INSTRUCTIONS TO VOTER: VOTE ONLY ONE BALLOT CARD AT A TIME. PLACE THE BALLOT CARD UNDER THE PLASTIC -SO ,THAT IT
LIES COMPLETELY FLAT IN THE BALLOT CARD TRAY.
To vote for a candidate whose name appears on the ballot, PUNCH OUT THE CROSS (+) in the voting square to the right of the
candidate's name. Where two or more candidates for the same office are to be elected, PUNCH OUT THE CROSS (+) after the
names of all candidates for the office for whom you desire to vote, not to exceed, however, ,the number of candidates to be
elected.
To vote for a qualified WRITE-IN candidate, write the person's name in the blank space provided for that purpose after the names
of the other candidates for the same office and PUNCH OUT THE CROSS (+) to the right of the name you have written in, or your
vote will not.be counted.
To vote on any measure, PUNCH OUT THE CROSS (+) in the voting square after the word"YES" or after the word "NO."
All distinguishing marks or erasures are forbidden and make the ballot void.

Education and Qualifications: The organizational and financial experience
I have gained from years of service on the County Board of Education and
the San Luis Coastal Unified School District finance and goals committees
will help me to implement your concerns.
My experience in school personnel while serving as an elected member of
the County Board of Education will be especially helpful as a Cuesta trustee.
As a trustee Lwant to hear your concerns regarding Cuesta College. The
experience I gained as an officer of the state, county and Cuesta Patron PTA
will enable me to represent you more effectively.
During the last 25 years as a county resident, I have developed a�sincere
interest in children and youth and have been active in Campfire, Boy Scouts
and AWANA.
I am anxious to put my background as an active community participant, a
small business owner and Cuesta College graduate to work serving you 6n

Occupation: - Community Leader, Educator
Education and Qualifications: I was born and raised on a farm. I have an
AB degree from college. I hold teaching credentials from grades seven through
14.1 have taught or been a substitute teacher from elementary school through
college. I have a good working knowledge of the educational process.
I have served on many boards and commissions, being president of many.
I am a member of the State Board of Managers for PTA. I sit on the state
Legislation committee and Community Concerns Commission for PTA.'I have
been PTA state representative to the Special Education Commission in Sac-
ramento.l have been on the PTA state Education Commission. I am a 4-H
leader..) co-chaired.the Citizens Against pornography. Past president of.AAUW. .
I would like to see quality education affordable to everyone: In our technolog-
ical and information based society future employment will need people trained
in these areas. Adequate child care centers, adequate faculty compensation,
education for re-entry, single parents and others must be available. My experk.
ence working with school budgets, and knowing community needs will help
me be a good board member.

JOHN DE VINCENZO
Education and Qualifications: A society has no greater responsibility than
the education of its children and the real heroes of our society are not
entertainment stars, megabuck financiers, and sports figures but parents and
teachers who are devoting their lives to education.
This education should be demanding, relevant, up to date, exciting, and
individualized. Its goal should be the development of each student to her/his
intellectual and self-esteem potentials while giving them a vision of what they
could become. All aspects of it should be assessed for effectiveness.
Over the past four years, generally, I have not supported increasing costs
for administration, buildings and grounds, special education and transporta-
tion. I have supported a stronger emphasis on mathematics, science and
written expression; an elementary school music program; a district -wide
technology plan; a preventive program for potential dropouts; and an increase
in library services.
My goals for the next four years are to improve the existing programs, place
more emphasis on the development of critical thinking skills and self-esteem,
better evaluate the effectiveness of our educational process, and to develop
an early elementary program in mathematics and language skills that fumishes
counseling and emphasizes parental responsibility and involvement.

Occupation: Retired High School Teacher, Children's Short Story Writer,
Thrifty Employee
Education and Qualifications: I am a twenty-one year resident of San Luis
Obispo County. I am married and have seven children.
I attended Mesa College, Adams State College, Western (Colorado) State
College, Utah University and the University of California, Berkeley, earning
Associate's and Bachelor's Degrees (Speech/Drama), a Master's Degree (En-
glish) and a general secondary teaching credential as well as a standard
secondary teaching credential.
I have been a public school teacher for 24 years, the last 19 being at Morro
Bay High School and San Luis High School. Twice I was voted outstanding
teacher.
I served in Korea as a member of the 82nd Airborne Division.
I presently write children's short stories.
My experience as a teacher, coach, business person and parent has given
me valuable insight into the present policies and programs of the Board and
the goals which they are meant to achieve.
I believe a new member of the Board who understands the nuts and bolts
of the real work of education can make a difference for our children.
I have a deep and abiding faith in the pure hard work that is the foundation
for good education and honest public service.

In a second term, I would support the following community goals:
insure adequate water supply

increase senior programs and expansion of the Senior Citizens Center
additional recreational programs and facilities for families with children,
single adults and seniors
closer cooperation with state and local officials to reduce population at
California Mens Colony
greater reliance on existing in-house staff (instead of costly outside
consultants) for program, project and policy review
new mobile home parks and moderately priced new housing
expansion of Mission Plaza; preservation and beautification of our unique
downtown; improved parking and traffic circulation
I believe all council decisions should reflect the needs and priorities of the
people affected by those decisions. Therefore, during my next term, 1 will
continue to serve all residents by: using my experience; encouraging citizen
participation in City government; and applying prudent fiscal management. I
believe San Luis Obispo is a great place to live and will do all I can to keep
it that way.

DONALD 1. SMITH
Occupation: Retired Aerospace Engineer
Education and Qualifications:
As Mayor I will protect our city's quality of life and unique character
I will:
Protect our clean air.
Preserve our neighborhoods from undesirable and incompatible
developments.
Avoid the Los Angelization of our community.
Work with all'governmental agencies to assist the disadvantaged, elderly,
hungry and for emergency housing.
Support greater cultural activities and facilities.
I pledge to protect our water resources.
I will:
Maximize our current available water sources.
Support a public vote on all new major water projects.
I support mobilehome rent stabilization.
Our current Mayor has consistently failed to participate in mobilehome park
rental problems. I will participate, and I will support ordinance changes which
make rent stabilization more effective.
I pledge leadership in coordinating major public projects.
This past year traffic anarchy has reigned on our roads and highways. I will
insist that public works projects by all agencies be better coordinated for the
public's convenience. Construction of the new library and parking garages
downtown could lead to San Luis Obispo's first gridlock unless the public's
interests are given a higher priority.
The city should be a strong regional retail shopping center.
The present overemphasis on tourism and the lack of parking have reduced
downtown's role as a family shopping center.
I support the Downtown Business Association's efforts to coordinate retail
activities with Madonna Road retailers, and to provide greater parking and
retailing opportunities downtown.
I am not obligated to land speculators.
Real estate developers and speculators contributed $12,000 to the campaign
of the current Mayor two years ago, and he has voted favorably for almost
every project before the Council. I will not accept money from these groups.
I will fairly review their projects for community compatibility, but my vote
cannot be bought!
I refuse to accept political support from the Chamber of Commerce, or any
other group that seeks taxpayer's money from the City Council to promote
the piecemeal destruction of our way of life. I will insist that an environmental
assessment be made before any City money is spent to promote tourism or
business.
I request your vote.
My community involvement in San Luis Obispo has been open, untiring,
consistent, and on the public record for the past 14 years. My health is
excellent and I plan to devote many more years for our City.
Please vote for Don Smith for Mayor on November 3, 1987.

Candidate's Statement
I have been very involved in many aspects of our community in a variety of
"people related" issues from traffic and zoning to tree -planting, bike paths,
neighborhood safety and children's programs. I believe that we are all obligated
to do what we can to make the world and our community a better place to
live. I have a deep commitment to this City and the outstanding quality of
life it offers to all. I will support issues that represent our community goals.
I'm not tied to "speculators" or "big money" interests.
I believe our City needs the leadership of committed, informed, experienced
and caring individuals, not single -issue candidates with an axe to grind! I
pledge to do my homework, analyze all issues thoroughly and objectively,
without outside "influence".
I will be very conservative where your (and my) money is concerned. There
are many ways where money can be saved at City Hall. I am a problem solver
and am known for getting things done.
Major fiscal items, like the proposed importation of more water, should go
to a vote of the People; after all, it's your money!
Downtown survival is critical; parking, greater retail and residential oppor-
tunities and cultural activities are necessary.
Neighborhood preservation is necessary for the health of our community.
The Old Town Neighborhood Association was established to preserve a'sen-
sitive residential neighborhood. Traffic, oversized streets, poor circulation
and increased densities can destroy the fragile fabric of. these special parts
of our City.

WILLIAM G. ROALMAN AGE: 35
Occupation: Environmental Planner
Education and Qualifications:
Within the next year, our city's population will increase by approximately
1,000 people. Nearly 90 percent of these.newcomers will be relocating here
from other counties. within California. The word is out that we've got a good
thing going here. In fact, our city planners predict that we'll have an additional
12,000 new residents in San Luis Obispo by the year 2000.
People move to San Luis Obispo because of the high quality of our environ-
ment: clean air and water; open space; uncrowded healthy neighborhoods;
and a friendly community spirit. The primary responsibility of the city council
is to safeguard and promote this quality environment for all residents: young
and elderly; wealthy and low income; newcomers and old-timers.
Faced with this inevitable expansion, we need community leaders who are
especially sensitive to the benefits of long-range, well-planned growth. Our
community needs additional water sources, sewage treatment capacity, solid
waste disposal sites, housing and jobs if we are to meet the needs of the
future. However, in meeting these needs, we must be especially vigilant to
protect our open spaces, wildlife habitat and natural resources. We must
maintain the balance.
Professionally, I work for, a privately owned, locally based environmental
planning firm that specializes in preparing environmental impact reports for
various cities and counties along the central coast. This work helps to sensitize
me to the elements of environmentally sound development.
Academically, I earned a Master degree in City and Regional Planning from
UCLA in 1982. -
Voluntarily, I serve as a board member for the Environmental Center, a
non-profit organization promoting recycling and environmental education in
our community. J edit the newsletter for our county's Sierra Club chapter.
I'm also a member of the citizen's advisory committee reviewing the prepa-
ration of our County's Master Plan for Parks and Recreation.
As your City Council member I would fully exercise my individual responsibility
to protect the natural, historic, and social resources that help make San Luis
Obispo a wonderful place to live.

As a native Californian and 25 year resident of San Luis Obispo, I've observed
changes in the community of nearly every magnitude. Changes resulting in
unmendable harm ---changes that have enhanced the lives of all. I have been
in business locally for the past 19 years and directly involved in the city
process for the past ten years—first as Architectural Review Commissioner
and now as Planning Commissioner. I have hands-on experience in the
processes that weave the fabric of San Luis Obispo.
The issues that face the city are well publicized ---water, growth, affordable
housing, the local economy, care of the elderly, basic services, cultural
programs, enhanced compatability.with Cal Poly and the county; preservation
of our neighborhoods, our downtown, our heritage, our children's city .... If
San Luis Obispo is going to remain something special, something more than
just another blur passed thru by a highway, these issues; and issues yet to
be, must be dealt with head-on: They must be dealt with not by special
interest groups, not politically, not based on economic benefit to a select
few --they must be dealt with on the basis of sound judgment and a healthy,
realistic goal. A goal which acknowledges our past, provides for the present
and challenges the future to be a better place to live, a better place to raise
our children, a better place to grow old.
As a member of the City Council, I would continue the commitment to the
city that I've demonstrated in business, in community involvement and in
my personal life for the past 25 years. A commitment sensitive to the needs
of the people, the city and the environment.
The most important part of any election is that you vote ---

GEORGE GIBSON AGE: 39
Occupation: Registered Civil Engineer/ Administrator
Education and Qualifications: I am currently the Hydraulic Planning/Special
Assignment Engineer for the County of San Luis Obispo and have been
involved with City and County Government processes representing both the
private sector and government since 1980. My experience includes technical
and financial analysis with an attitude of outspoken drive for results. I have
served on the City's Architectural Review Committee and have firsthand ex-
perience as an applicant for permits from the City's Community Development
Department, Building Department, and Public Works Department.
The City needs a Council member that will work for the residents to achieve
programs that show quality results ratherthan endless dialogue and exhausted
budget accounts that produce again distant goals. I will regularly and diligently
pursue those courses of action that provide for the best levels of service and
benefit for residents of the City while maintaining that quality of life we have
all come to enjoy. I need your support and your vote.
As an experienced government employee and community worker, if elected,
I will:
Maintain current policies for strong police and fire protection programs
with increases in programs for maintenance and service of existing City
facilities.
Support a growth management policy that provides economic benefit
to business, employment for residents and minimal environmental im-
pact.
Encourage management of the City's water resources for economic
growth while removing existing deficit allocation methods.
Support the development of additional, reliable water supplies prior to
allocating their use for growth; for residents to suffer through potentially
drastic conservation measures to accommodate growth is not right.
Work for a strong recreational program by supporting a youth recreation
center, additional sports programs for adults and additional cooperation
with private groups such as Little League and Youth Soccer for better
facilities.
Ensure City policies continue to enhance shopping within the City from
the foothill Plaza areato the Madonna Road corridorto the Downtown.
Maximize the potential of the Mission Plaza expansion by encouraging
and supporting the Business Association in developing new and continu-
ing old Mission Plaza activities.
As your elected Council member, I will only support those programs that
achieve the highest quality results for City residents, while providing a guaran-
tee for my children and yours for an equal or better quality of life for the
City's future.

JACK GATZ AGE: 53
Occupation: Data Processor
Education and Qualifications: My family and I have .lived in San Luis
Obispo since 1972. 1 graduated from Santa Paula High School and then
Ventura College. i served two years in the U.S. Army and upon my honorable
discharge lived in the Santa Monica area -for a number of years. Diane and
I were married in 1963 and we slowly moved north. First to Santa Barbara
in 1965 and then to San Luis Obispo in 1972 with our children, Vanessa and
Greg. I am no stranger to a small, rural area, and I am no stranger to the
vast overdeveloped/industrial/polluted expanses of the big city. We must not
become another big city.
We know more and more.people are. moving to the Central Coast. Thus
growth is inevitable. The City must respond to the following problems:
1. Growth, controlled or uncontrolled.
2. Water, an adequate supply or not enough.
3. Our environment, maintain it or lose it.
When we talk about growth, we often consider only the number of people
coming to live in an area. This is only a small portion of my concern. Growth
to me includes jobs, services, and facilities to manage and help our increased
population. The City of San Luis Obispo can no longer be an island. We must
be involved in the big picture of the entire Central Coast. The City must be
aware of, and consider, Central Coast needs as well as City needs. What
happens in Los OsosBaywood Park, Arroyo Grande, Pismo Beach, or Atas-
cadero, affects us here in San Luis Obispo. We must plan our growth, not
only in San Luis Obispo but on the Central Coast too!
We must decide now on what this area is going to do about water in the
1990's. We must do the research now so that we will be prepared forthe future.
Our environment is precious to all of us. Our clean air must remain clean,
ourwaters unpolluted, and we must be considerate of the land as we use it.
Let us prepare for the future now so that we can protect and preserve our
area for future generations. Let our actions in the 1980's show that we are
responsible for tomorrow.

MEMBER OF CITY COUNCIL

FREDERICK HUNT AGE: 24
Occupation: University Student
Education and Qualifications: I am currently a Cal Poly senior majoring
in finance. I have been actively involved in university activities. I had just.
recently completed a one year term representing the school of business on
the ASI student senate. I therefore have;experienced and participated in the
workings of a policy making assembly. At Cal Poly, I had written and sponsored
two resolutions. First, a resolution dealing with class registration, and second,
a resolution to increase student awareness of the AIDS issue to implement
a feasible plan to make information and protection more available to students.
I have also been active as the elections committee chairperson, representative
of the ASI childrens center board and the Cal Poly AIDS committee. On the
civic level, I have been involved with the county's electoral processes in the
past five years: I have been active on these committees and I will continue
to be active as a councilman.
Some issues that I find are of,conceamong the citizens of this city would
be to m support policies that would lead to affordable housing, especially for
seniors and young people. Inorder to maintain this goal foraffordable housing
in San Luis Obispo requires that the city council would maintain long term
growth policies. A long term plan for city growth would also include. our
economic enterprises. We must continue to strive to expand business activity.
We must not neglect the historic and valuable aspects of our downtown
businesses; we can strive to maintain and expand this valuable resource. We
must also be certain that growth- does not also takeaway the beauty and
natural features that make this city. a pleasant place to live. Finally as a Cal
Poly. student, I strive to lessen strained relations with the city and will work
to support a greek row. to resolve some of those conflicts.
Lastly as a candidate, I realize that each resident has the last voice regarding
the issues. I most certainly will listen to what San Luis Obispo residents want
and will act upon it. I hear you and seek the position of city counciiperson
to act upon what I hear.

Education and Qualifications: San Luis Obispo is my home and I look
forward to my future here. I am interested in legislation concerning the
environment and have been studying San Luis Obispo city government since
I first came to Cal Poly in 1975. Prior to that time I served a legislative
internship in Washington, D.C. obtaining a knowledgeable working back-
ground of our political system. As a creative problem solver, I consider myself
a communication bridge between the government, business people, environ-
mentalists, and especially our senior citizens.
My priorities are:
A. Economic stabilization that comes from:
1. managed growth.
2. the settling of high-tech and research firms.
B. Cultural and environmental quality of our city.
C. Affordable housing.
D. Retaining the charm of the downtown area.
I realize most problems are not easily solved nor are answers available to
please everyone involved. However, through a diligent study of all aspects
of a problem, I am able to make decisions based on knowledge; fairness,
and common sense. ,
The most important service I can offer our community is my abilityto anticipate
problems in many areas before they arise. Because of this, strategies may
be planned to meet issues ratherthan reactto them. My foresight, imagination,
and openness to citizen input will enable me to conform to this plan. We do
not need urban sprawl, congestion, and noise to be out of control before we
react. My energy and dedication will confront these problems before they are
a menace.

JAMES C. MAXWELL AGE: 37
Occupation: Water/ Wastewater Treatment Operator
Education and Qualifications: First and foremost I call upon the people
of San Luis Obispo to turn out and vote in record numbers in this, our
Constitution's 200th birthyear.
Politically I'm a novice. But my professional life has centered around helping
people resolve conflict. This includes 13 years in the mental health and
medical,fields. In San Diego from 1973-79 1 worked in the areas of drug
rehabilitation and intensive care (locked facilities) of adolescents. I also held
license as Emergency Medical Technician and did in home help for cardiac
patients.
Coming to the beauty and openness of San Luis Obispo in 1980, 1 earned
State licensure in psychiatric technology in 1981; treating the.most severe
cases at Atascadero State Hospital until 1986. The past year has seen me
draw very near a biological sciences degree at Cal Poly. To put these technolog-
ical interests to work, I'm now training with the State in water/wastewater
treatment.
While in San Diego, I lived in an area called La Jolla. This means "The Jewel".
Here in San Luis, we truly have a jewel of a place. What we don't want is
the megapolis policies and planning that we all know has made communities
indistinguishable virtually all over Southern California.
Originally I'm from near Paducah, Kentucky. It's a city of 35,000 also, and
is a latitudinal cousin of ours. With similar farm interests, they also lay near
an earthquake fault and have decades of Tennessee Valley Authority water
experience. I've begun opening channels to exchange knowledge. Com-
munities helping each other is part of the Town 2 Town idea friends and I
sparked last Spring. You may consult the records of Mustang Daily, KSBY
or KCOY-TV for more on this.
So I've tried to help folks whenever possible in personal ways. I'd like to be
a part of the City government to continue to be able to help, In new ways.
The profession in water resources obviously puts my own skills in the arena
of one of San Luis Obispo's ongoing issues. You'll hear a lot about water in
this year's campaigns.
As a mobilehome owner, I'm right in the midstream economic interest pool
with all of you. I do business all over town. I hope all my friends of all
leanings get out and vote. I'll keep my fingers crossed that it will be for me.

Occupation: California Highway Patrolman
Education and Qualifications:
Education: An Associate Arts Degree from EI Camino College, with studies
at Southern Illinois University and completion of studies for Bachelor's Degree
at California Polytechnic State University, San Luis Obispo and a teaching
credential from UCLA.
Professional. Experience: Deputy Sheriff, Los Angeles County; California High-
way Patrol Officer with assignments in San Francisco, West Los Angeles,
and San Luis Obispo, having lived in San Luis Obispo since 1968.
1 am a member of the California Army National Guard with 31 years of service
and over 18 years of staff, budget and logistical expertise. I am a graduate
of over 8 specialized military institutes and a graduate of the Command and
General Staff College, Fort Leavenworth, Kansas. I have recently received
confirmation of promotion to Lieutenant Colonel.
I have attended specialized courses of instruction at the CSTI, Camp San
Luis Obispo, dealing with emergency situations such as floods, earthquakes,
civil disturbances and aid to local governments. I was the Federal property
officer at the Coalinga earthquake in May 1983 for the National Guard.
Affiliations: I am a member of the National Guard of the United States and
the State of California, an alumni advisor of Phi Kappa Psi Fraternity, a past
member and elected officer of the California State Employees' Association,
a lifetime member of the YMCA and a past member of the San Luis Obispo
Chamber of Commerce.
Background: As a resident of the City for almost twenty years (having resided
all this time near the downtown area), I feel I have acquired a first hand
knowledge of the business community and the wishes and desires of a great
many of its residents. I have a love for the community and I want to serve
the citizen's in helping take part in the future growth and direction of San
Luis Obispo. With my 21 years service with the Highway Patrol and 31 years
with the National Guard, I feel Lhave been afforded many opportunities to
display leadership, management and budget qualities as well as community
service involvement. My work with staff personnel will enable me to work
with city department personnel as well as the public in seeking solutions to
complex problems. Our city personnel can, and should, be doing much of
the work that is being jobbed out to consultants.
I make contact on a daily basis with much of the business community, senior
citizen's, property owners, students and the public in general through my
fulltime job. I feel that I can reflect the desires and wishes of these people
through representing them as their city councilman.

Education and Qualifications: The San Luis Obispo City Council needs the
balance of a successful businessman, an experienced political leader, and a
long time local resident to keep our city moving forward in a healthy direction
while still preserving what we all value.
Among all the candidates, I have the broadest qualifications;
City experience: I have been appointed to key positions by the City Council,
Downtown Business Improvement Association, Chamberof Commerce, and
other organizations to deal with important current issues.
Political experience: Since 1978, 1 -have worked with city, business, and
community officials finding solutions to our city's major problems. I ran for
City Council in 1985, just missing a seat by only 190 votes:
Business experience: I have been a businessman for 15 years, working in
retail, manufacturing, and wholesale. ,
Local roots: I grew up in San Luis Obispo, attended both Cuesta College and
Cal.Poly. I have been married 11 years and am the father of two fourth-gen-
eration San.Luis Obispo natives.
Well known active citizen: I host and produce the successful weekly cable
TV show "San Luis Today", now in its.third year. I have sponsored two city
initiatives, one in 1983 on parking and one in 1985 on affordable housing. I
ran in a very close Mayoral election in 1983.
The 1983 parking battle stopped an expensive project, made the downtown
BIA independent, unjammed the enclosed Madonna Road Mall from oppos-
ition, and produced two parking structures for the same parking fund budget.
In the last 20 years, I've seen our city mature to the real gem of Central
California. We should avoid short term "panic planning" and use sensible
long term planning.
The City Council needs a member .with some common sense affordable
solutions, someone not afraid to make a decision.
We are now taking decades to study problems:
5 years on the Mobile Home Park issues
20 years on growth solutions
20 years on parking
25 years on Performing Arts Center
25 years on new water sources
I call it "decisions by decades".
For example, the city recently budgeted over $1.1 million for two years of
more studies. We make progress, but slowly.
Building permit red tape hurts businesses and adds to the cost of housing.
I want to see us planning for production, not for paper.
The City Council is unbalanced: it needs an active local businessman with a
decade of political involvement who can work with the rest of the Council to
produce results.
