Flood Repair Nacimiento Avenue
The City of Grover Beach received FEMA funding to repair a portion of
Nacimiento Avenue that was damaged from the pervious storm season. Anna
Kauo provided roadway repair and storm drain design services tasks to
improve the failing City infrastructure. Anna Kauo is the engineer of record
and provided design services including final drawings, technical
specifications, and opinions of probable construction costs.
MULTIPLE CITIES THROUGHOUT CALIFORNIA
Electrical Vehicle Infrastructure
Projects include design-build effort to modify existing parking lot sites for the
use of Electrical Vehicle Charging Infrastructure. Anna Kauo was responsible
for the ADA path of travel, grading, drainage, striping, signage, utility routing,
and erosion and sediment control design for sidewalk and parking
improvements to public and private parking lots within multiple cities
throughout California. Projects include parking lots within the City of Arcata,
City of South Lake Tahoe, City of Folsom, City of Lodi, City of Fairfield, City of
Gilroy, and City of Santa Clarita.

CITY OF SAN LUIS OBISPO
Water Resource Recovery Facility Upgrades
Mr. Kauo served as the Civil Design Lead for the City’s $100+ million Water
Resource Recovery Facility Upgrade project. Project scope included mass and
fine grading, surface and underground drainage improvements, Low Impact
Development (LID) features, frontage and access road improvements,
coordination with stakeholders, and interdisciplinary coordination. Mr. Kauo
also coordinated for final entry configuration into the project site in
conjunction with the City’s future Prado Road Overpass layout.

Los Osos Valley Road Safe Routes to School Project
Mr. Kauo served as the engineer of record for the design of a multi-use
pathway between Laguna Lane and Oceanaire Drive along Los Osos Valley
Road. Mr. Kauo was responsible for the project management and design of the
PS&E package which included over 1,000 linear feet of a new 10-ft wide multi-
use pathway, striping modifications for Los Osos Valley Road, and new radar
speed signs.

Oceano Drainage Improvement Project
As Project Manager, Mr. Kauo was responsible for the project delivery of a
complex regional drainage solution involving approvals from the County of San
Luis Obispo, California Department of Transportation (Caltrans), Union Pacific
Railroad Company, US Fish and Wildlife, California Fish and Game, Regional
Water Quality Control Board, US Army Corps of Engineers, and the Federal
Aviation Administration. Project scope included site grading and drainage
improvements within SR 1; 1,500 linear feet of new drainage piping, jacking,
and boring of several pipes under existing rail and through an existing levee;
utility relocations; and a new concrete detention basin adjacent to Arroyo
Grande Creek.

CIP 2295-4 Street Rehabilitation and Repair Program
As Project Manager, Mr. Kauo was responsible for the project delivery for the
rehabilitation design of multiple local and collector streets, totaling 5 miles, in
the City of Grover Beach on an aggressive four-month design schedule. The
design included 100+ ADA compliant curb ramps, intersection modifications,
roadway widening and narrowing, sidewalk infill, driveway profiling and
grading details, new edge condition improvements, wet utility upgrades, dry
utility relocations and modifications, and traffic control plans.

2016 and 2018 Silt Removal Projects
As Project Manager, Mr. Kauo oversaw the design of silt removal from
multiple creek locations in the City of San Luis Obispo. Design plans of
profiles and cross sections were developed to depict the length, width, and
depth of proposed silt removal required for the project. Mr. Kauo coordinated
with the City to determine limits of removal work in the field and include
appropriate access limitations within the technical specifications.
CITY OF SOLVANG
Second Street Drainage and Transit Parking Lot Improvements
The City of Solvang received funding to restore their existing parking lot
located between Mission Drive/Highway 246 and Copenhagen Drive. The
scope of work included the rehabilitation of the pavement section of the
parking lot, modified striping for new ADA parking stalls, new City monument
sign and landscaping features, new bulb outs, and a new storm system to
alleviate flooding experienced at the King Federik Inn. Mr. Kauo was engineer
of record for the project.
COUNTY OF SAN LUIS OBISPO
Front Street Revitalization Project
The County of San Luis Obispo requested the development of a conceptual
plan to convert Highway 1 within the limits of Oceano into a green and
complete street. Mr. Kauo worked with County staff, Caltrans staff, OCSD
staff, and the public to conduct outreach meetings to develop two complete
street alternatives for consideration. 30% project plans and opinion of
probable construction cost estimates where developed for the two
alternatives for future design consideration if funding were to become
available. Project elements included new LID features, new bulb outs,
expanded sidewalks with roadway narrowing, and new landscape features
including lighting, plantings, and signage.
MISCELLANEOUS PUBLIC AGENCIES
Resident and Assistant Resident Engineer
Mr. Kauo provided construction management services for local roadway
rehabilitation, waterline and seawall projects for various Cities in San Luis
Obispo and Santa Barbara Counties. He oversaw constructability reviews,
coordinated and conducted pre-construction meetings, daily logs, scheduling
of inspections, contractor submittals and RFIs, change orders, and project
closeouts.

APPROACH
PRIORITIZE + CUSTOMIZE EACH PROJECT
As a small-sized family firm, AKA Engineering has the control to prioritize our project
workloads and flexibility to customize our scopes of work to provide optimum results for our
clients. We carefully schedule our workloads to minimize conflicting project priorities, so our
client’s project will always have our full attention. Our team is also nimble and able to change
project direction more easily than others when needed. If reduced schedules are requested,
we can implement weekly plan review checks to minimize the duration of plan checks at
major design milestones. If reduced fees are requested, we can evaluate how to leverage
components of the PS&E package, such as the technical specifications, to control certain
aspects of the construction limiting the need for additional project plan sheets. We can
customize each project to meet client objectives.
PROACTIVE
AKA Engineering’s goal for each contract is to make our client’s life easier. We go about this
by being proactive in each phase of the project, starting from the beginning upon issuance of
an RFP. We dive into the details of the proposed scope of work to confirm we clearly
understand our client’s expectations and desired deliverables before the project begins.
During the design phase we drive the scheduling of weekly or bi-weekly meetings, develop
thorough agendas that not only convey project status but also highlight design decisions
necessary to keep projects on schedule, and provide design options with evaluated benefits
and challenges for client review. This proactive approach gives our clients confidence that
their project concerns are addressed, opportunities and obstacles are carefully analyzed, and
the final product is in alignment with their requested outcome.
QUALITY PRODUCT
Our team has delivered numerous small, mid, and large public projects on the Central Coast.
Through these experiences we have gained valuable insight on construction lessons learned
from our previous design packages and how each component of the PS&E bid package is
equally critical. We incorporate these lessons learned into each new bid package, constantly
refining our design process to become more efficient. We also conduct post project debriefs
with our clients after construction to evaluate opportunities to improve our deliverables.
Based on our recent debriefs, we have successfully produced bid packages that have had
minor design deviations during construction.

DEADLINES
Proactive, constant and effective communication has been AKA Engineering’s recipe for
successfully delivering projects on time. As mentioned, we request each project have a
weekly or bi-weekly meeting to be included in the scope of work to keep all parties informed
of project status. We also use these meetings as an opportunity to share design updates and
evaluate design decisions. This process reduces the amount of design decisions required at
the milestone submittals because they are being evaluated and decided during these
meetings. As senior level project managers/project engineers in one, our team members
also don’t have to wait for input on impacts of design decisions and can walk our clients
through decision impacts in real time.
MINIMIZE CONSTRUCTION CHANGE ORDERS
The goal of our projects is to minimize the opportunity for change orders during
construction. Having construction inspection experience and conducting post project
debriefs with clients has shown us opportunities to limit this risk through customizing
payment clauses and quantities in the technical specifications. Simple modifications such as
changing payment measurements from volumes to square footage, including final pay items
in the bid quantity sheet, or including coverage of multiple items in one bid item can simplify
inspection efforts and limit disagreements of quantities in the field. We review these
opportunities with staff during our project design, so they are fully aware of where these
opportunities were inserted into the bid package.
MENTORSHIP
Our team members at AKA Engineering are unique in that they combine the expertise of a
senior level project manager while also being the project designers drafting the design plans.
We can communicate project obstacles for design decisions with project managers while
also showing project level drafters how to use software tools to evaluate opportunities with
these obstacles. Our team is constantly opening our drawing files and specifications during
meetings with client teams to walk through each major decision being considered so staff
can fully understand the impact of decisions. This exposure to our design allows AKA
Engineering to mentor less experienced City staff and transfer our expertise. Through this
process we can foster younger staff as if we were on staff ourselves.
