HomeMy WebLinkAboutToscano Landscape Replacement GuidelinesToscano Homeowners Association Landscape Replacement Guidelines 11/18/19 1 Pursuant to Sections 3.4 A (1), 3.4 B and 3.4 C (1), (2), (3), (4) and (5) of the CC&Rs, Landscape Plans for front yard Lots must be submitted to the Architectural Review Committee (ARC) for review and approval. 1. A hand drawn plan with size dimensions is acceptable as long as it provides a list of the types of plants and trees, rocks and ground cover including planters with the description of the project. 2. If there are new retaining walls that are part of the landscape plan or changes to the existing slope of the Lot, a professionally drawn landscape plan (one copy) must be submitted. 3. Landscape plans for backyard Lots are not required unless there are the following changes: a) new retaining wall that could disrupt existing drain swales (cannot interfere with water drainage). b) any structure, including freestanding gazebos or pergolas. b) any trees near fence lines to ensure no nuisances are created to neighboring properties or deterioration of the fences. 4. No materials are allowed on the streets or easements. Materials on Owner Lots will be neatly stored. 5. Weeds and debris shall be maintained during installation in accordance with Section 3.4.1 of the Rules and Regulations. 6. Front yard landscape work must be completed within 45 days. If work stops, the unfinished areas must be covered with bark during the stoppage. 7. ARC approval should be obtained before obtaining any permits with the City, if required. Refer to the Application for Architectural Review and Approval Policy. 8. The ARC approval form shall also summarize the landscape proposal. Modification of landscape for front yard Lots to the fences should be harmonious with the original landscaping. The following guidelines should be used: 1. The landscape design must include drought tolerant plants similar with the developer’s approved list of plants with the City of San Luis Obispo. See Developer Approved Landscape and Trees at end of this section. Succulents are allowed. 2. The use of boulders, river rock, rocks and stones, and brown bark are acceptable: the stone colors must blend with the colors of the pavers. Serpentine rocks that are located throughout South Hills are acceptable. However, they must remain intact and not crushed as stone. 3. Front pavers on driveway and to the front door should be identical to the pavers installed by the developer. See Section 3.4 B of Rules and Regulations for color. Pavers from driveway to gate are at Lot Owner choice. 4. Brown bark, rocks and stone must cover open soil areas except the front Lot bio drain inlet areas. 5. The berm (sidewalk to curb) bio drain planters: the plants and sand installed by the developer must remain. Any plant replacement in the bio drains must be identical and approved. Under no circumstances, can bio drain planters be filled in. Toscano Homeowners Association Landscape Replacement Guidelines 11/18/19 2 6. Those berm planters that are not bio drain planters can be replaced with approval. 7. Desert landscaping, including white or pink stones (i.e., Arizona) are not allowed. 8. New trees must be consistent with the aesthetic consideration of the original landscape installed by the developer. 9. Trees must be placed so that the roots do not interfere with the street using root barriers if necessary, and kept pruned. 10. Low voltage outdoor pathway or low solar lights are acceptable as long as they do not point upward because of the flight path. 11. Brick and retaining walls or any changes in the slopes of front yard require a professional drawing. A sample (picture) can be provided. Landscape guidelines for backyards within the fenced areas: 1. A landscape plan is not required for backyard Lots unless a structure is added (see section 3.4.B.4 of the CC&Rs), plants or trees near shared fences, paver easements or retaining walls (see Item 5 below). 2. There are no restrictions to the type of plants and trees with the exception of restrictions noted under Rules and Regulations pursuant to section 3.4.A (1) of the CC&Rs. 3. Non-commercial vegetable gardens with the exception of obnoxious smelling plants are allowed. 4. There are no restrictions to stone or patio stone colors. 5. Plants and trees must be installed to not cause root damages to fences or retaining walls using root barriers if necessary with trees, or create nuisances to neighboring properties. 6. Any landscape plans to change the fence line must be reviewed and approved. 7. Drainage swales must remain (see section 3.4.A (2) of CC&Rs). 8. Any new structure including freestanding gazebos or pergolas must be reviewed and approved.
