In the 1990's, our City will face new concerns with growth,environmental protection, economic viability and resource management As your Mayor I can provide the leadership and direction to help solve these problems. Here are some of my thoughts: WATER: We must provide the necessary resources for the reasonable needs of the community. Presently I own and operate Foothill Texaco at 3 Santa Rosa Street in San Luis Obispo. I've lived most of the last 45 years in San Luis Obispo County and have been in business in San Luis Obispo for the past 14 years. I opened my first business. 31 years ago in Mono Bay. I'm a bom-again Christian, married 17 years to Janet M. Massey. Jan and I have 4 children. I desire to see S.L.O. and the U.S. return to God and the biblical principles they were established upon, and to reap the blessings that come with that Neither separation, church, nor state is In the constitution, much less separation of church and state. The idea of separation of church and state was to be sure we didn't end up like England with a government -run church, not to banish God and the Bible from government or schools. IYs time we admitted that the ex- periment of raising children for 30 years without moral teaching is the direct cause of most of our social and economical problems. When principles are clearly stated in the Bible, I will follow them. When they aren't I'D use the good business sense God has blessed me with. I'm against violence, addictive drugs, murder, pornography, free rides, burdensome taxes and excessive user fees I'm in favor of value of life; marriage and the family; a safe, dean community; free enterprise; people being responsible for their own actions; punishment commensurate with the crime; helping the truly needy and debt -free, efficient government I would like to bring our city government back to the basks. I believe the basic purpose of government is to provide protection and goods and services not affordable individually p.e. police, fire, utilities). I want to see us return to our city being the citizens' servant, not the citizens in bondage to rules, regu- lations and burdensome taxes. We ail would like to keep our city as it is, but that's unfair, unrealistic and economically disastrous. I favor free enterprise and the private sector letting supply and demand dictate improvement and expansion, with advice and guid- ance. I'm in favor of equal rights for all and against privileged legislation in any form because of sexual orientation. FRIEND AGE: 30 Education and Qualifications: Voters of San Luis Obispo City. It is time for change in our city it is time to look forward with a vision, a vision where we see our children raising their families in a city of which they can be proud because their parents had the courage and took the time to care enough to make a change. Areas in which I feel we can work to make changes are: Eco- nomia, senior citizens, water, and tourism. We must develop a sound economic plan. Over regulation of our business com- munity must stop. Government and business need to work together toward an acceptable mutual goal as allies rather than enemies finding ways to help our local businesses grow as well as encourage new business to Invest in our city. I fully support our Police and Fire deparbnents. I believe that as we begin to rebuild our economic base, we must go back to the basic services arty city can offer. Those are and always will be Fire and Police. I fully support the formation of programs that deal directly with the ever increas- ing needs of our senior citizens and promote a better quality of fife, such as, reduced rates for city services for fixed income seniors. I fully support the development of a water plan whether it is State, de -sal or any other viable option which will provide a sufficient secondary water source for the future needs of our children and their families. I believe that a growth vs no growth agenda is being sold to the citizens under the guise of.state water. I fully support managed growth balanced with sound economic stability. Tourism is one of the center pieces of our economy. I believe we need to work together with business to create more resort type leisure time activities thus giving tourists more reason to visit our city. I favor the creation of leisure resorts, such as, equestrian, tennis, golf which are integrated with our open space policy and will provide our city with needed economic investment. I fully support the development of a working relationship with California Poly- technic State University to facilitate city use of their technical resources rather than those of private contractors. I believe it is time that we, as citizen of San Luis Obispo, stand together. And on 11/3/92, let our voices be heard. it is time to.take back our city. JEFFREY AGE: 44 Occupation: Director of Occupational Therapy Education and Qualifications: Dear Voters of San Luis Obispo: My names David Jeffrey. I am 44 years old. I have a BA degree in Political science and BS degree in Occupational Therapy. I have many years of managerial and marketing experience in private industry. I served in the Marine Corps from 1970 through 1973. 1 am a volunteer with the San Luis Obispo County Jail Chaplain and currently serve as secretary to the chaplain. I need your vote to help me as city councilman, enhance local economy, prioritize government spending and support our educational institutions. I long for San Luis Obispo to be blessed with economic prosperity, yet main- taining the intimacy and charm of its present rural atmosphere. Planned growth is essential to developing a strong economic base. This can be accomplished by promoting and expanding present tourism industry. San Luis cannot maintain nor expand Its market share of tourism without adequate convention meeting accommodation, expanding the downtown trolley loop to transport hotel and. motel patrons for city diming and shopping excursions and providing environ- mentally friendly community attractions. Emphasizing tourism will help us insure that hills and carryon will not be filed with housing tracts. This type of industry could be managed well with our present local labor force. Limited population growth could be accommodated with the present housing or with minimal new housing construction. Local business must be encouraged through reduction in unwarranted permit fees, adequate parking accommodations, reduction in outside community vendored contracts and in collective joint ventured advertising and promotion. City government spending must be prioritized.to reflect the needs of the com- munity. Frivolous capital expenditures, such as 8500,000.00 for Nipomo Bridge construction must be delayed.for a more economically suitable time, In favor of maintaining our city employees jobs: Bicycle lanes, though desirable, should not detract from local business and should not be considered a 8200,000.00 to 8300,000.00 priority given the present economy. City government must also reevaluate Its present utility rate structure. Presently single family home owners and renters as well as conservation minded utility users are unduly penalized. Sewer rates are projected to be 819.00 per month in 1993, up from 88.50 just two years ago. Most low income and fixed income families cannot afford such drastic increases. My position on voter involvement: I strongly believe that voters must have the right to decide ballot mea- sures such as state water, it is unfair for the council majority to use pub- ric funds to hire a law firm to keep this issue off the ballot I support environmental control which: • is consistent with the General Plan • is within the city service capacity, • supports neighborhood preservation especially in the single-family zone • preserves hltlside/creek areas • protects residential neighborhoods against excessive traffic, noise and over- crowding, and advocates proper maintenance. After graduating from nearby Fullerton Junior College, I received my BA. from San Diego State College. I did graduate work at Orange Coast College, Long Beach State College, and University of California at Irvine. I taught for thirty-three years in Junior and Senior Ffigh Schools in the Anaheim area. My subjects were History, English, Speech, and Drama. I have worked for full equality, civil rights, and fair housing for all people. I fought for quality education and teachers' rights. Upon retiring, our family moved to San Luis Obispo eight years ago. Abbie, my wife of twenty-two years, operates a highly regarded Child Day -Care in our home. Our twenty-one year old daughter Tiffany is a Senior at Sonoma State University where sheds studying Regional Planning. She works as a waitress to help pay the ever rising cost of education. We own our home and no other property or business. I believe our downtown core can become a pedestrian paradise, free of auto- mobiles, grime, and noise. We shall be able to maintain our small town atmo- sphere if we learn to control the automobile. We must encourage aftemate transportation by reasonable access for bicycles and economical jitneys to carry people to and from inexpensive satellite parking lots. We need to double our bus service. The success for San Luis Obispo includes diligent maintenance of our family neighborhoods. To encourage more living downtown, many of those lovely houses can be reconverted to homes. An office complex close to the County Government Center will help make this possible. Our old library should not be destroyed. it could easily be expanded as a multi -use civic building. Endless and expensive studies should be curtailed. We need a reliable, much less expensive, and accountable cable TV system. We already have a great sense of community. We all cherish our town. We should seek our common interests and build from there, learning to live and work together, practicing cooperation rather than confrontation. The people should speak our government should listen, then responsible and responsive action must follow, When I become your new Council member, I shall listen to you. s/. John J. As a student at CAL POLY, I will provide a direct link with those that atter college. The benefits of this representative element will be my Insight in ac dressing conflicts that have arisen in the past between the permanent residem and students. I am convinced that constructive dialogue and commumcatic would bridge a gap that in the past has been poorly addressed by ineffectiv ordinances and policies. Had enough of being ignored while city services go further into neglect? Had enough of five years of water rationing while big developers had their way with our council? Enough of needless studies an water, traffic, affordable housing and the economy with little resuhs? I've worked hard for years on major issues, becoming a leading city petitioner, helping to successfully quality major issues for the ballot, opposing the 1989 Court Street Project and 1991 Arbors development I've strongly opposed State Water. Yet, to successfully force city action on other water sources, I helped qualify the 1991 WATER initiative. But our city is decaying. Councilman Jerry Reiss'said at the start of rationing that -dirty cars and brown lawns" would become •status symbols". Not truel Landscaping, just making a come -back, will be probably face more rationing once the election is safely by. Streets and sidewalks need repair. Businesses are going out of business, many leaving for more opportunity elsewhere. This do- nothing council collects our money with excessive water and sewer rate increases to subsidize new development and taxes.us for needless projects and wasteful bureaucrats. In the last few years these councilmembers have raised EVERY FEE POSSIBLE (plus their pay) while encouraging sprawl that benefits a few big developers. I strongly believe in individual rights. I'm a non-smoker. But instead of trying a dictatorial ban first, strong leadership could have guided more city bars and restaurants toward the national trend of becoming smoke-free voluntarily, avoid- ing community divisiveness and possible future lawsuits from failing businesses. In my years of biology teaching and public service, I have not bWt personal wealth like most current and past councilmembers have. Isn't this the time of change, time to let those who have Med and failed to step aside and allow new citizens a chance? Do you want more years of self-serving city government taking away your vote on referendums such as Court Street and State Water? Its loaded with cancer-causing contaminants that the projects largest customer (Metropolitan Water District of Southern CaI- ifomia) says 'send a chin through every water quality expert in the world.' Because of its unretlabifty, you'll have to pay even more for developing an additional water source to deliver what the state cannot. • You will have no control over state project costs -- those decisions wtll.be made in Sacramento. • The state project robs water from Northern California and the Sacramento Delta, destroying fragile ecosystems there, to promote rampant growth, sprawl, traffic and smog here. • The state project means surrendering local control over our water future to the same politicians who brought us the state budget mess. De- salted water requires the expenditure of enormous amounts of electricity and will cost us at least 4 times the cost of State Water. 5. We may have to resort to buying agricultural wells outside the City. Siphoning water from agriculture will make these lands unsuitable for raising crops. This, in tum, would lead to breaking these lands down into suburban subdivisions, thus changing the character of the lands surrounding our City. Not getting State Water will not stop growth. 6. Santa Barbara County has already contracted to build the State Water Pipeline within a few feet of the northeast boundary of our City. Isn't it foolish not to tap into that pipeline to obtain needed water for our City? Over 30 years ago we gave away our only major local water resource -- Nacimiento water.
