Bepeat the process until you have voted for all candidates 0r measures of your choice. STEP 3 After you have completed voting, return the chrome punch lever t0 the top po- sition. To vote for a candidate for Chief Justice of California; Associaie Justice of the Supreme Court; Presiding Justice, Court of Appeal; or Associate Justice, Court of Appeal, PUNCH oUT THE CRoSS (+) after the word "YES", to the right of the name of the candidate. To vote against that candidate, PUNCH OUT THE CR0SS (+) atter the word "N0", Io lhe right of the name of that candidate. To vote for any other candidate of your selection, PUNCH OUT THE CR0SS (+) in the voting square to the right of the candidate's name. Where two or more candidates for the same otfice are to be elected, PUNCH OUT THE CROSS (+) atter the names ol all candidates for the olfice for whom you desire to vote, not to exceed, however, the number of candidates to be elected. To vote for a qualified WRITE-lN candidate, write the person's name in the blank space provided for that purpose lollowing the names 0f other candidates for the same otfice and PUNCH OUT THE CR0SS (+) in the voting square t0 the right of the name you have written in, or your v0te will not be counted. Hand envelope lo the Precinct Board Member, who shall, in the presence of the voter, remove lhe numbered stubs, hand same to voter and deposit the voted ballot in the ballot box. However, ex- perience over the past six years has shown that it is not lair at all. ln lact, Measure "8" has proven to be a nightmare which has benefitted neither the county nor its employees. One problem is that while other counties may be comparable in size to San Luis 0bispo County, they frequently are not comparable in terms of cost of living or the amount of employee benefits. What may seem like a fair wage in another county might not be fair at all in San Luis 0bispo County. There is no reason why county employees should be paid a ditferent wage than employees in a similar job in private enterprise; Measure "8" ignores this factor entirely. This means that county employee salaries are not based on a fair com- parison with the salaries of those being asked t0 pay them-the San Luis 0bispo County taxpayers. A third problem is the measure's vagueness. For the past two years, county em- ployee unions have not agreed with the county's interpretation of comparable wages. This has resulted in the issue being heard by costly outside arbitrators who have ruled that the taxpayer should pay county employees an additional $1,453,000 in salary. The issue is now in the courts with the expense being borne by the taxpayer. Salaries should be set by local elected represenlatives, not by outsiders. That's a distortion; the ordinance clearly provides for comparison with "persons, governmental agencies, lirms or corporations under similar employment." The fact of the matter is that the County and the employees have no disagreement on comparison counties or agencies. Prevailing wages not only make sense at first glance, but ha{$ provided a non-disruptive and stabilizing influence in the County. Grill goes on to say the ordinance ignores private enterprise salaries paid in this area. Grill obviously didn't read the ordinance section quoted above. Grill claims an outside arbitrator ruled that taxpayers must pay county employees an additional $1,453,000 in salaries. There is no such ruling. ln fact, the piocedural issue that is in the courts is not being paid lor wholly at county expense and carries no dollar figure. The prevailing wage ordinance simply entitles county employees t0 receive aver- age wages of similar employees in six comparable counties, local agencies such as school districts, and local businesses. Year after year it has fostered immediate agreement on 70 to 100 per cent of the wage items. Twice, mutually selected ar- bitrators ruled in favor of employee formulas, yet each time your Supervisors re- tained local control of the budget, without any disruption of county lunctions. Prevailing wages have never caused a County tax hike. They have never been influenced by metropolitan commuter-based salaries, but are tied to fair and rea- sonable wages paid in the comparison counties and local agencies. Retaining the prevai vides for arbitration cronyism. As a voter, you expect to receive a fair wage lor your work; your County employees are entitled t0 the same fair treatment. The environmental impact report, develop- ment plan, and request to annex have been approved by the City Council, by 4 out of 5 votes (Schwartz, Settle, Dunin and Peterson approved). The Fenini Annexation otfers unique benefits to the neighborhood and t0 the whole City: 1. The entire annexation consists of 199 acres, out of which 130 acres are for scenic open space 0n Bishop Peak. This open space can never be subdivided or developed. Stated bluntly, annexation approval will create automatically an outright gift io the City of a 3-acre public park and a 130-acre perpetual open space area preserving our view of precious Bishop Peak, forever. Disap- proval will leave this very same land, all of it, subject to possible future de- velopment according to less restrictive County standards. 2. The annexation plan includes a new water system, paid for by the developer, which will improve fire safety for the entire Foothill area. 3. All costs lor developmeN of this annexation will be paid for by the developer. They fail to acknowledge that the recreation facilities are lor the exclusive use ol subdivision homeowners and not for other city residents. They lail to state that improvements on Foothill Blvd. cover a short and insignificant distance of approximately 400 feet. And they fail to report that the loop water system will benelit not the entire city but only residents of the immediate area. They also fail to tell us that by annexing their land we make its value go up and they profit. Land inside city limits can be subdivided into smaller lots than county land, and bring more money because city water and sewer services, city telephone, gas, and insurance rates, and city fire and police protection are more desirable. These are the real reasons three realtors are seeking annexati0n for their property. Low-density sprawl is the most expensive form ol development in terms of capi- tal costs, operating and maintenance costs, air pollution emissions, and energy and water consumption. More than 2380 residential units on 700 acres of vacant land within citv limits are in stages of review or approval. lt appears that this annexation would help ease the housing shortage, but actually it provides only 19 high-priced homes on a narrow 11 acre strip ol land. What we need is concentrated, lower cost in- fill, not expensive low-density sprawl. We must be aware of the realities of the open space easement "tradeofl" affect- ing the northernmost 10 acres of this annexation. We taxpayers gain absolutely nothing; there is no public access and the maintenance costs are borne by the City. The owners, on the other hand, retain use rights. The state project is the cheapest source of supplemental water for most com- munities because its basic costs are shared by communities throughout the state. Bringing water from this source would have a low environmental impact because it would require only an underground pipeline. No dams would be needed. As water is delivered, only those communities and farmers receiving the state water would pay for it. All cost now are borne by all taxpayers. The water would be a safe, dependable supply of excellent quality. Although agricultural interests may choose not to buy the state water, its avail- ability to urban communlties would reduce the competition between urban users and agriculture lor limited groundwater supplies. lf we give up our rights to State water, what are the alternatives? -- Urban growth and agricultural development would be limited. - Urban areas would continue to compete with agriculture lor groundwater.
