ROLL CALL Present: GlennaDeane Dovey, Matt Mackey, Pierre Rademaker, Ken Schwartz, Dodie Williams Staff Present: Audrey Hooper, Jonathan Lowell, Julie O'Connor APPROVAL OF MINUTES The Committee approved the July 18, 2005, minutes as submitted. PUBLIC COMMENT No members of the public were present. COMPARISON OF STATE REGULATIONS AND CITY'S ORDINANCE - Hooper The Committee referred to City Clerk Hooper's memo for information while discussing ltem 6. 6. REVIEW OF DRAFT AMENDMENTS TO THE ORDINANCE - Lowell The Committee reviewed the draft Election Campaign Regulations ordinance. Staff was asked to make the following revisions and to return with a revised draft at the next meeting: Modify Section 2.40.020A.3. and Section 2.40.055D. Modify Section 2.40.0604.2, to indicate that a bank account must be opened at a branch in the City of San Luis Obispo. Section 2.40.060G. will be clarified. Revise references to "dollars" to reflect $ symbol. Delete requirement to report the name of the employer in all sections regarding contributions under $1 00. Add language to Section 2.40.070E stating that the Campaign Statements 1 3. 4. 5 a o a a a o a are available at City Hall for viewing. Modify Section 2.40.080A.5. to include the words "in the City" when referring to the newspaper of general circulation. The Committee tabled for future discussion consideration of modification of the following sections of the ordinance: Campaign filing the last eight days prior to the election. Section 2.40.070E regarding publication of donations in the local newspaper vs, putting the Campaign Disclosure Statements on the website for viewing. Section 2.40.170 related to Campaign Signs. The Committee concurred with the definition of "lmmediate family" in Section 2.40.030H. as proposed by the City Attorney since it coincides with current State law. The Committee also concurred that the word "promptly" in Section 2.40.050A. does not need to be clarified. DISCUSSION OF CONTRIBUTION LIMITS - Dovey The Committee tabled this item for discussion, as a priority, at the next Committee meeting. SELECTION OF NEXT MEETING DATE The next meeting will be held at 4:00 p.m. on August 24,2005, in the Council Hearing Room. 9.
