PLACE THE BALLOT CARD UNDER THE PLASTIC SO THAT IT LIES COMPLETELY FLAT IN THE BALLOT CARD TRAY. To vote for a candidate whose name appears on the ballot, PUNCH OUT THE CROSS (+) in the voting square_to the right of the candidate's name. Where two or more candidates for the same office are to be elected, PUNCH OUT THE CROSS (+) after the names of all candidates for the office for whom you desire to vote, not to exceed, however, the number of candidates to be elected. To vote for a qualified WRITE-IN candidate, write the person's name in the blank space provided for that purpose after the names of other candidates for the same office and PUNCH OUT THE CROSS (+) to the right of the name you have written in. To vote on any measure, PUNCH OUT THE CROSS (+) in the voting square after the word "YES or after the word "NO". All distinguishing marks or erasures are forbidden and make the ballot void. ALLAN AGE: 36 Occupation: President -Agricultural Lending Education and Qualifications: My qualifications to serve on the Governing Board include extensive educational, professional and community involvement. I was graduated from Chico State University with a BS degree in agricultural busi- ness in 1972. 1 will receive a MBA degree from Pepperdine University in December 1985. I have been the chief executive officer of a locally owned agriculture lending organization since 1976. Our offices in Paso Robles, San Luis Obispo and Arroyo Grande have helped me become familiar with residents in all areas of the county. I have been very active in community affairs. BUTTERY AGE: 37 Usgapatiea: Attorney at Law Education and pualficafions: I believe I'm . qualified -as a candidate for the Governing Board of the San Luis Coastal. Unified School District for three reasons. 1. PARENT. I am most interested in the education being provided by the San Luis Coastal Unified School District, because I have three children attending three different schools in the District I want them to receive the best possibile education so that their choices in life can be broadened rather ' than narrowed. -These options will be available only if our children receive the highest quality education. 2. FORMER STUDENT OF PUBLIC SCHOOLS. I attended public schools from kindergarten through high school. I am proud of the education that the public schools provided me, because it prepared me so well for a rigorous undergraduate and law school curriculum. This experience will assist in improving the educational standards within the District 3. TEACHER. For the last eight years I have taught part-time at Cal Poly, San Luis Obispo. With this classroom experience I can better appreciate a teacher's -outlook to education. While myexperiences should give me a balanced approach to School District matters, my overwhelming motivation is to provide the best possible education for our children. sl James C. MYRON HOOD AGE: 44 Occupation: Mathematics Professor, California Polytechnic University San Luis Obispo, CA Educaf o and Qualifications: The prospect of increased funds from the upcom- ing lottery poses a significant challenge for the next School Board. Which programs should receive increased funding and which ones should not? My first priority will be to reduce the teacher -student ratio. When classroom sizes are too large, neither students nor teachers can perform effectively. A second area of concern is the number of qualified counselors at our schools. It is important that counselors have enough time to advise those students who need help. I feel that the present number of counselors is not adequate for this District. I have been living in Los Osos and teaching in the Math Department at Cal Poly since 1977. My wife is a business woman in Morro Bay, and our two children attend public schools in Los Osos and Morro Bay. I have always been actively involved in community and school affairs. I believe that a good education for all our children is the.best investment in the future that we can make. It is the School Board's duty to provide the leadership, incentive and means for this education. As your elected School Board member, I will work diligently to carry out this duty. sl J. Myron Hood STATEMENT OF CANDIDATE FOR GOVERNING BOARD MEMBER, TRUSTEE AREA NO. 2 San Luis Coastal Unified School District MICHAEL L EMMONS AGE: 46 Occupation: Psychologist, University Teacher, Author Education and Qualifications: My entire life has been centered in the field of education. My Bachelor's, Master's and Doctorate degrees are all in the field. of education and I have taught at the secondary and higher education levels. Both of my children are students in the San Luis Coastal Unified School Dis- trict. I am interested in quality education for them and all students. As a school board member I will be a voice for balance. We are presently in a back to basics movement in education. This conservative approach is needed, but tends to push aside the gains we have made recently in libera- lizing education. Both sides are important and do not need to be at odds. A balanced educational program which includes both conservative and liberal elements is the key. We are in the early stages of dealing with other vital issues in our district such as renewed high enrollments, increased funding availability, management of the alternative schools, lengthening of the school day and school year, and important changes in the grading system. In order to deal with these topics successfully I will attempt to listen to all viewpoints - teachers, parents, administrators - and to seek the best decision for the students. sl Michael L Emmons 40-4 STATFa'r'T OF CANDIDATE FOR GOVERNING GO& MEMBER, TRUSTEE AREA NO. 2 San Luis Coastal Unified School District KATHERINE C. ORTON AGE: 41 Occupation: Parent and Secretary Education and Qualifications: I am the mother of two children. I have lived in Los Osos for six years and have been actively involved' in various aspects of our district's educational program: classroom volunteer; parent organizations; textbook selection committee; petition drives to retain Renzi and several teachers. Serving on the Budget and Finance Committee was of particular value in appreciating the complexities of meeting the needs of students, teachers and community. An earlier ten years in teaching adds to my prospective -- I have unlimited appreciation for those who successfully perform this most important work. I have since worked parttime, presently as a secretary, allowing greater involvement in my children's educations. Beyond the prospective of teaching and being an active parent in our schools, the time I can devote to hearing your concerns, researching and presenting them to the Board is my greatest asset. I have concerns, however; I think a Board member's primary function is to understand the concerns of his district's members. I am in the process of becoming a Landscape Archi- tecture major. While at Cal Poly, I have been actively involved in the Multi - Cultural Center and a number of other student activities. I consider San Luis Obispo to be my home and I am planning to stay. I have always been interested by politics and the workings of government and I have been studying San Luis Obispo city government since I first came to Cal Poly. I have no conflicts of interest and I have no ties to any special interest groups. I believe myself to be capable of leadership and rational deci- sion making based on previous experiences. I believe in fairness and balance and I am sensitive to human issues. I will listen to all sides of every issue and I believe I can then make decisions that are fair to all parties. I consider myself open and responsive to San Luis Obispo citizens. Fowler a0-9 FULL TEXT OF MEASURE CITY OF SAN LUIS OBISK-- AMENDMENT TO CITY CHARTER LIMITS ON COUNCIL TERMS OF OFFICE NOW, THEREFORE, BE IT RESOLVED by the Council of the City of San Luis Obispo as follows: SECTION 1. The general municipal election ordered to be held on Tues- day, November 5, 1985, shall include voting on a proposed amendment to Charter Section 405 which would qualify terms of office to exclude partial terms of less than one-half duration. SECTION 2. Said proposed Charter amendment would amend Section 405 of the Charter of the City of San Luis Obispo to read as follows: SECTION 405. Limitation of Terms. (A) Neither the Mayor nor any member of the Council shall serve in the same office for more than eight (8) years in succession;rop vided, however, that any time in office resulting from a partial term which is less than one-half (1h) the length of the full term for that office, shall not be considered. (The provisions to be added by the proposed Charter Amendment are those provisions underlined in the proposed Section 405, immediately above). 40-53 IMPARTUU _ '%LYSIS BY CITY ATTORNEY MEASURE C - 'The current Charter regulates the amount of time that the Mayor or a Councilmember can stay in the same office to a maximum of eight (8) years. From time to time, individuals are elected or appointed to the Council as the result of a vacancy that occurs during the term. The proposed measure, if adopted, would provide that time served in office due to an appointment or election which is less than one-half (1h) of the full term for that office would not count towards the eight (8) years. The limitation means that a councilmem- ber who has served a partial term, plus one full four-year term, would be required to resign during a second full four-year term after serving a total of eight years, resulting in a new partial term vacancy and the situation repeat- ing itself. This amendment is proposed to designate that anyone who serves less than one-half a term would not have to count the partial term time in the eight year total. The original intent of the eight year restriction was to prevent a person from serving an unlimited time in the same office. This proposed amendment is not meant to change that intent. (B) The publication of ordinances as required by subdivision (A) may be satisfied by the publication of a summary of the proposed ordinance in lieu of publication of the full text as required in subdivision (A). At the time the proposed ordinance is introduced, the Council shall determine whether the full text of the ordinance shall be published or whether a summary shall be published: if the Council fails to so determine, the full text shall be published. If the Council determines that a summary shall be published, the .summary shall be approved by the City Attorney. A copy of the full text of the proposed ordinance shall be on file in the office of the City Clerk on and after the first business day following its introduction, and shall be available to any interested member of the public. SECTION 606. Amending Ordinances. No ordinance shall be amended by reference to its title, but the subsec- tions thereof to be amended shall be re-enacted at length as amended; and any amendments passed contrary to the provisions of this section shall be void. This results in needless expense, unnecessary effort, and a general waste of city tax funds. In addition, it can be very confusing to the public in trying to determine exactly what changes have been made to the Municipal Code. This measure, if adopted, would amend the Charter to eliminate redundant and unnecessary paper work whenever the Municipal Code is changed. Only the specific portions (subsections) of the Municipal Code to be changed would come to the Council for action and subsequently be published in the newspaper. The public would be better informed by not having to read through any unnecessary additional language in order to understand the changes being made to.the Municipal Code. Money will be saved by reducing unnecessary staff work and advertising costs. Of course, the Council can always require that larger portions of the Municipal Code be brought to them for consideration and publication than minimally required if it decided that the public interest would be served. The permit process continues to need improvement but not at the expense of quality control of completed housing projects. We must also protect the integrity of existing residential neighborhoods. CONSISTENT POLICIES, REASONED DECISIONS AND SOUND MANAGE- MENT I continue to support efficient, open, and honest government that is func- tional, environmentally sensitive, considerately decisive and encourages citi- zen participation. I support a better pay package with increased benefits for city employee's below the management. level. The utility tax in our city could be utilized to better maintain parks, street repair and cleaning and better services. A better working relationship can be achieved with students at Cal Poly. The fraternity and sorority contributions to the city, as well as other clubs and groups, must be recognized more and rewarded.
