Requests for certain public records legally require release forms to be submitted for records to be
distributed to the requestor. To help expedite your request, please read below and ensure additional
information is submitted along with this public records request form.

YOUR REQUEST WILL BE PROCESSED IN COMPLIANCE WITH THE PUBLIC RECORDS ACT (PRA). California
Government Code Section 7921.An Agency shall notify the requestor within 10 days from receipt of request with a
Determination which states if the Agency is in possession, in whole or in part, of the requested documents, and possible legal
exemptions which prohibit the release of non-disclosable documents, as outlined per the PRA. In some instances, an Agency
may require an extensionofup to 14 days to provide a Determination, as authorized by the PRA. A notice will be provided to the
requestor setting forth the reasons for the extension and the date onwhich a Determination is expected to be supplied.

Code §§7920.000, et seq.):
Please produce the writings specified herein, which relate to mobile home park rent
controls, including, the San Luis Obispo Municipal Code, Chapter 5.44 MOBILE HOME PARK
RENT STABILIZATION (ÐOrdinanceÑ).
UNLESS OTHERWISE STATED, THE TIME PERIOD OF THIS REQUEST COVERS
FROM 5 YEARS BEFORE PASSAGE OF THE ÐORDINANCEÑ TO PRESENT.
DEMAND IS HEREBY MADE pursuant to the California Public Records Act for the
identification and production of the public records described below. The descriptions below are
intended to be descriptive and illustrative, not restrictive or exhaustive. The word document
refers to ÐwritingsÑ defined by California Evidence Code Section 250 which states that:
ÐWriting means handwriting, typewriting, printing, photostating, photographing,
photocopying, transmitting by electronic mail or facsimile, and every other means
of recording upon any tangible thing, any form of communication or
representation, including letters, words, pictures, sounds, or symbols, or
combinations thereof, and any record thereby created, regardless of the manner in
which the record has been stored.Ñ
THE DOCUMENTS DEMANDED INCLUDE ALL DOCUMENTS WHICH RELATE TO,
REFER TO, SUMMARIZE, EVALUATE, ANALYZE, DISCUSS, MENTION, OR TOUCH
ON ANY OF THE FOLLOWING ISSUES, SUBJECTS AND MATTERS. SPECIFICALLY:
1.All documents related to the proposal, drafting, public comment, adoption, ratification,
amendment, variance, adjustment and/or exceptions of the Ordinance applicable to all
mobilehome parks in the City of San Luis Obispo (ÐCityÑ).
2.All documents related to any rent adjustment sought by any mobile home park in the City
pursuant to section 5.44.070 of the Ordinance, including but not limited to, all documents
and decisions from any hearings or meetings held pursuant to section 5.44.100 of the
Ordinance.
3.All documents related to any and all decisions made or issued by the City Council
(ÐCouncilÑ) regarding or related to rent adjustment sought by any mobilehome park in the
City including those made/issued pursuant to sections 5.44.090 and 5.44.100 of the
Ordinance.
4.All documents related to any and all appeals from a decision of the hearing (ÐappealsÑ)
officer filed with the city clerk pursuant to section 5.44.110 of the Ordinance by any
mobile home park in the City.
5.All documents related to the determination or ratification and adoption of the decisions
and findings appealed and filed with the city clerk by a mobile home park in the City
pursuant to section 5.44.110 of the Ordinance.
6.All documents related to any registrations submitted to the City by any mobile home
parks in the City.

7. All agendas, reports, studies, memoranda, correspondence, and notes which relate to the
determination of the relevant geographic area for determination of the market and market
rent levels for mobile home parks in the City.
8. All staff reports, reports of or by consultants, agendas, briefs, analyses, comments,
articles, studies, surveys, memoranda, correspondence, and notes which relate to, contain,
refer to or mention, the determination of the following: mobile home park rent levels in
the geographical market area which includes (but is not limited to) the City.
9. All reports, studies, surveys, prepared, produced, printed, presented or obtained regarding
the space rents in mobile home parks in the City.
10. All notes, research memoranda, notes, correspondence, worksheets and written matter
referred to, analyzed, used and or considered in any reports, studies, surveys, narratives,
or analyses which was prepared, produced, printed, presented or obtained regarding rental
rates in the City.
11. All notes, research memoranda, notes, correspondence, worksheets and written matter
referred to, analyzed, used and or considered in any reports, studies, surveys, narratives,
or analyses which was prepared, produced, printed, presented or obtained regarding:
a. mobile home park rental rates in the City;
b. mobile home space rents in the City;
c. mobile home general market condition rental rates in the City;
d. mobile home fair market value rental rates in the City; and,
e. mobile home prices including unregulated transfers of mobile home tenancies.
12. All notes, research memoranda, notes, correspondence, worksheets and written matter
referred to, analyzed, used and or considered in any reports, studies, surveys, narratives,
or analyses which was prepared, produced, printed, presented or obtained regarding (i)
mobile home park rental rates in the relevant geographical market which includes the
City (ii) general market condition mobile home rental rates in the relevant geographical
market which includes the City, and (iii) fair market value mobile home rental rates in the
relevant geographical market which includes the City.
13. All notes, research memoranda, notes, correspondence, worksheets and written matter
referred to, analyzed, used and or considered in any reports, studies, surveys, narratives,
or analyses which was prepared, produced, printed, presented or obtained regarding rent
levels actually charged by mobile home parks in the City.
14. All notes, research memoranda, notes, correspondence, worksheets and written matter
referred to, analyzed, used and or considered in any reports, studies, surveys, narratives,
or analyses which was prepared, produced, printed, presented or obtained regarding rent
levels actually charged by mobile home parks in the local geographic market outside the
City.
15. All notes, research memoranda, notes, correspondence, worksheets and written matter
referred to, analyzed, used and or considered in any reports, studies, surveys, narratives,

or analyses which was prepared, produced, printed, presented or obtained which relate to
rents in the City.
16. All notes, research memoranda, notes, correspondence, worksheets and written matter
referred to, analyzed, used and or considered in any reports, studies, surveys, narratives,
or analyses prepared, produced, printed, presented or obtained regarding rental rates in
areas surrounding the City.
17. All regulations, policies, guidelines, procedures issued or used by the City to interpret
and/or enforce the Ordinance.
18. All regulations, policies, guidelines, procedures issued or used by the Council to interpret
and/or enforce the maximum rent adjustment provisions of the Ordinance.
