Daisy _____________________________________ Hi All, At our last Steering Committee meeting on 2/6 we discussed the Encampment Resolution Funding opportunity, and the City’s plan to be the lead applicant on the grant per feedback from the County. Teresa and I had a call with the County’s Homeless Services Division team on Friday (2/10) and they reversed course saying they would like to be the lead applicant – which we were thrilled to hear. The application deadline is Tuesday, February 28th, so we have engaged Adrienne Harris and are working with the County to develop our proposal. I’ve included a brief outline of our ask below, and we would appreciate your feedback on any concerns or specific issues you would like to see the proposal address. Since we will not have a Steering Committee meeting before the 2/28 deadline, please send your feedback via email or I would be happy to connect on a call in the next week. Encampment Resolution Funding Proposal 1. Encampment Site: Bob Jones Bike Trail, extending past LOVR into Strawberry Fields (see attached draft GIS map) 2. Transitional Housing Component: The County is committing the DSS parking lot as a proposed “tiny home” site to meet the housing and resolution requirements for the grant (see attached preliminary site plan). They are engaging Dignity Moves to be the potential service provider. 3. Services: Outreach, case management, and other support services will be built into the proposal 4. Budget: Adrienne suggested asking for $3-6 million based on previous awards for cities of our size, but the final budget is still being determined 5. Jurisdictions: The funding opportunity prioritizes proposals that involve encampments on state right-of-way, so we have engaged Caltrans to write a letter of support and we are hoping to frame the proposal to show the 2 impact that the BJBT encampments have on multiple jurisdictions (City / County / State / private property owners) Please reach out with any questions or feedback. I discussed with Teresa and Michael to get more context for that site, and they were both in agreement that DSS would be an ideal location for tiny homes within the City. Having the homes in close proximity to Social Services would be beneficial, and since the property is owned by the County there would not be any City permitting requirements. What do you recommend in terms of next steps? Do you want to set up a meeting to discuss the partnership structure and include CAPSLO to discuss their interest in serving as the service provider? As for the department data, I have asked Fire and PD for the incident reports for 2020-2022 and followed up on that request with the MCU team today during our site visit. They believe they’ll be able to pull data specific to that location for medical emergencies, fires, etc. The Rangers will also be providing data on the number of encampments they’ve posted from 2020-2022 along the Bob Jones Bike Trail. If you have any other specific data ideas, let me know and I can follow up with the appropriate department(s). And let me know if I missed any data asks in my emails to PD / Fire / Rangers! You can see this in the last two disbursements of funding for this grant as well. They gave funding to cities of varying size and in a variety of locations. In my opinion, having a number of applications from the central coast area (and within the same county) will make it a more competitive landscape for you. Sounds like County is also applying for a Grover Beach project. So, it will be that much more important to have quantifiable info in our proposal that shows this is a priority site regionally. Havin g a sense of how many fire calls you get, police calls, paramedic support calls etc you get will help. And also the volume of people that would be served. Let me or Hans know if you need help getting this info from other departments. The Good Samaritan is the company the county is looking to use to over see the tiny homes they want to build at the DSS lot. I think this would be beneficial to the MCU as good Samaritan has homeless outreach teams that are similar to the MCU and it would be good to see how they operate to get ideas on how to improve our program. The encampment is one of the largest in our City, and it is not safe for people living along the trail, creek, and Highway 101 right-of-way. This cross-jurisdictional effort will connect individuals living in the encampment directly to shelter and housing, mental health treatment services, and health care. Our whole community witnesses the struggle that our unhoused neighbors experience. The City, County, and our partners have identified a solution, informed by the experiences of real people living in the Bob Jones Bike Trail encampment, that is innovative and prioritizes the dignity and health of unhoused residents. This proposal will strengthen trauma- informed outreach to encampment residents and provide avenues to supportive services, create new non-congregate interim housing options, and develop a clearer pathway to permanent housing for these community members. The proposal will also address the basic needs of residents living in the encampment while housing options are identified. One of the City’s continuing 5 major city goals is “Housing and Homelessness.” Over the past few years, the City has invested significant resources to expand housing options for all and to partner with others to implement comprehensive strategies to reduce chronic homelessness. We are proposing an actionable, person-centered, coordinated approach to assist people experiencing homelessness in this encampment. The threat of flooding, fire, and crime in this location are detrimental to their health and safety.
