PLACE THE BALLOT CARD UNDER THE PLASTIC SO THAT IT LIES COMPLETELY FLAT IN THE BALLOT CARD TRAY. To vote for a candidate whose name appears on the ballot, PUNCH OUT THE CROSS (+) in the voting square to the right of the candidate's name. Where two or more candidates for the same office are to be elected, PUNCH OUT THE CROSS (+) after the names of all candidates for the office for whom you desire to vote, not to exceed, however, the number of candidates to be elected. To vote for a qualified WRITE-IN candidate, write the persons name in the blank space provided for that purpose after the names of the other candidates for the same office and PUNCH OUT THE CROSS (+) to the right of the name you have written in, or your vote will not be counted. To vote on any measure, PUNCH OUT THE,CROSS (+) in the voting square after the word "YES" or after.the.word *0." All distinguishing marks or erasures are forbidden and make the ballot void. If you wrongly punch, tear or deface any portion of your ballot cards, replace the cards in the ballot envelope, return it to the Precinct Board Member and obtain another set. MAKE SURE YOU VOTE BOTH SIDES OF YOUR BALLOT CARDS. AFTER YOU HAVE COMPLETED VOTING, place your ballot cards in the ballot envelope with the NUMBERED STUBS AT THE TOP and hand it to the Precinct Board Member who shall, in the presence of the voter, remove the numbered stubs, hand same to voter and deposit the voted ballot in the ballot box. HOW TO VOTE YOUR BALLOT CARDS STEP 1 Vote only one ballot card at a time. Slip ballot all the way into tray UNDER clear plastic cover from left side of machine. STEP 2 Move the chrome punch lever with its red plastic pointer to the right of the candidate or measure of your choice and completely depress the lever which will -punch out the cross (+). Repeat the process until you have voted for all candidates or measures of your choice. STEP 3 After you have completed voting, return the chrome punch lever to the top position. I am committed to the community college concept to provide education to "late bloomers," to people wanting to update their skills to get better jobs, to students planning to transfer to complete degrees, and to anyone who finds taking courses personally rewarding. My experience in higher education includes having worked as a counselor on the Dean of Students' staff, University of Illinois; as Assistant Dean of Students, Eastern Illinois University; and as Coordinator of Special Services for Displaced Homemakers, Cuesta College. The issues of high school curriculum, vocational education, increasing stu- dent enrollment, building programs, employee relations and the junior high program will require an effective communicator. AGE: 44 Occupation: Podiatrist Education- and Qualifications: At a time of great technologic break- throughs and multiple new methods in education we at times lose sight of. the true objectives and important factors in the educational system, our children, the students. I believe that it is the school board's duty and obligation to insure as good an educational opportunity as possible for each child in our school district. I believe that the board members must function as leaders as well as intermediaries among the students, teachers, staff, parents, and administration in the district. Board, I have. visited most of the schools in the San Luis area and have been impressed with the dedication of teachers and staff, the enthusiasm and commitment of parents, and the high caliber of the students. What are my goals for the district? First, a thorough foundation for all students in basic computational, writing and reading skills. Piano Teacher Education and Qualifications: The education of our children is our most important civic responsibility. As a member of the School Board, I pledge to return trust to our school system. I want to explore with the teachers other methods of negotiating a contract. I want to bring quality education to all the young people in our district. SETTLE AGE: 46 Occupation: Councilman/Educator Education and Qualifications: I have lived in San Luis Obispo for 20 years and have taught municipal government and finance at Cal Poly for 20 years. I have been a City Council- man for 8 years, 4 years under the current mayor. I have often been the only vote on the City Council trying to stop uncontrolled growth. The present mayor has been in office for 4 years. Do you know. where he stands on the issues, other than that he has never seen a proposed develop- ment that he wouldn't vote for? What policies or programs has the mayor initiated in the last 4 years? None! He has simply reacted to events on an ad hoc basis without giving leadership or direction founded on a strong philo- sophical commitment. I believe that: 1. We must plan growth based on existing resources. 2. We must not exceed our water service capacity or annex more land to the City while resources are inadequate for current residents. 3. The public must have the right to vote on importing new.sources of water and on projects like Court Street which will forever change the character of our City. I will continue to support policies and will develop programs which.control City spending, increase parking downtown, and promote neighborhood pre- servation particularly in the single family zone. I support traffic policies which keep through traffic out of residential areas and on major thoroughfares. I will insist that the public be treated courteously at all times. The control of this community must be in the hands of all the people, not just those who want to exploit it for their own self interest. Ask yourself, "Is this community better off, now than four years ago?" I don't believe so! The mayor must provide positive, dynamic, innovative leadership. The citizens deserve a new mayor who considers the overall interest of the community first, and who can set priorities and direction for innovative action and cooperative relations with the county government, particularly on open space and land uses surrounding the City. San Luis Obispo is no longer the small, quiet community we remember. Some of the changes have been positive. We have a more diversified economy, enhanced cultural activities, improved educational opportunities for our children, and,a more beautiful downtown. But rapidly escalating growth has produced many negative side effects. Spiraling housing prices, urban sprawl, deterioration of air quality, in- frastructure deficiencies and increased noise, crime and traffic congestion are beginning to plague our city. Let there be no mistake - San Luis Obispo is at the crossroads. The issues that challenge us are vital, and they are difficult. I am prepared to do my part to provide adequate water, managed growth, environmental quality, a healthy local economy, neighborhood preservation, and a vital downtown. Each of these issues must be addressed and solved intelligently and deliber- ately. Information has to be gathered. showing all sides of the problem. The short and long-term effects must be looked at, revealing the economic and environmental consequences of possible future actions. And, finally, the will of the people must be considered in making decisions which effect us all. I believe this is the only way that truly representative government can function. It's not a glamorous job; it's a lot of hard work, and it's often thankless; but it's a job that needs to be done well as we enter the difficult years ahead. At no time in our city's 130 year history have the issues been more crucial. As your city council representative, I stand ready to meet these challenges head-on, bringing to bear the same level of energy and personal commitment I have given to my family and community in the past. Thank you. s/ Pierre Pacemaker STATEMENT OF CANDIDAI MEMBER OF CITY COUNCIL City of San Luis Obispo PENNY RAPPA AGE: 44 Occupation: Incumbent Councilmember Education and Qualifications: I have served four years as a member of your City Council. I look back with pride on these positive accomplishments and the part I played in their achievement. As a result, the City has: lived within its budget; efficient, well-managed services including police, fire/para-medics, parks and recreation, public works, public transit and general administration; a new City -County library, completed one parking structure and begun another, drilled wells to add to our water supply, instituted a new intra -city bus system and improved Mission Plaza; participated in a City -County shelter for the homeless; enlisted over 100 citizens to volunteer their expertise to our City commis- sions, committees and advisory boards; forged a better understanding and cooperation with the County; initiated a long-range program enhancing our cultural arts. I also 'recognize some frustrations that represent significant problems.yet to be resolved to my satisfaction; these include: Adoption of a realistic, fair and workable growth management system; Completion of the General Plan Update so that our blueprint for the future reflects the ideas of our citizens today; Establishment of coherent policies to deal with the very serious condition of our basic resources - water supply, air quality, sewage and solid waste disposal; Preservation of our Downtown as an economically viable and attractive heart of San Luis Obispo; Protection of our neighborhood quality from incompatible life styles and traffic intrusions. For over ten years I have been involved with various commissions and organizations. Serving on both the City and County Planning Commissions, the Architectural Review Commission, Council of Governments, County Wa- ter Advisory, CCRT and SLOSCAT Transit Authorities, Counties Solid Waste Commission, California Mens Colony Advisory Committee, Old Town Neigh- borhood Association and various school related committees has given me a broad view of our community. I am convinced that growth management is the key to resolving many of our current problems. We must prepare for a future that allows growth within the limits of our resources and our financial ability to extend those resources. To that end, I am Co-chairman of the County Fair Share Initiative Committee and authored Measure G on this ballot. Except for Allen Settle; the present City Council, including Mayor.Ron Dunin and Councilmember Penny Rappa, has fought us in Court and refused to hear us at City Hall when all we want is to let the People vote on the use of "their own" City property. What is the voting record of current Councilmembers? Mrs. Rappa voted for 100% increase in Council salaries when'the Council appointed commission advised 6%. Mrs. Rappa supported the Southern California Gas annexation with its major traffic, water and development problems. She also strongly fought for approval of the Court Street Project and against a building mor- atorium during our current water crisis. She even insisted that all of the development projects in process should be built out despite our water shortage. Is this sound decision making and leadership? The office of City Councilmember should not be taken so lightly. As a long standing environmentalist, I can personally understand the need'for better management of our natural resources, especially water. The current water rationing crisis is an excellent example of poor planning and mismanagement: This city can no longer tolerate a do-nothing City Council and Mayor. Besides the city's water problems, there is considerable traffic congestion, uncon- trolled growth and increased air pollution, all made worse by the present progrowth majority on the City Council. As a biology and social science educator, I can appreciate the need to protect our quality of life through a better balance between development and the utilization of scarce natural resources. My goal as your City Councilmember will be to see that further development does not become the_ environmental ruination of this beautiful city. I will strive to protect the city, especially by the prevention of further annexation of land to the city until long range water supplies are on line and other services are available. As you go to the polls, think about the environment of this beautiful city and what it faces in the years to come. Do you want four more years of crisis management and growth? I think not! Having been bom and raised in San Luis Obispo I've seen the rapid changes that have occurred in our city in the past few years. My goal as your City Councilman is to regain the quality of life that was once enjoyed by our community as we progress into the future. . Many of the problems we face today could have been avoided through better planning. Our current water crisis, inevitable sewer rate hikes, and traffic problems are evidence of poor planning. Part of the planning process in- cludes a growth management plan which insures that adequate resources are available for the future growth. These include water, sewer facilities, road- ways, and the infrastructure necessary for a healthy community.. I believe that those who benefit by developing in San Luis Obispo should be paying for the additional services that will be necessary because of that development, not the current residents. I am in favor of limiting growth if there will not be adequate resources. to support new development. Even wn'en the resources are available for future development, careful planning is imperative to insure the community receives the greatest benefit. It is apparent that growth in other areas of the county has a direct effect on San Luis Obispo. I'm strongly in favor of coordinating our future plans with those of other cities and the county. As our city budget becomes increasingly larger our elected officials are faced with more difficult budget decisions. An understanding of benefit -cost analy- sis of our government expenditures becomes even more important. Many of the decisions regarding government expenditures that past and present councils have made were based on personal interests or feelings. Having recently graduated from Cal Poly with a Bachelor of Science Degree in Economics with a concentration in Finance, I would bring a much needed understanding of economic principles to the City Council. Although there are few simple solutions to the problems that our community is faced with, I believe that as a native of San Luis Obispo and having a degree in Economics I will be able to make the decisions that will again make San Luis Obispo a place that we can all enjoy. s/ Brett Cross STh—AENT OF CANDIDATE FOR MEMBER OF CITY COUNCIL. KUNKEL AGE: 37 Occupation: Engineering Consultant/Teacher Education and Qualifications: The City Council needs someone with a balanced, practical, approach to problem salving, someone who can carefully research the issues and come up with workable solutions, while bringing the community together to solve problems. My qualifications as a problem solving engineer plus my experi- ence working with people as a teacher would help me to be a successful city council member if elected. In the past, many of the major issues facing the city could have been better managed. Short sighted policies seem to have created long term problems. For example, not adding to our water supply for a quarter of a century is turning our beautiful garden city into a brown desert. Also, the lack of affordable housing is leading to skyrocketing rents with ever increasing housing costs, forcing the working class and families out of the community and has placed the single-family neighborhood on the endangered list. I have been trained to evaluate issues with a perspective based on long range planning, rather than the big government approach that narrowly focuses on detail. In my opinion, when options exist, there should be less govemment interference in citizen's day today lives. As an active backpacker and outdoorsman who has lived in the area for over ten years, I have come to love and deeply appreciate the scenic area of San Luis Obispo., Coming from an agricultural background, I appreciate the need for open space and the preservation of our rural character. I believe we can best preserve our quality. of life by using good growth management tech- niques, that is by using good long-range planning that limits the negative environmental impacts while providing basic govemment services which we have paid for. ' Perhaps it is time for a new face on the City Council. Someone who can represent families, working people, and other under represented groups. ATTORNEY GROWTH MANAGEMENT AMENDMENT MEASURE G City of San Luis Obispo This is an advisory measure only. It provides input to the City Council from the citizens of San Luis Obispo as to whether they feel the Council should amend its Growth Management Regulations. Presently, the Growth Management Regulations identify the appropriate annual average growth rate as two percent during the 1980's and one percent after 1990. The existing regulations pertain only to residential development and provide for certain exceptions such as: group quarters for occupancy by five or fewer persons; lodging, including housekeeping units in hotels or motels; projects which include their own growth management provisions pursuant to zoning regulations; the independent construction of one or two dwellings; certain remodels and additions; and reconstructions. of damaged and destroyed buildings. The City does not regulate the growth of federal, state or county agencies. This measure, if adopted, could result in the Council removing any or all of the present exceptions to the regulations and could result in the applica- tion of growth management to commercial and industrial development as well. The present exception for federal, state, or county agencies would remain, as such entities are not subject to local regulations. s/ Vicki Finucane Acting City Attomey City of San Luis Obispo ARGUMENT IN FAVOR OF MEASURE G Currently, the City's growth management ordinance applies only to multi- ple family residential projects. It does not include single family, duplexes, commercial, or industrial projects. This ordinance was adopted in 1982; it has not proven to be a comprehensive growth management tool. Obviously, exempted projects impact on the City's critical resources. In the mid -seventies, the City Council recognized water was a resource problem. When the 1977 General Plan was adopted, a growth policy allowing 3% growth in the 1970's; 2% in the 1980's and 1% in the 1990's was also adopted. This would have allowed a build -out population of approximately 54,000 to occur sometime after the year 2000. Even so, development has out -paced. resources. In 1986, the City Council came face to face with reality and adopted the Water Allocation Ordinance superseding all other ordinances. The Water Allocation Ordinance stated that the City shall aggressively seek new sources of water and reduce the number of building permits issued. In 1989, with new water becoming slowly avail- able; the current drought hit and required a building moratorium to be declared. In addition to insufficient water supplies, there are air quality concerns and landfill capacity problems to be addressed. The time has come to take a more comprehensive approach to the rate of growth in our City. Equitable distribution amongst all development is neces- sary. Vote YES on Measure G. Settle, Councilmember 4u-sn REBUTTAL TO,"MENT IN FAVOR OF MEASURE G The current growth limitation. ordinance has been effective at controlling the City growth rate to the target levels, and with some revisions it will work to keep it.at 1% in.the 1990's. Then why do we still have growth problems? First, we must look at,growth control on a regional not ci basis. San Luis Obispo's growth control during the 70s and 80s has pushed the growth to Los Osos, Atascadero and the South County. This, in turn, has caused greatly increased traffic and air pollution as people commuted longer dis- tances to mostly government jobs. Measure G doesn't cure any of these problems. By focusing only on the growth rate, we miss the real solution: better planning. Our current water shortage has been caused by the City not acting, until there was a crisis --until this year no additional water supplies have been. added since 1962. The road system, the sewer system, and the parks and open space system were similarly neglected on the assumption that if we put our heads in the sand, growth wouldn't happen. Boulder;. Colorado is often held up as an example of a city with a tremen- dous quality of life, yet Boulder has a 2% growth rate and a population of 80,000. Their secret: far reaching planning to preserve open space, directing development to where it's needed, and providing necessary pedestrian and auto circulation. Garth Executive Manager, San Luis Obispo Chamber of Commerce ARGUMENT AGAINST ML-_,jRE G The City of San Luis Obispo needs effective growth control measures and the existing growth ordinance needs revisions. But Measure G isn't the way to do it. Measure G takes a meat ax approach to growth management and subverts the thoughtful general plan revision process that's going on right now. The City currently has residential growth policies which will limit growth to just 1% in the 1990's. Measure G attempts to limit non-residential growth,. but, it won'twork. It will have theunintended effect of restricting new jobs, causing urban sprawl, and keeping out new stores and services. The measure won't work because 40% of the job growth in recent years has been caused by the growth of city, state and county government; which by law is exempt by Measure G. This measure will further encourage the growth of government at the expense of the private sector. Believe it or not, government doesn't have to abide by their own regulations! If Measure G passes, commercial growth will be forced into the county areas surrounding the City where services aren't in place to handle it. This urban sprawl would increase traffic and pollution as people had to drive further to essential services. Commercial building projects can't be done in small pieces. The limits in measure G will lead to the eventual "boutiquification" of San Luis Obispo. Many of San Luis Obispo's existing clean small companies need to grow to survive. If they can't add employees, they'll be forced to move and take their good jobs with them. Many citizens are -concerned about water shortages and increases in traffic and air pollution, and they should be. But these problems are now being addressed under the current General Plan Revisions. Careful implementation of a comprehensive growth management plan by your elec- ted officials can prevent urban sprawl,. provide solutions to our air quality, water supply, sewer and solid waste disposal problems, while maintaining our City as the regional center in the County: The exemptions and exclusions from the current growth management ordinance' (E.G..single family or, du- plex dwellings not built as part of a.larger project or.tract development,.any commercial or industrial project) constitute a significant omission in our regulations.
