June 5, 2024
City Hall Council Chambers – 990 Palm Street
The City of San Luis Obispo has returned to in-person meetings. Zoom participation will not
be supported. For those attending in-person, City facilities will be at limited capacity and
masks are strongly recommended.
INSTRUCTIONS FOR PUBLIC COMMENT:
Public Comment prior to the meeting (must be received 3 hours in advance of the
meeting):
Mail - Delivered by the U.S. Postal Service. Address letters to the City Clerk's
Office at 990 Palm Street, San Luis Obispo, California, 93401.
Email - Submit Public Comments via email to advisorybodies@slocity.org. In
the body of your email, please include the date of the meeting and the item number
(if applicable). Emails will not be read aloud during the meeting.
Voicemail - Call (805) 781-7164 and leave a voicemail. Please state and spell your
name, the agenda item number you are calling about, and leave your comment.
Verbal comments must be limited to 3 minutes. All voicemails will be forwarded to the
members and saved as Agenda Correspondence. Voicemails will not be played
during the meeting.
*All correspondence will be archived and distributed to members, however, submissions
received after the deadline will not be processed until the following day.

CALL TO ORDER: Chair - Bob Spector
ROLL CALL : Vice Chair - Kari Howell, Commissioners - Rick Blair, Kari Duperron,
Toni Kincaid, Kris Roudebush, and Adam Stowe
PUBLIC COMMENT: At this time, people may address the Committee about items not on
the agenda. Persons wishing to speak should come forward and state their name and
address. Comments are limited to three minutes per person. Items raised at this time are
generally referred to staff and, if action by the Committee is necessary, may be scheduled for
a future meeting.

CONSIDERATION OF MINUTES
1. Minutes of the Parks and Recreation Commission of April 3, 2024
Motion from Commissioner Howell and second by Commissioner Roudebush. Motion passed.

2. Introduction of new Parks and Recreation Community Services Coordinator
(Senior Programs, Community Gardens, and Activity Classes), Kacy LeSage
(Staff – 10 min)

3. Receive Presentation and Update on the City-wide Volunteer Program (Anderson
– 30 min)
a. Kiersten Anderson presented an extensive overview on the volunteer program
to date and answered questions from the Commission.
4. Receive Presentation from Staff on the Current City User Fee Study Related to
Parks and Recreation Programs, Services, and Facilities. (Staff - 40 min)
a. Receive and provide feedback on the City-wide user fee study from Director
Greg Avakian. Director Avakian along with Parks and Recreation staff
answered Commission questions.
5. Receive Department Updates (Staff - 40 min)
a. Director Report – Current Park Project Status Reports
i. Director Avakian answered Commission questions.
b. Divisional Update – A report on Youth Services programming was provided by
Recreation Manager Meghan Tolley.
c. Due to meeting overrun, detailed reports for Community Services, Public Art,
Senior Programs, Aquatics, Golf, and Facilities were deferred to the next
meeting.
6. Update Regarding Parks and Recreation Commission Sub-Committee on Level
of Service and Park Amenities Associated with the Parks & Recreation Blueprint
for the Future (Commissioner Blair and Duperron – 15 min).
a. Commissioner Blair answered outstanding questions from the previous
meeting.
SUBCOMMITTEE LIAISON REPORTS & COMMUNICATIONS
7. Subcommittee Liaison Reports (Chair– 15 minutes)
a. Adult and Senior Programming: (Commissioner Blair) -
b. Active Transportation Committee: (Vice Chair Howell) - An update on the
May 16th meeting was provided.
c. Youth Sports Association: (Commissioner Stowe)
d. Jack House: (Commissioner Kincaid)
Communication:
A proposal was made to reschedule the July 3rd meeting to July 17th. Director Avakian will
check in with the full commission and Recreation Staff to confirm availability and send an
email confirming the next meeting date. A certificate of appreciation from the city was
presented to outgoing Commissioner Roudebush.

Meeting adjourned at 8:39 p.m.
To the Regular Meeting of the Parks and Recreation Committee was approved by the
PRC to Wednesday , July 3, 2024 at 5:30 p.m. to be in-person at City Hall Council
Chambers, 990 Palm Street.
