(DPSI) is a multi-disciplinary engineering firm that provides Civil and Mechanical Engineering, Land Surveying, and Construction Management services for public and private clients. We strongly believe our firm’s experience, combined with the applied knowledge of our staff, are an excellent fit for the Engineering Design role and responsibilities described in the Request for Qualifications. Our Civil Engineering Manager, Jesse Kaltenberg, RCE, will lead our professional and qualified team. Jesse Kaltenberg, RCE Mr. Kaltenberg has over 14 years of experience working on a variety of projects ranging from multimillion-dollar freeway widenings to commercial and industrial site design. He has a wide range of experience with many aspects of civil engineering design, including plan and profile, grading, drainage, traffic signals, and utility relocations. He has had responsible charge in the development of plans, specifications, and estimates for public infrastructure projects. Mr. Kaltenberg is thoroughly experienced in construction support, which includes interpretation of contract documents, construction observation, submittal reviews, review of change orders, and coordination with public agencies and utility companies. Samuel D. Lux, RCEMr. Lux has over 20 years of experience working on a variety of civil engineering projects ranging from multimillion-dollar grade separations to bike and pedestrian paths to commercial and residential developments. He has an extensive background working on Public Works projects administered per the Caltrans methods and procedures in accordance with the Local Assistance Procedure Manual. Mr. Lux’s professional strengths and key areas of expertise include project management, construction support services, Quality Assurance/Quality Control, design, and preparation of specifications, bid documents, and cost estimates. Experience (continued) Scott Radsick, RCE Mr. Radsick’s civil engineering experience spans over 13 years with 10 of those years working directly in Public Works. Serving as both a Design Engineer and Resident Engineer in construction, he has undertaken a diverse array of responsibilities and projects. He has designed road reconstruction projects, bike and pedestrian paths, traffic signals, and sewer trunk-lines and laterals. He is very knowledgeable in the Caltrans Standard Specifications and Plans. Mr. Radsick understands the federal process and what is required for projects that have federal funding from the very start of design through the end of construction. Jessica Zaragoza, Designer IIIMrs. Zaragoza has experience working on a variety of multi-million-dollar projects. Mrs. Zaragoza has been in the civil engineering field for over 18 years and is a well-developed designer with extensive experience using AutoCAD and engineering programs. Additionally, Mrs. Zaragoza has been a designer and/or a part of a design team producing grading plans, bike and pedestrian paths, road improvements, landfill design, residential development, special provisions, earthwork quantities, cost estimates and land survey. Reynaldo Jaimes, Designer IIIMr. Jaimes’ experience in civil design includes various projects in multiple markets. Mr. Jaimes has been in the Civil Engineering field for over 20 years and is well developed in engineering and layout design skills, and has extensive experience with AutoCAD programs. Additionally, Mr. Jaimes has drafted and designed grading plans and calculated earthwork quantities for well packages. Matthew Rowland, Designer IIIMr. Rowland has been in the civil engineering field for over nine years and has worked on a multitude of public works projects. He has been both a designer and construction inspector for various projects that range from small budgets up to multi-million-dollar projects. Additionally, Mr. Rowland has experience with California Building Codes from working in commercial and residential plan checking. Mr. Rowland knows the requirements on local, state, and federally funded projects from being involved in both the design and construction aspect of these projects. Ernesto Perez, Designer IMr. Perez’s experience in civil design includes various projects in multiple markets. Mr. Perez has been in the Civil Engineering field for seven years and is well developed in engineering and layout design skills, and is experienced with AutoCAD programs. City of Paso Robles, Drainage Repair Project PS&E, Paso Robles, CaliforniaDPSI was awarded a contract with the City of Paso Robles to prepare construction documents for drainage system repairs at six sites throughout the City. Initially, DPSI assisted the City by recommending solutions and budgets, and subsequently, DPSI was awarded the design work also. The sites required various repairs due to erosion, drainage structure damages, and other issues, and one site requiring intensive environmental coordination. DPSI also provided land surveying services, hydraulic calculations, geotechnical analysis, and engineer estimates. Mr. Kaltenberg is the project manager and lead engineer on this project and has responsible charge of all project deliverables. ON-CALL CIVIL ENGINEERING DESIGN SERVICES State of CaliforniaLicensed Civil Engineer C80031 Bachelor of ScienceCivil EngineeringUniversity of Arizona CREDENTIALS City of Pismo Beach, Bello and Wadsworth Water Mains, PS&E, Pismo Beach, California DPSI was awarded a contract with the City of Pismo Beach to prepare construction documents for the abandonment and replacement of existing water main lines. The upsizing of the new lines will improve fire flows in the downtown area, provide water distribution service along Bello Street, and fill the City’s reservoir. In addition to engineering design, services include providing as-built utility mapping, topographic survey, engineer’s estimates, and engineering support for bidding and construction. Mr. Kaltenberg is the project manager and lead engineer on this project and has responsible charge of all project deliverables. City of Pismo Beach Storm Drain Repair Project PS&E, Pismo Beach, California DPSI was awarded the project for storm drain infrastructure repairs on Encanto Avenue (outfall repair), Reef Court (inlet and piping construction), and Windward Avenue (inlet and piping construction) in the City of Pismo Beach. DPSI provided the initial topographic survey which informed our creation of plans and specifications for the project. DPSI currently serves as the construction manager and administrator as this project undergoes construction. Mr. Kaltenberg served as the lead civil engineer and provided the design, specifications, and engineer’s estimate for this project. County of Santa Barbara, Calle Real Campus Water Main System PS&E, Santa Barbara, California DPSI has been awarded a two-phased contract with the County of Santa Barbara to upgrade the Calle Real Campus water distribution system. This includes improvements to the existing water main system (in the short term) and design of a new water main loop (in the long term). In addition to complete design services, DPSI will also oversee construction administration and inspection once each phase of the project is under construction. Mr. Kaltenberg is the project manager and lead engineer on this project and is in charge of all communication between the County and DPSI. 7 Resumes Jesse Kaltenberg, RCE, QSD/P C r e n s h a w B o u l e v a r d Pa v e m e n t Re h a b i l i t a t i o n P S & E , C i t y o f To r r a n c e , To r r a n c e , C a l i f o r n i a This project rehabilitated approximately 2,500 feet of pavement from 182nd St to 190th St, along a 6-lane stretch of Crenshaw Boulevard in Torrance, California. Improvements included sections of full pavement replacement and grind and overlay. Additionally, curb and gutter was replaced where ponding was an issue. Mr. Kaltenberg was responsible for the design of project plans and estimates. Durfee Avenue Grade Separation PS&E, Alameda Corridor-East Construction Authority (ACE), Pico Rivera, California The Durfee Avenue project involved the grade separation of Durfee Avenue from the UPRR at-grade crossing in Pico Rivera, California. Due to the imminent need for pedestrian safety and traffic delay improvements along the corridor, this project was fast-tracked by Alameda Corridor-East Construction Authority. Mr. Kaltenberg was responsible for horizontal and vertical design of the corridor, along with storm drain plan and profile and developing plans for Los Angeles County Sanitation District on the relocation of a 15” trunk sewer line. Van Buren Boulevard Widening PS&E, City of Riverside/WRCOG, Riverside, CaliforniaThe project consisted of the widening of Van Buren Boulevard from four lanes to six lanes along a 1.6 mile stretch from Jackson Street to the Santa Ana River bridge, including new landscaped medians, curb ramps, sidewalks, traffic signals and private property improvements along the corridor. Mr. Kaltenberg was responsible for horizontal and vertical design for a number of portions of the project as well as calculations for an engineer’s estimate. Lantern District Redevelopment PS&E, Dana Point, CaliforniaThis project modified the Pacific Coast Highway (PCH) couplet, through downtown Dana Point, California, from one-way to two-way operation. Redesign of the southbound portion (Del Prado Avenue) into a reduced-width, bike and pedestrian-friendly corridor allowed better access to shops and restaurants. Mr. Kaltenberg was responsible for the design or re-design of nine traffic signals along both PCH and Del Prado, as well as ancillary civil improvements along the corridor. La Rue Street Improvements PS&E, Riverside County Economic Development Agency, Riverside County, CaliforniaThis project was implemented to improve ADA access and drainage conditions along La Rue Street from Mustang Lane and continuing north to La Canada Street, in the unincorporated community of Rubidoux. This project included construction of new infill sidewalks, curb and gutter improvements along both east and west sides of La Rue Street, railroad crossing improvements, and pavement rehabilitation on both La Rue and Mustang Lane. Mr. Kaltenberg was responsible for the design of project plans and engineer’s estimates. Rosecrans Avenue Widening PS&, City of Manhattan Beach, Manhattan Beach, CaliforniaAs the last improvements needed to complete the full-width section of Rosecrans Avenue, this project widened a 500-foot stretch of Rosecrans Avenue from Redondo Avenue to Manhattan Gateway. Improvements included adding a dedicated right-turn lane into the Manhattan Gateway shopping center, adding catch basins and coordinating the undergrounding of Southern California Edison transmission lines. Mr. Kaltenberg was responsible for the design of roadway, drainage and traffic signal modification plans and the project cost estimate. ON-CALL CIVIL ENGINEERING SERVICES 8 Samuel D. Throughout his time with the department, Mr. Lux was directly responsible or provided oversight for the federal and state funding process. Beginning with the initial project selection, grant preparation and submittal, obtaining all necessary clearances and authorizations (federal and state), design, construction, invoicing, and project closeout. Working with Caltrans Local Assistance, he established a program for local agencies to utilize County staff to deliver their federal and state funded projects. Kern River Bike Path Extension, Kern County, California The project extended the Kern River Parkway Bike Trail from its terminus at State Route 43 to the Buena Vista Aquatic Recreational Area. The approximately 6.3 miles of new paved Class I Bike path provided bicyclists a complete route from Lake Ming to Buena Vista Lake covering over 30 miles of trail. As the design manager, Mr. Lux was responsible for project management of consultants, providing engineering direction throughout the design and construction process. Lake Ming Bike Path, Kern County, CaliforniaThe project connected to the Kern River Bike Path at Lake Ming and provided a complete loop around the Lake. As the lead Civil Engineer for the project, Mr. Lux ensured that the necessary plans and specifications, along with quantities, and bidding documents were completed on time and within budget. Rowlee Road Reconstruction, Kern County, California The rehabilitation project involved an analysis of the existing pavement conditions utilizing site visits and pavement coring. The Federally funded project included approximately three miles of areas of full reconstruction, pavement overlay and paved shoulders. Mr. Lux was the lead engineer on this project responsible for the design and preparation of documentation for authorization of Federal funding. 9 Samuel D. Lux, RCE Antelope Run Multi-Use Path, Tehachapi, California The project was located in the City of Tehachapi and was designed to provide a North-South connection between Tehachapi Boulevard shopping centers and the neighborhoods East of Tucker Road. The project consisted of approximately two miles of Class I bike path and tied into a multi-use path on Tehachapi Boulevard and a Class I Bike path on W Valley Blvd. Mr. Lux was the lead engineer responsible for the design and construction of this Federally funded project (TEA Funding). Diamond Street Beautification, Kern County, California This project was a Federal, State, and Local funded project, which incorporated complete street elements to make intersection improvements to increase the overall safety for the pedestrians and vehicles utilizing the facilities. The project provided solar lighting, decorative colored stamped concrete crosswalks and pedestrian ADA improvements, along with pavement improvements to provide better visibility. As the lead Civil Engineer for the project, Mr. Lux ensured that the necessary plans and specifications, along with quantities, and bidding documents were completed on time and within budget. ON-CALL CIVIL ENGINEERING DESIGN SERVICES 10 Scott Radsick, RCESenior Engineer Mr. Radsick boasts an extensive career spanning over 13 years, marked by substantial contributions to diverse Civil Engineering initiatives. His professional journey encompasses hands-on involvement in the planning and execution phases of projects including bike and pedestrian path development, traffic signal installations, roadway enhancements, sewer line replacements, sewer digester facilities, and airport runway rehabilitations. These projects have covered a broad spectrum in terms of both scale and complexity, ranging from projects with budgets as modest as $50,000 to multimillion-dollar projects. Mr. Radsick’s career trajectory has seen him occupy pivotal roles including Engineer, Supervising Engineer, Engineering Manager, and Assistant Public Works Director, each of which has enriched his proficiency within the field of civil engineering. His responsibilities have encompassed a wide array of duties, such as orchestrating grant application processes, delivering effective construction management oversight, and developing comprehensive plans, specifications, and estimates for various infrastructure projects. Public Works, Kern County, California ON-CALL CIVIL ENGINEERING DESIGN SERVICES State of CaliforniaLicensed Civil Engineer C86436 Bachelor of ScienceCivil EngineeringCSU Fresno CREDENTIALS Elevating his role to that of an Assistant Public Works Director, Mr. Radsick assumed leadership of the Transportation Division. In this capacity, he held comprehensive responsibilities, which encompassed the maintenance of over 3,300 lane miles of County roads, the management of the Kern Transit bus system, supervision of traffic engineering activities, oversight of road permits, management of the central shop and fleet services, and stewardship of advanced planning and right of way matters. Mr. Radsick oversaw a workforce of approximately 180 dedicated employees during his tenure. Rowlee Road Reconstruction, Kern County, California The rehabilitation project involved an analysis of the existing pavement conditions utilizing site visits and pavement coring. The Federally funded RSTP and CMAQ project included approximately three miles of areas of full reconstruction, pavement overlay and paved shoulders. Mr. Radsick was the design engineer on this project and produced the plans and specifications for it to go out to bid. Mr. Radsick also was responsible for the preparation of documentation for authorization of Federal funding. State Route 14 Pedestrian Path, Kern County, California This ATP project funded through the Caltrans Active Transportation Program was located in the unincorporated town of Mojave. The goal was to improve safe walking conditions for pedestrians to a nearby shopping center. Mr. Radsick was the lead engineer on this project responsible for the production of plans and specification used for construction. This was within the Caltrans right of way requiring extensive coordination to complete the project. Mr. Radsick was required to follow the federal funding procedures as well as the Caltrans permitting guidelines. The new infrastructure installed includes curb and gutter, sidewalk, ADA curb ramps, drive approaches, streetlights, and striping. The completed project provided increased safety, increased physical activity, provided mobility options and access for non-drivers and disabled persons, and decreased vehicle trips and collisions. 11 Scott Radsick, RCE Snow Road Traffic Signals, Kern County, California This was a Congestion Mitigation and Air Quality Improvement (CMAQ) grant funded project to install traffic signals at two locations on Snow Road in the unincorporated area of Kern County. The two locations were at the cross street of Calloway Drive and Coffee Drive. Drainage was a key issue at the Calloway Drive location. Mr. Radsick performed a hydrology study and designed a sump to solve the issue. He was the design engineer on this project, producing the plans and specifications prior to sending out for bid. He was also responsible for the preparation of documentation for authorization of Federal funding. Kern River Bike Path Extension, Kern County, California The federally funded project extended the Kern River Parkway Bike Trail from its terminus at State Route 43 to the Buena Vista Aquatic Recreational Area. Twisselman Road Reconstruction, Kern County, California The project was located in the unincorporated area of Kern County in North of Lost Hills. The existing roadway would often close during storms due to flooding. The roadway followed the existing terrain and contained several low spots. This project reconfigured the roadway and raised it in several locations by 10+ feet to make it a smoother and safer drive. Mr. Radsick was the resident engineer in charge during the construction of the roadway. Cement treated base was used in lieu of the poor existing soil. Multiple large culverts were installed to alleviate the drainage issues. The project was built per the plans and specifications and was completed under budget. ON-CALL CIVIL ENGINEERING DESIGN SERVICES 12 Jessica Zaragoza Designer III Mrs. Zaragoza has experience working on a variety of multi-million-dollar projects. Mrs. Zaragoza’s has been in the civil engineering field for over 18 years and is a well developed designer with extensive experience using AutoCAD and engineering programs. ON-CALL CIVIL ENGINEERING DESIGN SERVICES 13 Lake Ming Bike Path, Kern County, CaliforniaThe project connected to the Kern River Bike Path at Lake Ming and provided a complete loop around the Lake. As the lead designer for the project, Mrs. Zaragoza’s production of the necessary plans and specifications, along with quantities, and bidding documents were completed in time and within budget. Pedestrian Path Improvements at South Chester for Union Pacific Railroad Crossing, Kern County, CaliforniaThe pedestrian path improvement project created a design for safe crossing over the Union Pacific Railroad. The project included coordination with Union Pacific Railroad to make sure the design was meeting both standards of Kern County and the Union Pacific Railroad. Mrs. Zaragoza was part of the design team that was responsible for the design, necessary plans and specifications, along with quantities, and bidding documents. Road Resurfacing and Shoulder Improvements on Renfro Road, Kern County, CaliforniaThe resurfacing project involved an analysis of the existing pavement conditions utilizing site visits. The project included areas of full reconstruct, pavement overlay, asphalt shoulders, and installation of drainage improvements. Mrs. Zaragoza was the lead designer on this project responsible for the design, necessary plans and specifications, along with quantities, and bidding documents. Shoulder Improvements and Bike Path at Vineland Road, Kern County, CaliforniaThe shoulder and bike path improvement project at Vineland Road consisted of creating a safe travel way for cyclists to commute on a high traffic area. The project consisted of a new asphalt shoulder, bike lane and drainage repair for an existing road. Mrs. Zaragoza was a part of the design team that was responsible for the design, the necessary plans and specifications, along with quantities, and site inspections. Pedestrian Path Improvements on Varsity Road, City of Arvin, CaliforniaThis project consisted of creating a pedestrian path for the City of Arvin to help the high school students safely cross the street. This project included asphalt shoulder, bike path, bus stop and drainage improvements. Mrs. Zaragoza worked on a design team to develop necessary plans and specifications, along with quantities, and bidding documents. Reynaldo Jaimes, QSPDesigner III Mr. Jaimes’ experience in civil design includes various projects in multiple markets. Mr. Jaimes has been in the Civil Engineering field for over 20 years and is well developed in engineering and layout design skills, and has extensive experience with AutoCAD programs. Additionally, Mr. Jaimes has drafted and designed grading plans and calculated earthwork quantities for well packages. Aera Energy LLC, San Ardo, California Aera Energy has an active oil field in San Ardo, California and has just completed ON-CALL CIVIL ENGINEERING DESIGN SERVICES the construction of ten new drilling pads and access roads. DPSI has designed Aera’s well packages since 2012 and has started designing future well packages as well. Mr. Jaimes has and is responsible for the grading design for the well pads and access roads for all packages. Mr. Jaimes also provides the calculations and earthwork quantities for each well pad in each package. S&S Homes, Tract 6137 Phases 1 and 3, Bakersfield, California DPSI has supported the major development of Tract 6137 for S&S Homes for several years. Mr. Jaimes’ was integral in the design drawings for Phase 1 including preparation of the final tract map to procure city permit approval. He also assisted in the development of design of grading for unapproved areas as the project progressed. Phase 3 lot boundaries, street improvements, utility and final grading plans were prepared by Rey. S&S Homes has successfully procured all permits and has completed construction on Phase 1 and 2. Production Plan Application Cat Canyon, Orcutt, California Energy Resources Group needed engineering services for a full facility design. The project included the expansion and upgrade of their existing facility in order to service over 200 new wells. DPSI provided the layout and grading designs of all well locations and well pads, along with the pipe corridor trunk lines to interconnect the wells to the facilities. Mr. Jaimes provided the grading design of the pads, the layout design of the equipment, and the grading of the steam generators. PXP Arroyo Grande Oilfield Expansion Project, Arroyo Grande, CaliforniaPlains Exploration and Production needed assistance with a 400 new well expansion that was bisected by a major public roadway. The oilfield was in an area with environmental issues and unstable soil conditions. Mr. Jaimes was responsible for drafting and redlining the grading plans, pipeline designs, P&IDs, and PFDs. 14 Matthew Rowland, EIT Designer III Mr. Rowland has been in the civil engineering field for over nine years and has worked on a multitude of public works projects. He has been both a designer and construction inspector for various projects that range from small budgets up to multimillion-dollar projects. Additionally, Mr. Rowland has experience with California Building Codes from working in commercial and residential plan checking. Mr. Rowland knows the requirements on local, state, and federally funded projects from being involved in both the design and construction aspect of these projects. ON-CALL CIVIL ENGINEERING DESIGN SERVICES Shoulder Improvements on Nord Ave, Kern County, CaliforniaThe shoulder project involved asphalt shoulders, storm water drainage, and tie-ins for existing paved driveways. Mr. Rowland was the lead designer on this project responsible for the design, necessary plans, and quantities. Kern Transit Bus Stop Improvements, Kern County, CaliforniaThis project consisted of improving bus stops for riders in the Lake Isabella, Rosamond, and unincorporated Bakersfield communities. The project consisted of concrete pads, benches, shelters, and sidewalk improvements. Mr. Rowland was the lead designer and was responsible for the design, necessary plans, and quantities. Lamont Pedestrian Path Improvements, Kern County, California This project consisted of creating a pedestrian path for the Lamont community to help the residents and students safely commute around their community. This project included sidewalks, curb and gutter, curb ramps, and drainage improvements. Mr. Rowland worked on a design team to develop necessary plans and specifications, along with quantities, and bidding documents. Oil Pod and Shade Structure at the Ridgecrest Landfill, Kern County, CaliforniaThe project provided a new shade structure and parking lot for used oil recycling pods at the Kern County Landfill in Ridgecrest, CA. The project included a pre-engineered metal building on a reinforced concrete foundation with a parking lot for customers. Mr. Rowland was the field inspector for the construction portion of the project, providing daily reports of work performed ensuring compliance with the contract specifications. Lake Isabella Permanent Operations Building, Kern County, CaliforniaThe project provided an office building and multiple pre-engineered metal buildings for the US Army Corps of Engineers at the Lake Isabella Damn. Mr. Rowland provided on-site QC services during the construction phase of this project which included: underground utilities, site grading, reinforced concrete, asphalt paving, curb and gutter, sidewalks, framing, plumbing, electrical systems, HVAC, exterior and interior finishes, and landscaping 15 Ernesto Perez Designer I Mr. Perez’s experience in civil design includes various projects in multiple markets. Mr. Perez has been in the Civil Engineering field for seven years and is well developed in engineering and layout design skills, and is experienced with AutoCAD programs. Entrada De Paso Robles, Paso Robles, California Entrada de Paso de Robles is developing an extensive 400-acre attraction and resort destination off of State Highway 46 East in Paso Robles. Phase 1 of the ON-CALL CIVIL ENGINEERING DESIGN SERVICES project currently includes the Sensorio immersive light and art outdoor exhibits, along with an Event Lawn, VIP area, and Market Building. Future development will include additional art exhibits, hotels, a conference center, and a golf training facility. DPSI is responsible for providing all survey and civil engineering work for the project, including topographic and boundary surveys, construction staking, grading and drainage plans, sewer and water plans (including a reclaimed water system and sewer lift stations), and other site improvement plans. Mr. Perez is responsible for drafting the grading and utility plans for the entire site. He has also assisted the lead engineer with the design of various exhibit areas. Bello and Wadsworth Waterline, Pismo Beach, California DPSI was awarded a contract with the City of Pismo Beach to prepare construction documents for the abandonment and replacement of existing water main lines. The upsizing of the new lines will improve fire flows in the downtown area, provide water distribution service along Bello Street, and fill the City’s reservoir. In addition to engineering design, services include providing as-built utility mapping, topographic survey, engineer’s estimates, and engineering support for bidding and construction. Mr. Perez is the lead drafter and designer on this project. Ford City-Taft Height Sewer Segment, Taft, California DPSI was awarded a contract with the County of Kern to design the replacement of 44 sewer segment trunk lines and infrastructure located in unincorporated areas of Ford City and Taft Heights. DPSI will provide topographical survey, sewer improvement plans, technical specifications for special provisions, engineer estimate and construction support services.
