Projects could include improvements to buildings, lagoons, levees, parks, stormwater, streets, traffic signals, water, and wastewater. Task orders thus far include a feasibility study for evaluation, repair or replacement options for the existing 16-inch Shell Boulevard Bridge sanitary sewer force main, in addition to an EMID water tanks and facilities improvement project, pavement reconstructions, and storm drain pump station evaluation. Reference Contact: Laura Galli, Engineering Manager, City of Foster, City Public Works, (650) 286-3280, lgalli@fostercity.org FOSTER CITY ON-CALL PROFESSIONAL SERVICES Foster City, CA The Seneca Lane Landslide and Sewer Stabilization Project for the County of San Mateo involved the replacement of 174 LF of sanitary sewer pipe behind hillside homes on Seneca Lane in San Mateo, impacted by landslides during the storms in 2017. Stabilization measures to support the sewer replacement consisted of earthwork excavation and backfill, and a 168 LF soldier pile retaining wall with ground anchors. Additional utility work included reconnecting a sewer lateral and raising a sewer manhole to grade, along with storm drain subdrainage, drainage swales and storm drain outfalls. The finished surface for the slope was engineered backfill or compacted native backfill, while the maintenance access path above the replaced sewer pipe was gravel. Approximately 800 LF of an existing 3,600 LF access road required improvements to facilitate construction access for materials and equipment to reach the project site. BKF was the prime consultant and provided design, surveying, mapping, project management, and construction management services. SENECA LANE LANDSLIDE AND SEWER STABILIZATION San Mateo, CA 02 / QUALIFICATIONS City of San Luis Obispo, On-Call Civil Engineering Design Services 11 The Midcoast Multi-Modal Trail in El Granada, California, is a new, paved trail that runs along the east (inland) side of Highway 1 in unincorporated San Mateo County. The eight-foot-wide asphalt surface has two-foot-wide decomposed granite jogging paths on each side. As the prime consultant responsible for civil engineering, coordinating with the County and regulatory agencies, and leading the subconsultant team, BKF created the 3/4-mile-long trail to allow residents to safely commute by bicycle or foot between El Granada and the east side of Miramar. The trail gives residents a transportation alternative that reduces highway congestion and the associated carbon emissions and pollution. The project also included a new secondary trail connecting to El Granada Elementary School, providing a safe route to school for students in the area. BKF’s solutions limited impact to the environment by specifying a weather-resistant prefabricated steel clear-span bridge to provide crossing over the creek, installing a sheet pile wall to minimize excavation that would impact a wetlands area, and designing the trail at-grade. An innovative approach to safety prioritizes bicyclists and pedestrians wherever the trail intersects with driveways and roads. Yield signs and speed tables for vehicles, concrete islands that narrow the distance to cross, and solar-powered pedestrian-scaled lighting all put walkers’ and cyclists’ safety first. The team coordinated with and received approval from multiple stakeholders, including the Midcoast Community Council, County of San Mateo, Caltrans, the local water district and sewer district, and PG&E. The trail is a cost-effective solution that provides the community with a valuable alternative transportation route, stitching together isolated neighborhoods, giving schoolchildren a safe route to the local elementary school, reducing automobile congestion and the resulting carbon emissions, and encouraging people to choose walking and biking over driving. Thank you for all of your work on this project.” - County of San Mateo 02 / QUALIFICATIONS City of San Luis Obispo, On-Call Civil Engineering Design Services 12 BKF helped to rehabilitate 1.22 miles of a creekside bicycle trail along Alpine Road (between the Town of Portola Valley and City of Menlo Park limits) for the County of San Mateo. Several portions of the existing bicycle trail had collapsed as a result of creekbank erosion degradation. The Department’s goal was to rehabilitate sections of the Alpine Road Trail that were in need of rehabilitation. This was accomplished by pulverizing and recompacting the existing asphalt concrete (AC) surface and placing a new AC surface directly over the existing trail to the same existing widths. The work also involved stabilizing creek bank erosion in critical sections to avoid further narrowing of the trail and compromising utilities adjacent to the creek. Environmentally-sensitive work consisted of creek bank restoration work along Los Trancos Creek. Early tasks included the preparation of environmental documents and clearing the CEQA environmental permitting process in order to construct three retaining walls and other approved soil stabilization facilities to stabilize the creek bank at the proposed retaining wall locations. On the evening of December 31, 2005, heavy rain pounded the Town of Moraga causing Laguna Creek to overflow its banks inundating the surrounding area with mud and debris. The surge of water destroyed a pedestrian bridge and retaining wall as well as created a landslide threatening a portion of the Hacienda de las Flores. The Hacienda is a Spanish-style mansion originally built in 1929 by Donald Rheem, the son of the president of Standard Oil of California. Purchased by the Town in 1973, the Hacienda is now a tranquil and popular venue for community events and weddings. Recognized as a disaster area, the Federal Emergency Management Agency in coordination with the California Emergency Management Agency authorized approximately $800,000 in funds (FEMA-1628-DR) to repair the damage. The Town, BKF Engineers, Cal Engineering and Geology, and LSA Associates collaborated to design, permit, and manage the construction of the repairs to the creek and a 96-inch diameter culvert. The final project features both a cross-vane and plunge pool designed to reduce bank erosion and create a habitat for aquatic life. The project required permitting with the Regional Water Quality Control Board, Corps of Engineer, and California Department of Fish and Wildlife Services. During the construction phase, we provided full time observation as well as environmental monitoring as required by the regulatory agencies. BKF supported the Town in securing reimbursement of funds at the completion of construction. Pavex Construction completed the work in late October 2013 on schedule and within budget. Subsequent to the emergency repairs, the Town applied for additional grant funding from FEMA, CNRA and EBRP and received additional $1.9M to protect the Pavilion from 100-year flood event. The project includes daylighting the creek by removing the existing 96-inch culvert which causes flooding during a 10-year storm event and restoring to daylighted creek to provide habitat valve and aesthetic enhancement to the Pavilion. ALPINE ROAD TRAIL IMPROVEMENTS Portola Valley/Menlo Park, CA LAGUNA CREEK RESTORATION Town of Moraga, CA AWARD-WINNINGASCE Bikeways and Trails Project of the Year - 2018 02 / QUALIFICATIONS City of San Luis Obispo, On-Call Civil Engineering Design Services 13 The City of Marina’s 156 lane miles of streets are in varying states of deterioration and in need of maintenance. The City selected BKF to fill their much-needed role of turn-key: (1) Pavement Program Management; (2) On-Call Pavement Design Services; and (3) On-Call Construction Management Services. The objective of the three-pronged program is to manage, implement and construct/enhance the Pavement Condition Index (PCI) of the street network to at least a score of 70 by strategic implementation of pavement maintenance, resurfacing and rehabilitation strategies throughout. The BKF team, structured under Marcelo Cosentino’s oversight, is currently working on the PS&E design for the Residential Streets Reconstruction Project (33 locations) and the Slurry Seal Streets Project (32 locations) for the City. Work at these locations include field survey services, evaluation of existing pavement conditions and site constraints, field-marking digout locations, deflection testing and ground penetrating radar (GPR), geotechnical investigations/coring, curb ramp replacement, pedestrian safety improvements, utility adjustments and relocations, and drainage improvements. BKF’s pavement program management services are an extension of the City of Marina, independent of design, and involve all aspects of executing the approved pavement resurfacing and rehabilitation master planning and construction process. BKF worked with the City of Marina to evaluate and implement proposed recommendations from the TAMC Active Transportation Plan for Monterey County, and the Seaside & Marina Safe Walking and Biking to School: Complete Streets Plan. As part of the City’s pavement program and community outreach and notification plan, BKF developed and updates the City’s Pavement Management Program website: http://bit.ly/marinapavement Hillsborough’s storm drain system includes 35 miles of various types of pipe (mostly CMP and RCP), 1,160 catch basins, 130 inlet structures, 319 outfall structures, 276 manholes, and 49 trash racks. In order to develop an overall strategy for repairing and augmenting storm drain capacity, BKF prepared a Stormwater Master Plan to analyze and model the existing system; assessed its adequacy; and developed a comprehensive plan for implementation over the course of 30 years. BKF identified problem areas such as pipe separation, CMP invert erosion, creek erosion, creek outlet protection, trash rack clogging, bubble ups, creek degradation, and maintenance on private properties. BKF also addressed issues such as water quality, future trends and changes in regulations, town policies, and maintenance procedures. Subsequent to completion of Master Plan, BKF assisted the Town with preparation of improvement plans for high priority culvert/storm drain projects at 20 separate locations across the Town, which included preparing CEQA Exemption and environmental permits (i.e., Section 401&404 permit and Lake and Streambed Alteration agreement). The culverts ranged from 24-inch to 66-inches in diameter and were located on major Town creeks, which include San Mateo Creek, Burlingame Creek and other unnamed tributaries to the San Francisco Bay. Improvements included CIPP lining, horizontal directional drilling, and open trench replacement. Tracking Schedule • The schedule provided can be tracked through Microsoft Project. Jason Mansfield, PE, will update the schedule with the completion of each project phase and discuss the implications with the City. Design Fee • BKF manages internal and external labor expenses in the Deltek computer application. This system allows us to track budgets daily, weekly, and monthly. It is the policy of the BKF not to exceed our allowed fee unless there is a change in the scope work that is approved by the City. Managing Issues • BKF will provide a Project Status Report to the City regarding schedule and status updates. We will highlight items requiring feedback from project partners. We can establish an Intranet site where consulting and City team members can post updates, obtain information, and share ideas. Additionally, we find that biweekly “go to meetings” are a great way to coordinate the team and resolve issues. Progress Reporting • On a monthly basis, we will review, prepare, and submit the status of budgets, progress, schedule, and performance and document any changes in design scope, cost, or schedule. This information will be summarized in a progress report. Define Documenting Existing Conditions • BKF believes that defining the locations of underground utilities, infrastructure and surface improvements is essential in the preparation of plans that will avoid conflicts in construction. Field Review & Basis of Design • BKF will review the site to understand constraints that may affect the design, as well as the technical bases that will guide the design. We will summarize our findings in a Basis of Design Report. Stakeholder Outreach • Understanding the concerns of the project’s stakeholders at the earliest stage in the design process is essential to preventing delays, conflicts, or expanded scope. BKF will coordinate and attend meetings to understand concerns. Develop Coordination • Our project manager and lead designers will be responsible for solving technical challenges while developing the design in accordance with the City goals. These include great communication to ensure the plan is implemented, internal checklists to verify the results, and proactive construction support. BKF Quality Control Checklist • As part of the quality control process, BKF company-standard design checklists are utilized on projects to make sure all relevant design items are shown on the plans and that no surprises pop up in the design. Checklist items include critical construction items such as underground gravity pipe conflict checks, appropriate and accurate annotation of grades, plan and profile cross-checks, and sewer-water pipe clearances to meet state health requirements. Also, to ensure functional and readable plans, BKF uses checklists for generic items such as north arrows and scales, appropriate text heights, street names, etc. By keeping an eye on critical design items and applying close attention to detail to plans, BKF emphasizes its commitment to quality design services. We would approach roadway design projects or other unique projects in a similar fashion. Our team has extensive experience conducting hydrologic and hydraulic studies and working on similar local and regional level stormwater projects. We have successfully completed Master Drainage Plans for City of Belmont, City of San Bruno, City of Menlo Park, City of San Carlos, City of East Palo Alto in addition to several private large land development projects which include Brisbane Baylands, Candlestick Point Hunters Point Shipyard Phase II and Treasure Island to name a few. We have assembled a strong team with experience in addressing various planning, outreach, analyses and design aspects of hydrology and Stormwater projects. The following highlights insights and strengths we can bring to the table. The key to providing a realistic and accurate hydrologic and hydraulic analysis is to evaluate the vulnerability of the system holistically. This means that it is critical to model all system elements together to understand the physical interaction between the elements. Our approach will mimic the physical realities of the system and will allow us to identify specific deficiencies and implementation measures that are achievable within a reasonable time span, and will also help identify and establish long-term program goals to provide greater level of flood protection and better system performance. To achieve this within the stated budget, it is essential to efficiently consolidate and process existing knowledge and data the County, City, and others have acquired over the years and supplement this information by focusing on data gaps and service areas that were previously not analyzed. Our most recent Bayfront Canal study did just that. BKF was the first to create a comprehensive watershed level model using XPSWMM 1D and 2D dynamic simulation models to reasonably predict flooding in multiple areas. Prior to BKF taking on a comprehensive approach, several models were built by other consultants in piecemeal which, in our experience, does not provide all the answers to a watershed level mitigation approach. The comprehensive analyses included all upstream drainage facilities such as storm drains, ditches, streets, pumps, Atherton channel in addition to Bayfront Canal, tide gates, and the salt ponds. We plan on taking the same approach as we did for the San Bruno and Colma creek flood analyses. We will use our extensive experience working on City-wide master plans and expanded analyses like we had done for the San Bruno Creek/Colma Creek Resiliency Study to conduct alternative analyses and identify near term and long term local and regional improvements. BKF has brought together the right team to do this type of work for the City of San Luis Obispo.
