Firm Qualifi caƟ ons NCE brings over 40 years of experience in Civil Engineering Design Services to projects throughout SLO County. We understand the requirements for developing and managing successful capital improvement projects, how to approach them, and deliver them promptly within budget. We are comfortable and experienced in working as an extension of the City’s staff and recognize the required responsibiliƟ es. We have highlighted similar projects and our staff ’s roles with the projects shown later in this RFQ. Request for Qualifi caƟ ons On Call Civil Engineering Design Services Specifi caƟ on No. 5009.2024. CE May 2, 2024 6 Creston Road Corridor Improvements (Paso Robles, CA) NCE prepared the bid package for the Creston Road Corridor Phase 1 from Rolling Hills to South River Road. This 1.5-mile secƟ on of the road is a vital artery connecƟ ng the city’s south and north sides. Included in the design is the evaluaƟ on of all ADA curb ramps and driveways, a complete pavement rehabilitaƟ on that provides for mill and overlay along with full reconstrucƟ on, addiƟ onal pedestrian signals (RRFB), installaƟ on of communicaƟ on conduit and manhole, and installaƟ on of a sewer line approximately 1000 LF. NCE provides construcƟ on observaƟ on, parƟ al pay esƟ mates, submiƩ al, and RFI review. Creston Road Corridor Phase 2 includes a roundabout design, storm drain and sewer upgrades, ADA, and driveway upgrades for a 0.6-mile secƟ on, which NCE is currently working on. Measure K-14 Repair and RehabilitaƟ on (Grover Beach, CA) NCE completed the design and provided bidding services to rehabilitate several secƟ ons of roadways, approximately 2.5 miles. The project consists of pavement rehabilitaƟ on including removal and repair, cape seal and pavement overlay, restriping, and traffi c control plans; pavement widening and striping lanes, sidewalk infi ll to complete a conƟ nuous pedestrian corridor; upgrading ADA ramps to be compliant and the relocaƟ on of a head wall. Plans, specifi caƟ ons, and a cost esƟ mate were prepared. Cal Poly AdministraƟ on Parking Lot A-1 (San Luis Obispo, CA) NCE completed the bid package for the rehabilitaƟ on of the administraƟ on parking lot. The project includes complete pavement rehabilitaƟ on, including removal and repair, storm drain improvements, erosion control, retaining wall design, and an EV charging staƟ on. A traffi c striping and markings plan was also completed. NCE upgraded the pedestrian corridor through the campus to the parking lot, including the ADA curb ramp enhancements and the installaƟ on of a new driveway approach. CE May 2, 2024 17 Preliminary Engineering Phase LAUNCH:each project will have a site visit and a scoping meeƟ ng with City staff to determine the project objecƟ ves, budget requirements, schedule, permiƫ ng requirements, and any other informaƟ on necessary to provide the most effi cient design approach. Preliminary services might include topographic and boundary surveys, drainage analysis, landscape design assessment, uƟ lity research, alternaƟ ves analysis, and iniƟ al design as needed to develop a fi nal project descripƟ on. EVALUATE,incorporate, if any, low-impact development features needed into the design. Typical low-impact design features for highway and drainage projects can include the following. Maintain/avoid impacts to exisƟ ng vegetaƟ on. • Avoid concentraƟ on of runoff . • Minimize impervious surfaces by reducing street secƟ ons and incorporaƟ ng permeable paving materials. • The idenƟ fi caƟ on of suitable soils promotes infi ltraƟ on through site design and selecƟ on of materials. • UƟ lizing open vegetated drainage ditches or “bioswales” for drainage conveyance instead of closed conduits, where feasible. • Discharging drainage in a non-concentrated fashion promoƟ ng wetland replenishment where possible. • North Coast Engineering has used all these techniques on recent projects NCE can assist the City with its public outreach and acceptance programs if a project is controversial. We can aƩ end and organize town hall meeƟ ngs, represent the project at public hearings, and coordinate with governmental and regulatory agencies to achieve project consensus. We can also assist staff in presenƟ ng projects to the Planning Commission and City Council. For rehabilitaƟ on projects, this may involve the reconstrucƟ on of curb ramps, driveway approaches, and sidewalks; for new construcƟ on, all elements are designed to conform with these standards. We rouƟ nely use the latest CalDAG Disabled Access Manual to review accessibility requirements and standards. Before compleƟ ng the contract documents, NCE uƟ lizes a rigorous quality control procedure that involves reviewing the project by a Registered Civil Engineer who has not been part of the design team. A very comprehensive design checklist system is used to ensure the design’s completeness and accuracy and the project specifi caƟ ons and cost esƟ mate. This is also used when tasked with plan checking services for the City. Many of the public works projects that NCE has prepared contract documents for have been based on the State of California Standard Specifi caƟ ons and Drawings, incorporaƟ ng local requirements such as the City’s where they diff er from the State’s requirements. We are very familiar with the applicaƟ ons of the Caltrans Standard Specifi caƟ ons, Special Provisions, Plan PreparaƟ on Manual, PS&E Guide, Policy onLow-Risk Underground UƟ liƟ es, and the California MUTCD, both in the design and construcƟ on phases. Drawing layers would conform to the City’s Engineering Standard Appendix F, including borders, layer name, layer color, and layer line weight. Our producƟ on staff is well versed in using Civil 3D, and regular training sessions are conducted. All projects receive a fi nal quality control by Greg Jaeger, the fi rm’s Principal. This review is undertaken to ensure: • Quality control measures have been completed. • Project objecƟ ves have been accomplished. • Value engineering has been considered, and the design is appropriate and sensiƟ ve to the project budget. • Appropriate agency standards have been met or design excepƟ ons approved. • The appropriate standard of care has been met. ConstrucƟ on Document Phase This phase involves the preparaƟ on of the plans, specifi caƟ ons, and esƟ mates for the parƟ cular project. We would iniƟ ate this phase with a design staff kick-off meeƟ ng with City Staff to discuss the specifi c project requirements and design goals. The budget and schedule are reviewed at this kick-off meeƟ ng, followed up with the project schedule’s development (typically uƟ lizing MicrosoŌ Project) and the idenƟ fi caƟ on of appropriate staff for the project. All design work is done under the direcƟ on of the principal engineer and project manager, who work with the technical staff . Regular design progress meeƟ ngs are held to evaluate design progress and review specifi c project issues. MeeƟ ngs with City staff would be scheduled as necessary based on project size and schedule. Bidding/ConstrucƟ on Phase Bidding support services can also be provided during the adverƟ sement. These services include response to contractor quesƟ ons, support of City staff with plan addenda as needed, and bid tabulaƟ on, to name a few. NCE believes in a strong follow-through by the design engineer in the project’s construcƟ on phase. We are capable and have provided complete construcƟ on management and project administraƟ on services on many public works projects throughout San Luis Obispo County.
