INSTRUCTIONS TO.VOTERS: VOTE ONLY ONE BALLOT CARD AT A TIME. PLACE THE BALLOT CARD UNDER THE PLASTIC SO THAT IT LIES
COMPLETELY FLAT IN THE BALLOT CARD TRAY.
To vote fora candidate for Associate Justice of the Supreme Court; Presiding Justice, Court of Appeal; or Associate Justice, Court of Appeal,
PUNCH OUT THE CROSS (+) after the word "YES," to the right of the name of the candidate. To vote against that candidate, PUNCH OUT THE
CROSS (+) after the word "NO," to the right of the name of that candidate.
To vote for any other candidate of your selection, PUNCH OUT THE CROSS (+) in the voting square to the right of the candidate's name.
Where two. or more candidates for the same office are to be elected, PUNCH OUT THE CROSS (+) after the names of all candidates for
the office for whom you desire to vote, not to exceed, however, the number of candidates to be elected.
To vote for a qualified WRITE-IN candidate, write the person's name in the blank space provided for that purpose after the names
of the other candidates for the same office and PUNCH OUT THE CROSS (+) to the right of the name you have written in, or your
vote will not be counted.
To vote on any measure, PUNCH OUT THE CROSS (+) in the voting square after the word "YES" or after the word "NO."
All distinguishing marks or erasures are forbidden and make the ballot void.
If you wrongly punch, tear or deface any portion of your ballot cards, replace the cards in the Ballot Envelope, return it to the
Precinct Board Member and obtain another set.
MAKE SURE YOU VOTE BOTH SIDES OF YOUR BALLOT CARDS.
AFTER YOU HAVE COMPLETED VOTING, place your ballot cards in the Ballot.Envelope with the NUMBERED STUBS AT THE TOP and hand it to
the Precinct Board Member who shall, in the presence of the voter, remove the numbered stubs; hand same to voter andr deposit the voted
ballot in the ballot box.
HOW TO VOTE YOUR BALLOT CARDS
STEP 1
Vote only one ballot card at a time. Slip ballot
all the way into tray UNDER clear plastic cover
from left side of machine.
STEP 2
Move the chrome punch lever with its red
plastic pointer to the right of the candidate
or measure of your choice and completely
depress the lever which will punch out the
cross (+). Repeat the process until you have
voted for all candidates or measures of your
choice.
STEP 3 sr�as�r
After you have completed voting, return the �a
chrome punch lever to the top position. Place
your ballot cards with the stubs at the top, in
the Ballot Envelope and hand it to the Precinct
Board Member.

communities and homes.
Schools face many challenges today. We must educate, enforce
mandates, meet societal change and act with fiscal responsibility.

Three major reasons to elect Jay Salter a Cuesta Governing
Board Member:
1. North County Residency. Not one of the incumbent members
is a North San Luis Obispo County resident. Yet a very large pro-
portion of Cuesta students are North County residents. And
Cuesta proposes to further expand services in the North County.
This region must be properly and fully represented on the Cuesta
Board. I am an 18 -year resident of the region. I know its needs.
2. Labor Relations Experience. At present, relations between
Cuesta administration and faculty are seriously strained following
a union organizing struggle. I am a labor relations expert. I have
years of experience in public sector collective bargaining. My ex-
perience will help resolve contentious disputes and smooth the
path to labor relations harmony at Cuesta.
3. Record of Fairness. I have been a member of the San Luis
Obispo County Civil Service Commission since 1989. During that

My career has included five years teaching high school and twelve
years as university teacher educator and department head, work-

My background and experience:
I have lived in this city for 24 years with my wife, who is a third
grade teacher. I have two sons attending local schools.
I am currently the vice mayor. .
I am a professor at Cal Polyspecializing in municipal government,
finance, public administration, and law.
I have previously served as chair of the city planning commission,
president of the County Area Council of Governments, president
of the Channel Counties Division of the League of California Cities
and member of the environmental review committee, the San Luis
Obispo City Council.
I support open, responsible leadership and a balanced approach
to environmental integrity, jobs, and housing.
My goal as mayor is to have full citizen participation in our gover-
ment (I supported the citizen right to vote on the State Water Pro-
ject), provide moderation and balance in economic and environmental
policies, promote business retention and higher paying jobs, protect
taxpayer interests, and retain local control from state imposition (such
as keeping our existing growth management policy rather than have
it dictated from Sacramento). I support implementation our newly
adopted land use plan.
I will continue to promote environmental policies which enhance.
neighborhood preservation especially, in the single family zone. It is
critical that we preserve hillside / creek areas and guard against
greater traffic, noise, and overcrowding. Development must be within
the city service capacity.
I support affordable housing, owner -occupied mobile home parks,
a simplified development review permit process, tourism, and lim-
its on service charges and fees.
It is important to insure economic viability and job stability in the
downtown and business throughout the city, reduce parking and
traffic movement, and protect existing neighborhood integrity.
Our water policy should continue conservation and develop local
sources such as the expansion of Nacimiento reservoir and
ground water.

Humanity is, socially and spiritually, one organism. When this or-
ganism fights itself, every part suffers. We need to acknowledge
and embrace the fact of unity so that we can meet the future with
total human success. No matter how strong one part of a balloon
is, if a needle pierces any region the entirety is lost. Limited suc-
cess is an illusion. It must be total. And it must start now. Here.
Everyone must awake to the opportunities for happiness and ful-
fillment that exist in every moment of life. We must meet everyone
with a smile, an open hand. In doing this our lives and the lives
of those around us are immediately improved.
I am capable, intelligent, committed (in the good sense), and a.
decent person. And I have no cavities.
If elected, I look forward to galvanizing SLO, to totally integrating
this diverse city into one pleased and pleasing community. I be-
lieve in slow growth, carefully monitored at every step. I believe
that education is most important of all, that it is drawing out, not
putting in. I believe in water conservation. Beyond that I favor
state water because we cannot avoid integration forever. I believe
in recycling. I believe in bike -lanes. I believe in Santa. I can bench
press my own weight.

option to the small, redundant candidate choices we have had in
years past. An option to government by, of, and for the business
community. An option that will represent the interests of the work-
ing people, the students, the gay/lesbian communities, the his-

Education and Qualifications:
I received a Masters Degree in Agricultural. Engineering from the
University of Idaho. I then became an officer in the. Air Force. I
raised four children who all have college degrees, and now have
their own fine families, and fine careers. I spent most,of my work-
ing years as a draftsman and as a drafting instructor.
I strongly believe that the most important issue that will face the
San Luis Obispo City Council during the next two years will be
the issue of the "separation of church and state". I believe that'
this one issue may have more impact upon the future of the City
than all of the other issues combined.
I strongly believe that all should obey the law in regard to the
"separation of church and state", however; I believe just as
strongly that an effort should be made to bring God back into the
government.
Following are some of my thoughts on this issue:
(1.) The teaching of religion is the function.of the church, not the
government.
(2.) "Separation of church and state" should not mean that gov-
ernment workers are discouraged from seeking guidance and help
from Almighty God in their work.
(3.) "Separation of church and state" should not mean that gov-
ernment workers are discouraged from turning to God for both
protection from the wickedness and corruption in government or
be discouraged from turning to God for power to wrestle against
the wickedness and corruption in government through the use of
the word of God.
(4.) In this great "land. of the free", we should have the right to
express our religious beliefs, and to express them strongly, if we
so choose.
(5.) We should not, however, have the right to try and force our
religious beliefs upon others.
If I am elected Mayor of San Luis Obispo, I will do everything
possible to maintain the "separation of church and state" as de-
fined by the law, however, I will also continue to call upon Al-
mighty God for guidance in all that I do, and encourage others to
do the same.
I believe that I should make frequent mention of my belief that,
for the most abundant life, we must seek the divine love, joy, and
peace which comes only from the holy Spirit of God. I do not
believe that this is contrary, in any way, to either the letter of the
law or the spirit of the law.

We must preserve the special character of San Luis Obispo, while

vibrant and broad-based economy. Achieving these goals requires a
change in attitude at City Hall, from a defensive, often unfocused pos-
ture, to one that reflects the interests of all community members; and
increased citizen participation in city government to ensure account-

My roots are in San Luis Obispo. My family first settled in the area
in 1871. 1 grew up here and graduated from San Luis Senior High in
1978. Employment opportunities took me away from San Luis Obispo
for several years. During that time, I held responsible positions in ad-
ministration and personnel in both the private sector as well as the
State Department, National Security Council and The White House.
Rewarding as these experiences proved to be, San Luis Obispo has
always been home. It is an uncommonly wonderful place in which to
live, work, raise a family, earn an education, or retire. Currently, I am
a Political Science major at California Polytechnic State University and
serve as Purchasing Manager at the Madonna Inn.
Elements of my platform include:
Dedication of the resources necessary to maintain the city's highly
professional police and fire departments;
Maintaining high standards of environmental protection;
Enhancing the urban environment through a comprehensive beautifi-
cation program;

The people of the County of San Luis Obispo ordain as follows
SECTION is
That Section 25.06.011 be added to the County Code to read as follows:
Section 25.06.011. Continued control of rents on change of ownership
The maximum space rent m. V be increased by the park owner when
there is a change of ownership of a mobilehome unit However, such,
Increase may not exceed 10% of the previous space rent Space rent
Increases are not restricted by this title for mobilehome spaces which
become vacant due to a change of ownership and the relocation of
a mobilehome unit outside of the mobilehome park. Nothing in this
paragraph shall preclude any adjustments as may be otherwise pro-
vided for in this title.
SECTION 2:
It passed, the ordinance shall take effect in accordance with Elections
Code section 3751 thirty (30) days from the date of final passage.

MEASURE F
San Luis Obispo County has adopted a Mobilehome Rent Stabilization.
Ordinance by voter approved mitiabve measure in June, 1984 and, with
certain exceptions, it applies to all mobilehome parks located outside the
boundaries of the County's seven cities. The Mobilehome Rent Stabilization
Ordinance restricts increases above the space rent changed in 1982 to
sixty percent of the cost of living increase for each preceding twelve month
period. The ordinance allows mobilehome park owners to increase space
rent beyond sixty percent of the cost of living in certain circumstances
where they can prove hardship at a hearing before the Mobilehome Rent
Review Board. The public may review the current ordinance by referring
to sections 25.01.010 through 25.15.010 of the San Luis Obispo County
Code.
The present ordinance does not address the applicability of the sixty
percent of cost of living restriction on rent increases when a mobilehome
changes ownership and a new tenant leases the mobilehome park space.
The existing ordinance has been interpreted by the Rent Review Board to
allow mobilehome park owners to increase rent for spaces in such circum-
stances.
If a majority of the qualified electors voting on this measure vote Wes"
section 25.06.011 will be added to the County Code, changing the Mo-
bilehome Rent Stabilization Ordinance by authorizing an increase in maxi-
mum space rent, not to exceed 10% of the previous space rent where
there is a change of ownership of a mobilehome.
This measure also specifies that space rent increases will not be restricted
for mobilehome spaces which become vacant due to a change of ownership
where there is a relocation of the mobilehome outside the mobilehome
park. The measure does not preclude any other adjustments to space rent
as may be provided for in the Mobilehome Rent Stabilization Ordinance.
A Wes" vote on Measure "F" will cause the addition of Ordinance Section
25.06.011 to the County Code.
A "No" vote on Measure "F" will mean that Section 25.06.011 will not be
added to the County Code.

This proposed change to the Mobilehome Rent Stabilization Ordinance
will cause more problems than it will solve.
Under the present policy, a park owner is permitted to increase rents to.
a fair market level when a mobilehome is sold or removed from a park.
Park owners have used increased rents from new, incoming tenants to
offset increases in operating costs. Consequently, park owners have not
had to ask the County to increase the rents for all tenants to cover increased
costs. Rent levels which are voluntarily agreed to by new, incoming tenants
have therefore reduced increases to longtime residents. This will all change
If this measure passes
If park owners are no longer permitted to increase rents to new tenants
to market level, then they will be forced'to seek parkwide rent increases.
County government will be overburdened with. rent increase applications,
and longtime residents will face more and larger rent increases.
The existing policy of allowing rents to increase to fair market level when
a mobilehome is sold has not adversely affected the sales of mobilehomes.
Throughout the 1980s, mobilehome sales remained brisk throughout the
county, despite the fact that space rents were increased. Any decline in
recent sales parallels a similar decrease in real estate sales in the County.
Obviously this is due to the sagging economy, and not to the 10 -year-old
policy of permitting space rents to increase when a mobilehome is sold.
Restricting space rents will not increase sales.
Repeal of vacancy decontrol is a no win proposition. VOTE NO ON MEAS-
URE F.

on change of ownership must be restricted to ten percent This must be
considered a fair return for park owners and mobile owners alike. The
increase in rents as proposed here is unlimited. Records show some in-
creases have amounted to 30 - 50%. Mobile home owners must be given
the same opportunity to sell and/or relocate as regular home owners.

SECTION 1:
That subsection (g) shall be added to Section 25.03.010, the entire section
to read as follows:
Section 25.03.010. Exemptions. The provisions of this chapter shall not
apply to the following tenancies in mobilehome parks:
(a) Mobilehome park spaces rented for nonresidential uses;
(b) Mobilehome parks managed or operated by the United States gov-
ernment, the State of California or the County of San Luis Obispo;
(c) Tenancies which do not exceed an occupancy of 20 days and which
do not contemplate an occupancy of more than 20 days;
(d) Tenancies for which any federal or state law or regulation specifically
prohibits rent regulation;
(e) Tenancies covered by leases or contracts which provide for more than
a month-to-month tenancy, but only for the duration of such lease or
contract. Upon expiration of or other termination of any such lease or
contract, this He shall immediately be applicable to the tenancy;
(1) Mobilehome parks which sell lots for factory -built or manufactured
housing, or which provide condominium ownership of such lots, even if
one or more homes in the development are rented or leased out;
Mobilehome park spaces which are not occupied as the actual
omicile of the mobilehome tenant
SECTION 2:
If passed, the ordinance shall take effect in accordance with Elections

A significant number of mobile homes in this County are used as vacation

sufficient to afford two (2) homes.
If passed, Measure G would continue to protect local residents, because

SECTION 1:

over the then existing space rent equal to sixty percent of the percentage
rise in the Consumer Price Index (CPQ - All Urban Consumers, los
Angeles -Anaheim -Riverside area as prepared by the United States De-
partment of labor, Bureau of Labor Statistics (if the named index is
replaced by a new index, that index shall be substituted for the purposes
of this chapter) for the preceding twelve month period.
(c) Calculation of the one-year limitation on rental increases as provided
herein shall be from the date the last increase became effective at the park.
(d) No owner shall either (1) demand, accept or retain a rent from a tenant
in excess of the maximum rent permitted by this chapter or (2) effect a
prohibited rent increase by a reduction of general park facilities or services.
SECTION 2:
That subsections (b) and (d) of Section 25.07.010 be amended, the entire
section to read as follows:
Section 25.07.010. Hardship exception— plication. (a) An owner who has
been required to make extraordinary expenditures, or has incurred costs of
such amounts that he will be unable to make a just and reasonable return
on his property given the maximum increase permitted by the section above,
may file with the board an application for a rent increase for one or more
spaces or application to reduce, or charge for, certain services or facilities,
in either event referred to hereinafter as "application" or "application for rent
increase"
(b) An application for rent increase pursuant to this section shall be
accompanied by the payment of a fee to be determined by the Board
of Supervisors. The application shall specify, as applicable, the address of
the mobilehome park, the space number or numbers for which rent is requested
to be increased, the amount of the requested rent increase or service or
facilities reduction or charges, the proposed effective date of such increase,
reduction or charge and the facts supporting the application. The applicant
shall produce at the request of the board any records, receipts, reports, or
other documents that the board may deem necessary for the board to make
a determination whether to approve the application.
(c) The owner shall serve each affected tenant, either personally, or by mail,
with notice of the rent increase or decrease or change in services or facilities
requested and with notice that application or approval of same is being filed
with the board. Proof of service complying with the title and all applicable
state laws shall be filed with the board concurrent with the filing of the application.
Copies of the application shall be available free of charge to any affected
tenants requesting same at the business office in the affected park.
(d) The board shall set a hearing on the application complying with the
requirements of the section no more than ninety days after receipt of
the application and proof of service. The board shall notify the owner
and tenants, in writing, of the time, place and date set for the hearing.
If the Board approves an application as requested or as modified, the
same shall take effect as noticed by the owner or as the board may
otherwise direct
SECTION 3:
if passed, the ordinance shall take effect in accordance with Elections Code
Section 3751 thirty (30) days from the date of final passage.
IMPARTIAL.,_, ALYSIS BY COUNTY COUNSEL
MEASURE H
San Luis Obispo County has adopted a Mobilehome Rent Stabilization Ordi-
nance by voter approved initiative measure in June, 1984 and, with certain
exceptions, it applies to all mobilehome parks located outside the boundaries of
the County's seven cities. The Mobilehome Rent Stabilization Ordinance restricts
increases above the space rent changed in 1982 to sixty percent of the cost of
living increase for each preceding twelve month period. The ordinance allows
mobilehome park owners to increase space rent beyond sixty percent of the cost
of living in certain circumstances where they can prove hardship at a hearing
before the Mobilehome Rent Review Board. The public may review the current
ordinance by referring to sections 25.01.010 through 25.15.010 of the San Luis
Obispo County Code.
Measure "H" changes the Mobilehome Rent Stabilization Ordinance (Section
25.06.010(b) of the County Code) by changing the reference to the consumer
price index, for Los Angeles, Long Beach, Anaheim area to the current consumer
price index, now referred to as the Los Angeles, Anaheim, Riverside area index.
In 1987 the United States Department of Labor changed its method of reporting
data in its consumer price index by dropping the reference to Long Beach, and
adding Riverside to the Los Angeles, Anaheim market area The officials charged
with administering the Mobilehome Rent Stabilization Ordinances concluded that
the closest market indicator to that specified in the ordinance would be the Los
Angeles, Anaheim, Riverside index, and has utilized that index in their administra-
tion of the ordinance. This measure will update the Mobilehome Rent Stabilization
Ordinances by referring to the current index.
Measure "H" would also amend County Ordinance Code Section 25.07.010(b)
by changing the ordinance which now requires a $300 fee for an application for
hardship exemption by deleting that provision and adding language that will allow
the fee to be determined and set by the Board of Supervisors.
Measure "H" would also amend Section 25.07.01 Old) by changing the time for
hearing on an application for hardship exemption from the current language which
specifiesthat such hearing shall be set no less than 10 nor more than 30 days
after receipt of the application to the proposed language which will allow setting
within 90 days after receipt of the application.
A "Yes" vote on Measure "H" will cause the changes to the Mobilehome Red
Stabilization Ordinance, which are discussed above, to become effective.
A "No" vote on Measure "H" will leave the Mobilehome Rent Stabilization
Ordinance unchanged.

ARGUMENT IN FAVOR OF MEASURE H
This measure is needed to replace some obsolete language in the SLC
County Mobilehome Rent Stabilization Ordinance (Title 25). It also makes
some minor changes intended to ease administration of the ordinance and
reduce the cost burden on the general taxpayers.
Title 25 refers specifically to a particular Consumer Price Index which is nc
longer published by the Bureau of Labor Statistics. This measure would al•
low use of a substantially similar replacement index which the Bureau nom
publishes. No significant impact is projected from this change since park op
erators have already been using the new index for some time.
The current ordinance sets an application fee of $300 which park owner.
must pay when requesting a "hardship increase" from the Rent Reviev
Board. The fee has not been changed since 1984. The cost of proper reviev
of hardship requests has consistently exceeded $300, thus requiring th(
general taxpayers to subsidize processing of the requests. Also, there is n(
ability to vary the fee based on the size of the park or complexity of th(
application. The proposed amendment would allow the Board of Supervisor:
to set a more appropriate fee and adjust it from time to time.
The third proposed change would simply provide more time for the Rent Re
view Board to process and consider hardship applications. In the past, ther(
has not been sufficient time under the existing ordinance to provide reason
able notice to park tenants who would be affected by the requested rent in
crease. The Rent Review Board also needs more time to examine the park':
financial records and determine if the requested increase is justified.
These changes are a "good government" proposal which should be ap
proved by the voters.
The undersigned authors of the primary argument in favor of ballot proposi
tion H at the general election for the County of San Luis Obispo to be hell
