HomeMy WebLinkAboutAbbott Emails Batch 3D1 From:Wiberg, Daisy Sent:Wednesday, March 1, 2023 1:03 PM To:Adrienne Harris Subject:RE: ERF-2-R Application Submitted! Of course! SB is applying for $6million, but their ask doesn’t include any permanent supportive / transitional housing infrastructure costs – which is $9million of the County’s ask. It’s definitely a big ask for a County of our size, so we’ll see how the State considers the ask. I would love to schedule a time for me, you and Teresa to meet and discuss other funding sources. Can we schedule something for the 9th or 16th (side note: how is it already March??)? Let me know your availability and I can schedule a Teams meeting. Thanks! Hi, Thanks for forwarding the final materials. Does that mean that SB is asking for a similar amount? I really hope I’m proven wrong and that the State will consider an ask that large for a county of our size. Hope my input was helpful. We can also start to explore other funding sources as back up. This is a decision to be made by the BOS. Additionally, other municipalities may also be involved in a final approval depending upon location. We would request that any presentation that references any of the accompanying County owned properties not reflect endorsement by the County of San Luis Obispo of any proposed location(s) as being suitable for housing unless otherwise noted. I’m happy to hear you’ve already reached out to the local businesses/property owners and that the response has been supportive of our proposed efforts there. Use caution when opening attachments or links. Joe, Thanks for reaching out about developing a communications plan for the Encampment Resolution Funding opportunity. We agree that it would be beneficial to develop a collective communications strategy for this project, in advance of the award announcement. We think it would be best to wait to communicate anything until we find out if the County is awarded the funding, but it would be wise to start developing shared talking points and a communications plan in the meantime. Who on your staff will take the lead form a communications perspective? We’ve looped in our Communications Manager, Whitney Szentesi, who can collaborate with Jeanette if she is assigned to the effort, and we’ll let your team lead the process since the County was the ERF applicant. We want to partner and help identify key people to help with the outreach effort. Our communication with CAPSLO about the ERF proposal was out of courtesy to our partnership, and an understanding that 40 Prado will still play a key role in the encampment resolution process. As you know, CAPSLO has been a critical partner on Homelessness for decades and we are hoping that our conversation on Friday can help us understand desired roles, responsibilities, and a framework for advancing partnerships that can get at the goals of both the County’s and City’s Strategic Plans. The grant application also required support from community stakeholders, so we engaged several of the local business / property owners along S. Higuera that are impacted by the encampments along Bob Jones Bike Trail. We let those business and property owners know that we were partnering with the County on the grant application and 3 that we would follow up if/when the County is awarded the funding. All of those conversations made it very clear that this was merely a proposal and that we are awaiting confirmation on the grant award. However, the property owners we spoke to were all in support of the effort understanding that as the property owners and government agencies, we will need to be very attentive to the operating dynamics and details of the project. Do you want to schedule a meeting for the next few weeks, in advance of the anticipated award date, to start formulating our communications strategy? If so, let us know who you’d like to include from your team, and we will have the right people there from the City in support of this important partnership effort. Derek, I wanted to ask if you had an idea or timeline in mind regarding outreach to the community about our potential DSS Lot/Higuera-Prado Good Sam project. Yesterday, Daisy let me know that she already informed CAPSLO about the application and our intent to work with Good Sam there; so, I am wondering if you think we should start developing a communication and outreach plan for folks like Bill Toma and other community members who will undoubtedly be concerned about this project. I am ready to commit staff time and money to this immediately if you think it’s the right time. I also know that Good Sam was clear they also have much experience and want to be involved in this outreach effort as well. Or, do you think we should wait until we to see if our application gets approved before taking any action on comm’s? 4 Ultimately, I wanted to be able to present this project in detail to the BOS on my May 2 nd update, but obviously this would be a catastrophic thing to do if we hadn’t coordinated with each other (and Good Sam) to conduct a communication outreach first. I have not reached out to Good Sam or anyone else yet on this…I wanted to get your thoughts first. I don’t have any major concerns or edits, and I’ll wait to provide any feedback until you send over the full narrative draft. Thank you for pulling this all together so quickly and keep me posted if you have any other questions today. Also, the site visit with the County, Good Samaritan, and our Field Team went well. Good Samaritan seems like a great fit for the project, and they have experience running similar programs in Santa Barbara and Isla Vista, and they’re getting ready to launch a 94-bed project in Santa Maria. Good Samaritan will be handling the outreach (in partnership with our field team), case management, and program management for the DSS site. I talked with the County team about the application timeline and they’re still waiting for the Dignity Moves and Good Samaritan proposals (in addition to our content). So they’re in a bit of a holding pattern. I told them we’d try to get them our content as soon as possible on Friday. Kristin is planning on working on the proposal over the weekend and they’ve blocked off all day on Monday, with the goal of submitting by EOD সহ঺঻ I told them I’d be available on Monday, and to keep me posted if there’s any other info they need from our end. I’m going to keep working on the budget and I’ll start reaching out to the private property owners. Let me know what else you need!! Daisy, 2 FYI - I put answers to the first three questions in a document called “sample narrative”, so you can see how I’m crafting things and what kind of space constraints we have. I can tighten things up in order to include more quantitative details from PD/FD, b ut 1000 characters is limiting. I could probably sneak some facts into other answers too. Will work to get you remaining text Wed night or Thursday. -a Adrienne Harris (she/her/hers) Principal Adrienne Harris Consulting www.adrienne-harris.com 805-316-0746 1 From:Codron, Michael Sent:Friday, February 24, 2023 1:11 PM To:Wiberg, Daisy; McClish, Teresa Subject:RE: ERF Letter of Support Great, thanks for the update. -mc From: Wiberg, Daisy <dwiberg@slocity.org> Sent: Friday, February 24, 2023 1:00 PM To: Codron, Michael <mcodron@slocity.org>; McClish, Teresa <tmcclish@slocity.org> Subject: RE: ERF Letter of Support FYI – Derek is out today, but Amy said she could start routing the letter for his signature. Hi Jeff, I hope you enjoyed your holidays as well, and Happy New Year! 5 Thanks for reaching out and I would love to schedule time to brainstorm on the tiny home village sites, although I may need to pick my team’s brain beforehand so I can provide more context and ideas. Let me know when you’re available to meet, and realistically I may need to wait until after the 20th since that is our deadline for submitting our first draft of the City’s Strategic Plan to City Council. I may be able to fit something in the week of the 16 th if it would be helpful to meet sooner. I hope you’re having a good week and I’ll look forward to connecting more soon! I am afraid I cannot make our coffee this Thursday, but I do want to get together soon. Joe mentioned to me this morning that Derick wanted to relook at the possibility of using the DSS parking lot on Higuera as a possible tiny home village site. I don’t know how much you back-knowledge you have on this, but I would love to sit down and brainstorm on it a little. 6 Jeff Al-Mashat Program Manager, Homeless Services Unit Department of Social Services County of San Luis Obispo P.O.
