Parks and Recreation Commission
August 7, 2024

The Parks and Recreation Commission holds in-person meetings. Zoom participation will
not be supported at this time. Attendees of City Council or Advisory Body meetings are
eligible to receive one hour of complimentary parking; restrictions apply, visit Parking for
Public Meetings for more details.
INSTRUCTIONS FOR PUBLIC COMMENT:
Public Comment prior to the meeting (must be received 3 hours in advance of the
meeting):
Mail - Delivered by the U.S. Postal Service. Address letters to the City Clerk's
Office at 990 Palm Street, San Luis Obispo, California, 93401.
Email - Submit Public Comments via email to advisorybodies@slocity.org. In
the body of your email, please include the date of the meeting and the item number
(if applicable). Emails will not be read aloud during the meeting.
Voicemail - Call (805) 781-7164 and leave a voicemail. Please state and spell your
name, the agenda item number you are calling about, and leave your comment.
Verbal comments must be limited to 3 minutes. All voicemails will be forwarded to the
members and saved as Agenda Correspondence. Voicemails will not be played
during the meeting.
*All correspondence will be archived and distributed to members, however, submissions
received after the deadline will not be processed until the following day.
Public Comment during the meeting:
Meetings are held in-person. To provide public comment during the meeting, you
must be present at the meeting location.
Electronic Visual Aid Presentation. To conform with the City's Network Access and
Use Policy, Chapter 1.3.8 of the Council Policies & Procedures Manual, members of
the public who desire to utilize electronic visual aids to supplement their oral
presentation must provide display-ready material to the City Clerk by 12:00 p.m. on
the day of the meeting. Contact the City Clerk's Office at cityclerk@slocity.org or

CALL TO ORDER: Chair - Bob Spector
ROLL CALL : Vice Chair - Kari Howell, Commissioners - Rick Blair, Kari Duperron
(absent), Toni Kincaid (absent), Yukie Murphy, and Adam Stowe (Absent)
PUBLIC COMMENT: At this time, people may address the Committee about items not on
the agenda. Persons wishing to speak should come forward and state their name and
address. Comments are limited to three minutes per person. Items raised at this time are
generally referred to staff and, if action by the Committee is necessary, may be scheduled for
a future meeting.
1. Welcome and swearing in ceremony for a new Parks and Recreation
Commissioner, Yukie Murphy (City Clerk – 10 min)- City Clerk Teresa Purington
conducted the swearing in of new commissioner Yukie Murphy
2. Kathy Marvier, VP of SLO Senior Center – Thanked the Parks and Recreation
Department for supporting the Senior Center programs.
3. Dr. C. Hite – Thanked the Parks and Recreation department for supporting the citizens
of San Luis Obispo and for focusing on accessibility. A special kudos was given to the
Parks and Recreation Community Gardens team.

4. Minutes of the Parks and Recreation Commission of June 5, 2024
a. Motion was made by Vice Chair Howell to accept the June meeting minutes and
the motion was seconded by Commissioner Blair. Motion carried 4:0:0:3

5. Discuss Parks and Recreation Commission Facility and Park Tours (15 min)
a. Staff to present and discuss options for a fall facility and park tour with
Commissioners. Staff will email the commission asking for preferred dates, time
and locations.
b. Identify and confirm tour locations and date/times
i. Weekday, late morning with lunch hour included, or lunch followed by a
tour. Select locations which have not previously been visited by the
Commission.
ii. Golf facility, Ludwick Community Center, baseball stadium, Phase 1 pump
track at Laguna Lake or Meadow Park were suggested.
iii. Prioritize by visiting the parks which are current top initiatives or future
projects.
1. Righetti Ranch, Laguna Lake and Emerson Park.
2. Baseball Park/Sinsheimer, Ludwick Community Center and the
SLO Swim Center which are older facilities.
iv. Tours of public art were also suggested.
v. Staff will review ideas and details to be finalized by the September PRC
meeting
6. Receive Presentation on Current Park Project Status: (Avakian - 30 min)
a. Cheng Park Beautification/Park Refresh – Park history and project update was
provided. The park is open now.
b. Mitchell Park Grant Enhancement – A beautification project. Additions include
new Bocce court, stage area, new picnic tables (all ADA compliant), chess
tables, new fencing and some lighting upgrades.
c. North Broad Street Park opening – August 13 ribbon cutting for this new park
which had previously been a community garden. Project began in 2016.
d. Laguna Lake Bike Park – Phase 1 completed in July. New signage is now
installed. Phase 2 could begin this fall.
e. Laguna Lake Dog Park – Council Meeting Bid Award on August 20. Review of
original approved plan design and council proposed project. Ideas to partner
with community groups. P&R Blueprint has this as top priority project.
f. Updates for both the Emerson Park Grant Beautification project and the Righetti
Ranch Community Park project were presented. Both projects have
construction documents under review by staff.

7. Receive Department Updates (Staff - 30 min)
a. Divisional Update – Community Services (Junior Giants, Sports Camp, Adult
Softball, concert at SLO Senior Center, Monday Meet-Up and Jack House
activities). Public Art (New box art installations in August, SLOMA partnership
and Mural updates). Senior Programs, Youth Services (Summer Camp
programs, Start of school year and staffing update). Volunteer Program.
b. Divisional Update – Aquatics (SLO Swim Center summer events, lessons and
Super Rec Saturdays. Pool closure for maintenance in August). Golf (course
maintenance, facilities and staffing updates). Facilities (Field updates and
special events).
8. Standing Agenda Item: Follow-up to SLA will be presented next month.
Update regarding Parks and Recreation Commission Sub-Committee on the Level of
Service and Park Amenities Associated with the Parks & Recreation Blueprint for the
Future (Commissioner Blair and Duperron – 15 min)

9. Subcommittee Liaison Reports (Chair– 15 minutes)
a. Adult and Senior Programming: (Commissioner Blair)
b. Active Transportation Committee: (Vice Chair Howell) – June meeting
held, and updates were provided.
c. Youth Sports Association: (Commissioner Stowe)
d. Jack House: (Commissioner Kincaid)
